WTVP, our Illinois Public Broadcasting partners and the League of Women Voters of Illinois are proud to bring you the only “downstate” debate between the two major party candidates for
Governor of Illinois. Incumbent Democratic Governor Pat Quinn of Chicago, and Republican nominee Bruce Rauner of Winnetka are scheduled to meet in the WTVP Studio for a one-hour debate to be broadcast live across the state on public TV and radio stations, and webcast worldwide on wtvp.org.
The debate will be moderated by Jak Tichenor from WSIU-TV, host of Illinois Lawmakers, and the candidates will be questioned by a panel of journalists. The panel will consist of WTVP’s own H Wayne Wilson, host of At Issue; Amanda Vinicky, Statehouse Bureau Chief from WUIS radio; and Jamey Dunn of “Illinois Issues” magazine.
The debate is scheduled to air live on Thursday, Oct. 9 at 8 p.m. on WTVP-HD 47.1. We will also offer taped encores of the event on Friday, Oct. 10 on our World Channel, 47.2, and Sunday, Oct. 12 at 4 p.m. on WTVP-HD.
The debate will also be archived online at wtvp.org for viewing anytime.

STORYLINE:
The Illinois Supreme Court on Wednesday refused an attempt to remove Governor Rod Blagojevich, rejecting what could have been the quickest way to force the Democrat from office.
Blagojevich's lawyer, meanwhile, said the governor would not appoint someone to fill Barack Obama's vacant US Senate seat, potentially answering one of the key questions surrounding the scandal.
The state court's ruling came as Blagojevich's lawyer, Ed Genson challenged the strength of the corruption case against Blagojevich before a panel of lawmakers considering whether to recommend impeachment.
Genson said the wiretaps that ensnared his client amounted to all talk and no action.
Genson attacked the impeachment proceedings on multiple fronts, assailing the wiretaps, questioning the committee's impartiality and complaining that the panel had not given the governor enough time to mount a defence.
Lawmakers rejected all of Genson's complaints, saying the committee has broad power to review anything related to the governor's performance.
They said Genson's courtroom-style objections won't change the panel's approach.
Blagojevich has been under siege since his arrest last week on charges that he tried to auction off Barack Obama's Senate seat.
But he got some good news when the state's highest court refused to hear the attorney general's legal challenge to his fitness to serve.
The state Supreme Court rejected without comment a challenge filed by state Attorney General Lisa Madigan, herself a top candidate for governor in 2010.
The attorney general had asked the court to remove Blagojevich, arguing that his legal and political troubles prevented him from performing his duties.
Madigan said the governor's problems amount to a disability, so Blagojevich should have been stripped of his authority temporarily just as if he were physically incapacitated.
Madigan said she was disappointed by the ruling, saying Blagojevich's refusal to resign has put the state in an "unsustainable situation."
The court's decision renewed calls from Republicans for a special election to choose Obama's successor in the Senate.

STORYLINE:
The Illinois Supreme Court on Wednesday refused an attempt to remove Governor Rod Blagojevich, rejecting what could have been the quickest way to force the Democrat from office.
Blagojevich's lawyer, meanwhile, said the governor would not appoint someone to fill Barack Obama's vacant US Senate seat, potentially answering one of the key questions surrounding the scandal.
The state court's ruling came as Blagojevich's lawyer, Ed Genson challenged the strength of the corruption case against Blagojevich before a panel of lawmakers considering whether to recommend impeachment.
Genson said the wiretaps that ensnared his client amounted to all talk and no action.
Genson attacked the impeachment proceedings on multiple fronts, assailing the wiretaps, questioning the committee's impartiality and complaining that the panel had not given the governor enough time to mount a defence.
Lawmakers rejected all of Genson's complaints, saying the committee has broad power to review anything related to the governor's performance.
They said Genson's courtroom-style objections won't change the panel's approach.
Blagojevich has been under siege since his arrest last week on charges that he tried to auction off Barack Obama's Senate seat.
But he got some good news when the state's highest court refused to hear the attorney general's legal challenge to his fitness to serve.
The state Supreme Court rejected without comment a challenge filed by state Attorney General Lisa Madigan, herself a top candidate for governor in 2010.
The attorney general had asked the court to remove Blagojevich, arguing that his legal and political troubles prevented him from performing his duties.
Madigan said the governor's problems amount to a disability, so Blagojevich should have been stripped of his authority temporarily just as if he were physically incapacitated.
Madigan said she was disappointed by the ruling, saying Blagojevich's refusal to resign has put the state in an "unsustainable situation."
The court's decision renewed calls from Republicans for a special election to choose Obama's successor in the Senate.

