Presented on October 6, 2006 Bruce Babbitt, former Secretary of the Interior; John Kitzhaber, former Oregon Governor "The four dams on the lower Snake River were constructed to provide hydroelectric power to Idaho, Oregon, and Washington residents. But since the last dam's completion in 1975, the dams have been the subject of controversy. The dams currently submerge about 140 miles of river habitat that—before their construction—served as prime spawning territory for salmon and steelhead populations. In addition the U.S. Army Corps of Engineers concluded, in a recent report, that the region could experience an annual increase of $3 billion in revenue from anglers, boaters, and tourists if the dams were removed. However, the National Hydropower Association contends that removing the dams is environmentally and economically irresponsible. William Robert Plumlee William Robert Plumlee (b.November 25, 1937) in Panama City, Florida - American CIA pilot known as "Tosh" and also as William H. "Buck" Pearson. Military Service Plumlee enlisted in the U. S. Army in April 1954 and was assigned to the Texas 49th Armored Division at Fort Bliss, Texas. He later transferred to 4th Army Reserve Military Intelligence Unit at Dallas Love Field in Dallas, Texas. Civilian career He became an aircraft mechanic after leaving the Army and obtained an airplane pilot's license in 1956, he worked as airplane mechanic at Southwest Airmotive at Dallas Love Field. CIA Service He subsequently worked as a pilot for secret CIA flights including some for William King Harvey, Tracy Barnes and William "Rip" Robertson and he flew arms to Fidel Castro in Cuba prior to the overthrow of Fulgencio Batista. After Castro took over Plumlee then flew arms to Castro's opponents. In 1962 he joined Task Force W Section for the Cuban Project (also known as Operation Mongoose) then run from the JM/WAVE station in Miami, Florida where he worked as both a pilot and undercover CIA CAG (Covert Action Group) operative. His code name was "Zapata". He was also a member of the Operation 40 project. Plumlee claimed to have flown John Roselli from Tampa to Dallas, arriving on the morning of November 22, 1963, on a mission to abort the assassination of President Kennedy. He later worked as an undercover pilot and operative during the Ronald Reagan Administration's "Drug War" flying arms to Nicaraguan Contras and cocaine back to the United States. Bruce Edward Babbitt (born June 27, 1938), a Democrat, served as United States Secretary of the Interior and as the 16th governor of Arizona, from 1978 to 1987.
Born in Flagstaff, Arizona, Babbitt graduated from the University of Notre Dame, and attended Durham University in the United Kingdom on a Marshall Scholarship, and then received his law degree at Harvard Law School.
He married attorney Harriet Coons (known as Hattie) in 1968. Mr. and Mrs. Babbitt have two sons, Christopher and T.J.
Babbitt's brother, Paul Babbitt, was an unsuccessful candidate for the United States House of Representatives in 2004.
Babbitt was elected Attorney General of Arizona, but succeeded Wesley Bolin as governor when Bolin died in office on March 4, 1978. Arizona does not have a lieutenant governor, designating the Arizona Secretary of State as first in line in case the governor vacates his or her post. However, the secretary of state at that time, Rose Mofford, had been appointed rather than elected to her post and thus was not eligible to become governor according to the Arizona state constitution. Babbitt, as attorney general, was next in the line of succession. Babbitt was elected for a full four-year term in 1978, and again in 1982. In all, Babbitt served as governor of Arizona from 1978 to 1987, but did not seek reelection to a third term. In 1983, Babbitt sent the Arizona National Guard to the strike against Phelps Dodge in Morenci, Arizona. With the retirement of Republican Barry Goldwater from the U.S. Senate in 1986, many in Arizona expected Babbitt to oppose Representative John McCain for the seat. In a surprise press conference in 1985, Babbitt instead announced he would forgo the Senate race to concentrate on a White House bid in 1988.
