A brief chronology of Ordinance: What you need to know about govt's ordinance on convicted netas
The controversial Ordinance on Representation of the People 2013 became the hot topic of debate after the Supreme Court verdict on this on 10th July this year. The court had ruled that section 8(4) of the Representation of Peoples Act, 1951 violates the constitution. This section of the constitution states that a sitting legislator cannot be disqualified from Parliament or State Legislatures on conviction in a criminal case if he files an appeal in the appropriate court. Terming this as a violation, the apex court held that MPs and MLAs will face immediate disqualification on their conviction in a criminal case with a jail term of more than 2 years. Besides, the apex court also barred those people from contesting elections who are in police or judicial custody . However, many political parties strongly opposed to the Supreme Court's ruling. Following which, the government moved the Supreme Court on August 12, seeking a review of the judgment. They said, public representatives should be given a chance to file an appeal in the higher court after a lower court gives its decision. After this, on August13, parties across the political spectrum agreed to amend the Representation of the People Act to overturn Supreme Court's verdict. Almost all political parties expressed that the decision can be misused to restrict people from contesting elections. An amendment bill was introduced in Rajya Sabha on August, 30,. The amendment allows a legislator to retain membership of the legislature even after conviction, if an appeal against the conviction is filed before a court and the sentence is stayed by the court. The bill is however still pending with the upper house. On September 4, the Supreme Court refused to review its verdict that an MP or MLA convicted of any criminal offence attracting a punishment of two years and above will be disqualified immediately. The apex court, however agreed to reconsider its other judgement debarring arrested persons from contesting polls. On September 24, the Cabinet cleared an ordinance to reverse the Supreme Court judgment. Two days later, on September 27, while hearing a PIL, the apex court said that it may hear the plea against the proposed ordinance only after the law gets nod from President. Later in the day, situation turned upside down. Congress Vice President Rahul Gandhi addressed the media and staged a strong protest over the ordinance. He also wrote a letter to Prime Minister and expressed his views. Following this, the entire political situation changed and issue went up to the level that a cabinet meeting held on 2nd October to re look into the ordinance issue.- published: 03 Oct 2013

Musei Capitolini, Rome, works selected by Claudio Parisi Presicce, Director

The Musei Capitolini date back to 1471, when Pope Sixtus IV donated to the people of Rome a group of bronze statues that until then had been kept at the Lateran. These statues constituted its original core collection. Various popes subsequently expanded the collection with works taken from excavations around Rome; some were moved from the Vatican, some, such as the Albani collection, were bought specifically for the museum. Around the middle of the eighteenth century, Pope Benedict XIV created a picture gallery. A considerable quantity of archaeological material was also added at the end of the nineteenth century when Rome became the capital of Italy and new excavations were carried out whilst creating two completely new districts were created for the expanding city.
The Museums' collections are displayed in the two of the three buildings that together enclose the Piazza del Campidoglio: Palazzo dei Conservatori and Palazzo Nuovo, the third being the Palazzo Senatorio. These two buildings are linked by an underground tunnel, which contains the Galleria Lapidaria and leads to the ancient Tabularium, whose monumental arches overlook the Forum.
The Palazzo Nuovo houses the collections of ancient sculpture made by the great noble families of the past. Their charming arrangement has remained substantially unchanged since the eighteenth century. They include the famous collections of busts of Roman philosophers and emperors, the statue of Capitoline Gaul, the Capitoline Venus, and the imposing statue of Marforio that dominates the courtyard.
The Conservators' Apartment contains the original architectural nucleus of the building, decorated with splendid frescoes portraying the history of Rome. The ancient Capitoline bronzes on display here add to the noble atmosphere: the Capitoline She-wolf, Spinario and the Capitoline Brutus.
On the first floor of the palace, a huge glass room, recently built, contains the equestrian statue of Marcus Aurelius, which once stood in the Piazza del Campidoglio, and the imposing remains of the Temple of Capitoline Jupiter. A section is also dedicated to the most ancient part of the Campidoglio's history, from its first inhabitation until the construction of the sacred building, displaying the results of recent excavations. The halls that overlook the room contain works from the Horti of the Esquiline; the hall which connects the room to the apartments of the Palazzo dei Conservatori contains the Castellani collection, testimony to nineteenth century collecting practices.
On the second floor, the Capitoline Picture Gallery contains many important works, arranged in chronological order from late mediaeval times to the eighteenth century. The collection includes paintings by Caravaggio (Good Luck and St. John the Baptist), a massive canvas by Guercino (Burial of Saint Petronilla) and numerous paintings by Guido Reni and Pietro da Cortona.
The Palazzo Caffarelli-Clementino holds the numismatic collection, known as the Medagliere Capitolino. On display are many rare coins, medals, gems and jewels, as well as an area dedicated to temporary exhibitions.