Chicagoans are friendly, hard-working and serious sports fans. There's the Chicago Bears for football fans, Chicago Bulls for basketball followers, Chicago Blackhawks for hockey lovers and Chicago Cubs for baseball enthusiasts.
Festivals, theatre, dance, art, music, including a world-class symphony and great jazz, make Chicago a city of culture. An extensive French Impressionist collection puts Art Institute on the world map. Famous architects, such as Louis Sullivan, Mies van der Rohe and Frank Lloyd Wright and his Prairie School of Architecture thrived here. Chicago is home to the Reliance Building (now Hotel Burnham), the first steel-framed skyscraper as well as the Willis Tower (formerly known as Sears Tower), one of the world's tallest buildings.
A newer addition, Millennium Park is the setting for inspired works by Frank Gehry, Jaume Plensa and Anish Kapoor. But this is the city where innovation is rife -- Chicago gave birth to the refrigerated rail car, mail order shopping, car radio and the tv remote control. But of course, one of its most jaw dropping legacies has been the skyscraper - the nation's first was built here, a 10-story, Home Insurance Building, constructed in1884.
But this city is not all concrete and glass. Over 50 languages are spoken in this culturally and religiously diverse metropolis. Chicago's distinctive neighbours reflect its ethnic diversity. Chicago's Chinatown is vibrant, while Irish communities congregate around the Far Southwest Side, rubbing shoulders with Mexicans and Poles. Meanwhile, Indian restaurants and shops add colour to Devon Street; Lawrence Avenue has been dubbed Seoul Drive for its Korean residents, while Vietnamese, Thais, Persians, Little Italy and Greektown all add to the rich tapestry of life in the Windy City.
This is worlds away from almost a century before when during the Prohibition era, Chicago's criminal world, represented by the likes of Al Capone, Baby Face Nelson, and later Sam Giancana, practically ran the city.Today, gangster-themed tours and themed memorabilia are all that remain from this notorious past.
In a city that constantly evolves, Mark Twain hit the nail on the head when he said in the 19th century: "It is hopeless for the occasional visitor to try to keep up with Chicago. She outgrows his prophecies faster than he can make them." Over a century later, this is still very much true.

Formerly known as the Sears Tower, Willis Tower is now the 2nd tallest building in the United States. Many of the buildings at the University of Chicago were designed in the Gothic style. The campus is also home to the Oriental Institute. The Osaka Garden is located in Jackson Park

