China and Japan leaders hold ice-breaker talks at Apec summit. The leaders of China and Japan have met for formal talks after more than two years of severe tension over a territorial row. Chinese President Xi Jinping and Japanese PM Shinzo Abe met on the sidelines of the Asia-Pacific Economic Co-operation (Apec) summit in Beijing. The talks are the first between the two leaders. Mr Abe said it was the first step to "improving ties". Relations have been soured by the row over islands in the East China Sea. The strategically important islands, known as Diaoyu by China and Senkaku by Japan, are controlled by Japan. Tokyo's decision to purchase three of them from their private Japanese owner in September 2012 led to an escalation in a dispute that has rumbled quietly for years. China has also complained about what it sees as Japan's failure to adequately acknowledge its war-time actions. Mr Abe said the meeting was "the first step for improving ties by returning to mutually beneficial relations based on common strategic interests", according to AFP news agency. He also said the two countries had agreed to start preparations to establish a maritime crisis mechanism, AFP said. There have been fears that a clash - accidental or otherwise - between Chinese and Japanese paramilitary vessels patrolling waters around the disputed islands could trigger a conflict. Mr Xi told Mr Abe that China hoped Japan would follow a path of peaceful development and adopt prudent military and security policies, state news agency Xinhua reported. Trade agenda The meeting came with leaders from the 21 Apec member-nations in the Chinese capital for two days of talks. Bilateral meetings between top leaders are taking place on Monday, followed by a formal leaders' summit on Tuesday. The summit takes place as China looks to underline its growing status as regional leader and economic giant. It is the biggest event hosted so far by Mr Xi, who took over the Chinese presidency in March 2013, and trade is one of the top priorities. The US will be pushing its Trans-Pacific Partnership (TPP), a 12-nation economic framework along the Pacific Rim which currently excludes China. It is the economic aspect of America's "Asia rebalance", which some experts say is aimed at countering China's growing influence in the region. China, however, will be trying to shore up support for its own separate free-trade agreement, the Free Trade Area of the Asia-Pacific. Both US President Barack Obama and Russia leader Vladimir Putin are attending and will deliver speeches later in the day. But the two men are not expected to hold talks, amid frosty ties over Russia's support for separatists fighting in eastern Ukraine. Australian leader Tony Abbott, however, says he is seeking a "robust conversation" with Mr Putin over MH17, the Malaysia Airlines plane brought down by a missile over Ukraine. Talks would focus on "our absolute expectation that Russia will be as good as its word, that it will fully co-operate with the investigations that are underway and that it will do what it can to ensure that justice is done", Mr Abbott said. The plane is believed to have been hit by a surface-to-air missile fired from an area controlled by pro-Russian rebels. Russian officials have denied the allegations. Ji Myung-kil has the details. Chinese President Xi Jinping has laid out his vision to lead the Asia-Pacific region, both economically and diplomatically. At the top of Beijing′s agenda for this week′s APEC summit is the Free Trade Area of the Asia Pacific... or FTAAP. It′s part of China′s vision to consolidate and simplify the numerous free trade agreements within the region. China hopes to use this week′s APEC summit as a venue to study and discuss the costs and benefits of the FTAAP,... and would like to see it mentioned in the final draft of the summit′s communique. Some Chinese experts view the FTAAP as a strategic move to counter the U.S.-led, 12 nation Trans-Pacific Partnership, or TPP, which excludes China. Washington has made implementation of the TPP a priority in expanding trade in the region. On top of the FTAAP, China will also be pushing its vision to set up the Asian Infrastructure Investment Bank,... which has been likened to China′s version of the International Monetary Fund. The AIIB, to be established by the end of next year, will help finance infrastructure development in the Asia-Pacific region, with an authorized capital of 1-hundred billion U.S. dollars. On the diplomatic side,... President Xi Jinping has raised the possibility of summit talks with Japanese Prime Minister Shinzo Abe. Ties between the two countries have soured over historical and territorial disputes. But Beijing′s relations with Moscow appear to be moving in an opposite direction, as the two grow closer, especially economically, with plans to co-develop natural gas projects worth some 4-hundred billion dollars. China′s moves over the course of the coming days are being seen as an attempt to promote its economic and diplomatic rise, and its role as a counterbalance to the United States. Yemen's new prime minister has vowed to unite the country amid the ongoing political infighting, calling on all factions to support his government in accordance with an agreement signed last week. Khaled Bahhah told Al Jazeera on Sunday that his government would hold together despite the calls for a boycott by the Houthi rebels and allies of the former president Ali Abdullah Saleh. "They have signed on paper that they are supporting this government. So regardless of all their statements, we are considering what has been signed during the meeting with the UN representative," he said, in an interview with Al Jazeera's Hashem Ahelbara in the capital Sanaa. Earlier on Sunday, Bahhah presided over his first meeting with his Cabinet, after they were sworn-in. "I know that it is not an easy thing to start in Yemen, but with all the support of the Yemeni people, I think we will be able to tackle all these problems," he said. Bahhah also said that his government will respect the implementation of the UN sanctions against three former leaders, including Saleh, who still commands a political following in the country. "The fabric of Yemeni society would be in danger if the outcomes of the national dialogue are not implemented," he added. Commenting on the recent political developments in Yemen, Peter Salisbury, a political analyst and independent journalist, told Al Jazeera: "People just seem to be dissatisfied with the political establishment in general." "Stabilisation of the economy, stable payment of salaries and welfare allowances, and some sense of security are the leading expectations from the new government," he said. Delicate challenge Al Jazeera's Ahelbara said that the new prime minister faces "an extremely delicate challenge" as he tries to balance rival political interests. "It's a very fractious political reality," he said. "We will continue to see a political divide for the months to come." The ruling General People's Congress (GPC) and the Houthi rebels have opposed the newly-formed government. The GPC said it was not consulted in the formation of the new cabinet. Houthi rebels also rejected the new cabinet, demanding instead the dismissal of members they consider unqualified or corrupt. The cabinet, formed on Friday and welcomed by Washington, "is in violation of the peace agreement... and a clear obstruction to the political process in favour of private and narrow interests," the rebels said in a statement on Saturday. On Saturday, the GPC's central committee also dismissed President Abdrabuh Mansour Hadi from his posts as vice president and secretary-general of the party, accusing him of soliciting the UN sanctions against Saleh. Saleh is seen as the main backer of Houthi rebels who seized Sanaa in September unopposed, and have since expanded their control to coastal areas and regions south of the capital. Some army troops that remain loyal to Saleh are accused of aiding the rebels.