Wings of Change: Re-shaping Atlanta's Past, Present and Future
The story of the phoenix is a well-worn metaphor for the history of Atlanta. Reborn from its own ashes, the mythological bird symbolizes reinvention, difficulties and breakthroughs, a resurgent spirit and a shining unwritten future full of hope. Likewise, the newly designed Atlanta History Center must be reconceived to capture and reflect the uplifting energy coursing through the city. The diversity and spirit of Atlanta can no longer be reflected by a series of linear, static, black box galleries and dusty displays. In short, the time for the Atlanta History Center is not the past – the time is right now.
A newly defined architecture for the Atlanta History Center is shaped by the embedded cultural and physical forces that flow through its walls and the surrounding site. The formal gesture emerges from the landscape, flies through the center of the building boldly redefining the interior spaces, and bursts forth into the community with a grand, uplifting sweep of its wings. At once sheltering, inviting and dynamic, the new museum is created by flexible, adaptable, interactive, immersive zones.
The story of Atlanta can never be told in a simple chronology – to do so would miss the complex tapestry woven from history, culture, social movements, sweat equity and shifting ideals. History is as much about the present and future as it is the past. It is true that our city has been shaped by war and racial struggles, but it has also been shaped by families and community, by music and entrepreneurship, by respect for the stories of the past and a commitment to the unwritten narratives of future generations. All of these stories overlap and combine to create a living theatre developed over time that gives form to the city even as our lives enter the document. Our stories are only the beginning. The challenge facing the Atlanta History Center is to serve and preserve the past, present, and future every single day.
• Knowledge Hub: At the heart of the space lies the Knowledge Hub, an interactive and immersive display engine that incorporates an unprecedented ability to access historic documents with the touch of a finger. Chart a new course through history, uncover unexpected connections between artifacts, and leave your own imprint in the living archive. The Knowledge Hub simultaneously orients the visitor and unveils the vast array of museum offerings currently hidden away within its mysterious archives.
• Discovery Portals: Gone are the days of rigid rows of desks in a linoleum-tiled classroom. New interactive learning cores provide direct visual access to the spotlighted collection and a fully immersive educational experience that expands upon exhibit themes and engages a range of multi-generational audiences in active learning, discovery and research.
• Hall of Enlightenment: The dynamic, wing-like ceiling boldly redefines possibilities for flexible museum space and provides a clear spatial hierarchy between the new atrium and the garden overlook/ballroom pre-function space. Cross section panels allow displays to emerge and vanish into the spaces between the ribs while concealing necessary building systems such as ductwork, lighting and sprinkler piping hung from a unistrut framing system above. Much more than an exhibition system, the new structure symbolizes history as a cross-sectional analysis of place, population, culture, and time.
Rather than acting as a repository for things that have already happened, the Atlanta History Center becomes the flexible stage for the great things happening right now as well as those yet to occur. As we progress along the newly articulated central axis, a bold architectural form takes shape: one that engages the casual spectator and turns them into an active participant in creating the city’s ongoing story. This is a living, breathing, moving space of discovery. The swooping axis reorients visitors, scholars, students and families to the wonders contained within its walls as well as the possibilities of what lies beyond.
With thousands upon thousands of deep and rich narratives to shelter under the wings of one roof, the architecture of a reinvented and re-imagined Atlanta History Center must capture this uplifting sense of progress and possibility in order to reflect the genuine nature of the place and the people. No longer content to play it safe, the building boldly reaches up and out to the world and invites us all to make history.