Humboldt Park is a little far removed from the downtown area so it's not as popular with visitors, however, it's a really great place to soak in nature. One of the best ways to appreciate the beauty of the city as well as learn about it is from the water. Such excursions operate from May to early November, but it is best to check with the individual sightseeing company for schedules and costs. Chicago Line Cruises runs both history and architectural boat trips. Boats departing from Navy Pier run the gamut from schooners to yachts and those that include meals and cocktails. Windy I or Windy II set sail around Lake Michigan. Or you can paddle a kayak down the Chicago River with Wateriders and explore history, architecture or gangster history.
Bus tours
There are plenty of road-based options for touring the city. Gray Line Tours runs a variety of city excursions including 'North' and 'South' side city tours, which cover all the major sights in those parts of the city. Buses leave from 55 East Monroe Street. The Chicago Double Decker Co., based at the Willis Tower, offers double-decker service, using London-style double-decker buses to tour 21km (13 miles) of Chicago's main sights. A hop-on hop-off service (explore a site and catch another bus to resume the tour) stops at a number of points, including Navy Pier, Willis Tower, the Art Institute and Field Museum.
Chicago Greeters tours
Considered a 'themed visit' rather than a tour, Chicago Greeters will escort small groups (up to six) to attractions, neighbourhoods, explore insider's favourite haunts, visit specific points of interest, or even take them shopping. Such excursions operate from May to early November, but it is best to check with the individual sightseeing company for schedules and costs. Chicago Line Cruises runs both history and architectural boat trips. Boats departing from Navy Pier run the gamut from schooners to yachts and those that include meals and cocktails. Bus tours
There are plenty of road-based options for touring the city. Gray Line Tours runs a variety of city excursions including 'North' and 'South' side city tours, which cover all the major sights in those parts of the city. Buses leave from 55 East Monroe Street. The Chicago Double Decker Co., based at the Willis Tower, offers double-decker service, using London-style double-decker buses to tour 21km (13 miles) of Chicago's main sights. A hop-on hop-off service (explore a site and catch another bus to resume the tour) stops at a number of points, including Navy Pier, Willis Tower, the Art Institute and Field Museum.
Chicago Greeters tours
Considered a 'themed visit' rather than a tour, Chicago Greeters will escort small groups (up to six) to attractions, neighbourhoods, explore insider's favourite haunts, visit specific points of interest, or even take them shopping. Greeters are residents who know and love the city. Advance reservations are necessary for this free service of the Chicago Office of Tourism.
Gangster and ghost tours
The Untouchables Gangster Tour takes a step back to the days of prohibition. It traces the paths of some of the city's most infamous 1920s and 1930s residents, like Al Capone and John Dillinger. Wisecracking guides relate gangster lore on the way to famous hoodlum haunts like Little Italy and the St Valentine's Massacre. Free trolley buses travel between the city's most popular attractions like Navy Pier, the Museum Campus and North Michigan Avenue. Buses run from late May until early September and then again during the holiday season (late November until after New Year's Day).

An underground system of 'pedways' (pedestrian walkways) is especially useful for escaping bad weather and crowded downtown streets. From this network, which links over 40 blocks of streets, there is access to many buildings, stations and shops in the Loop. Maps are available, free of charge, from hotels and around the various points of the system, including the Illinois Center.

These are easy to hail on the streets, especially in the Loop and Wrigleyville. A tip of 10-15% is usually expected. The main companies are American United Cab Assoc. Checker Taxi Assoc. Inc. Flash Cab Co , Wolley Cab and Yellow Cab .

Street parking meters take coins above US$0.10 (a dime), with US$0.25 (a quarter) being the most useful coin. The more congested the area, the higher the meter rate. Major attractions may have limited parking but, in general, Downtown parking is difficult and expensive. From 1 December to 1 April, Snow Parking regulations apply on many streets, making fewer spaces available, and cars parked on snow routes are likely to be towed.

Another piece of Illinois' unfinished fiscal 2016 budget fell into place on Monday with the state Senate's unanimous passage of a bill to send $3.1 billion to local governments, lottery winners, bondholders and others.
The Senate vote, which followed last week's approval by the state House of Representatives, sends the measure to Governor Bruce Rauner, who signaled his intention to sign it into law after the bill was expanded to include his funding priorities.
An impasse between the Republican governor and Democrats who control the Legislature has left the fifth most populous U.S. state without a complete budget nearly halfway into fiscal 2016. Various court orders and appropriations have kept money flowing to state workers and for some services, pensions and most bond payments. The only budget bill signed by the governor funded primary and secondary public schools.
The newly passed bill will send $1 billion to lottery winners, $582 million in motor fuel taxes to local governments, $77 million for local 911 emergency centers, $165 million to help poor residents pay for heating and cooling costs, and $31 million for state road salt purchases this winter.
It also covers debt service on about $41 million of insured state civic center bonds that have a $13.1 million payment due on Dec. 15.
The lack of appropriations sparked lawsuits by lottery winners and a few local governments against the state.
