No first use (NFU) refers to a pledge or a policy by a nuclear power not to use nuclear weapons as a means of warfare unless first attacked by an adversary using nuclear weapons. The concept can also be applied to chemical or biological warfare.
As of October 2008[update], China,India and North Korea have publicly declared their commitment to no first use of nuclear weapons.
NATO has repeatedly rejected calls for adopting NFU policy, arguing that preemptive nuclear strike is a key option.[citation needed] In 1993, Russia dropped a pledge given by the former Soviet Union not to use nuclear weapons first. In 2000, a Russian military doctrine stated that Russia reserves the right to use nuclear weapons "in response to a large-scale conventional aggression".
China,India, and North Korea, have pledged not to be the first to use nuclear weapons in a conflict.
China is the first to propose and pledge NFU policy when it first gained nuclear capabilities in 1964, stating "not to be the first to use nuclear weapons at any time or under any circumstances". Nonetheless, some scholars and observers have questioned the credibility of China's NFU policy. For instance, China had reportedly considered nuclear strikes against the Soviet Union in the event of a conventional Soviet attack. However, China has repeatedly re-affirmed its no-first-use policy in recent years, doing so in 2005, 2008, 2009 and again in 2011. In 2010, the Pentagon concluded that although there is "some ambiguity over the conditions under which China's [no-first-use] policy would or would not apply...there has been no indication that national leaders are willing to attach such nuances and caveats to China's 'no first use' doctrine"

"Resolved: The United States should adopt a no first use nuclear policy." Featuring Mr. Walt Slocombe, former Under Secretary of Defense for Policy and Mr. Jack Mendelsohn, former Deputy Director of the Arms Control Association The Project on Nuclear Issues (PONI) is pleased to invite you to a live debate about whether or not the United States should adopt a "no first use" nuclear policy. No first use is a policy in which a state refrains from the use of nuclear weapons as a means of warfare or aggression unless the state is first attacked using nuclear weapons. The United State's current nuclear weapons policy is outlined in the 2010 Nuclear Posture Review. The five core objectives for U.S. nuclear policy include: Preventing nuclear proliferation and nuclear terrorism; Reducing the role of U.S. nuclear weapons in U.S. national security strategy; Maintaining strategic deterrence and stability at reduced nuclear force levels; Strengthening regional deterrence and reassuring U.S. allies and partners; and Sustaining a safe, secure, and effective nuclear arsenal. Does a no first use nuclear policy align with the nuclear posture and strategic interests of the United States? Mr. Walt Slocombe and Mr. Jack Mendelsohn will debate whether or not the U.S. should adopt a no first use nuclear policy at the next PONI Live Debate. Please join us on September 10 for what promises to be an exiting debate on a crucial issue. The event will be held on the Second Floor Hess Room of CSIS, located at 1616 Rhode Island Avenue NW.