The International Criminal Court announced Thursday that it will not prosecute Israel for a 2010 raid on a Turkish flotilla bound for Gaza, in which nine activists were killed, despite evidence that pointed to war crimes. Prosecutor Fatou Bensouda said that despite a "reasonable basis" to believe war crimes were committed, there was not "sufficient gravity to justify further action by the ICC." The Israeli foreign ministry took "positive note" of the decision, but added Israel considered the case politically motivated and legally unfounded, and regrets the waste of the court's time and resources. Pro-Palestinian activists aboard the Mavi Marmara were aiming to break the maritime blockade of Gaza when Israeli forces swarmed the vessel, killing eight Turks and one Turkish-American.

North Korea has released two US citizens held in the country, it was confirmed on Saturday. Kenneth Bae and Matthew Miller are on their way back to the US.

The Office of the Director of National Intelligence confirmed the release of the two Americans, and said they were being accompanied back to the US by James Clapper, the director of national intelligence.

China is playing host to this week′s APEC summit, and it will be using the opportunity to promote itself as a regional power worthy of leading the way,... both on the economic and diplomatic fronts.
From its vision for creating a trade bloc... to a soon-to-be established bank for infrastructure development... Beijing has set its sights high, to keep another superpower, the U.S., in check.
Ji Myung-kil has the details. 
Chinese President Xi Jinping has laid out his vision to lead the Asia-Pacific region, both economically and diplomatically.
At the top of Beijing′s agenda for this week′s APEC summit is the Free Trade Area of the Asia Pacific... or FTAAP.
It′s part of China′s vision to consolidate and simplify the numerous free trade agreements within the region.
China hopes to use this week′s APEC summit as a venue to study and discuss the costs and benefits of the FTAAP,... and would like to see it mentioned in the final draft of the summit′s communique.
Some Chinese experts view the FTAAP as a strategic move to counter the U.S.-led, 12 nation Trans-Pacific Partnership, or TPP, which excludes China.
Washington has made implementation of the TPP a priority in expanding trade in the region.
On top of the FTAAP, China will also be pushing its vision to set up the Asian Infrastructure Investment Bank,... which has been likened to China′s version of the International Monetary Fund.
The AIIB, to be established by the end of next year, will help finance infrastructure development in the Asia-Pacific region, with an authorized capital of 1-hundred billion U.S. dollars.
On the diplomatic side,... President Xi Jinping has raised the possibility of summit talks with Japanese Prime Minister Shinzo Abe.
Ties between the two countries have soured over historical and territorial disputes.
But Beijing′s relations with Moscow appear to be moving in an opposite direction, as the two grow closer, especially economically, with plans to co-develop natural gas projects worth some 4-hundred billion dollars.
China′s moves over the course of the coming days are being seen as an attempt to promote its economic and diplomatic rise, and its role as a counterbalance to the United States.
