Japanese government says there is no breakthrough plan on comfort women issue

The Japanese government has admitted it will be difficult to come up with a breakthrough policy to resolve the issue of wartime sex slavery. According to a report by Nekkei newspaper on Thursday... the response came during Korea and Japan′s vice ministers meeting earlier this month as well as the two country′s foreign ministers meeting last month. Even Japanese Lower House member Koichi Hagiuda, who serves as a special adviser for Abe within the ruling al Democratic Party said earlier this week in a TV news program that its government does not intend to review the Kono Statement as it has finished its role. The Kono Statement is an apology issued back in 1993 by former chief Cabinet Secretary Yohei Kono to women, mostly Korean, who were forced into wartime sexual slavery.

However, in fact, this goal had already been set back in 2003, with leadership from our keynote speaker, President Mariko Bando, then director-general of the Gender Equality Bureau that had been established in 2001. In addition, the United Nations had requested in 2009 that the Japanese government adopt measures with clear numerical goals and timetables to increase the number of women in decision-making positions at all levels. As can be seen from this history, setting goals is one thing, but achieving them is usually much harder - especially when that requires changes in social and business norms. In order to turn goals into reality, Japan's companies will need to make major changes in their labor practices. What, exactly, are these changes? In the process, what legal reforms would be necessary? Are the government's present policies sufficient to achieve the 30% target over the next six years? Japan to restart whaling in 2015 despite IWC ruling

The Japanese government has vowed to restart its controversial whaling programme in the Antarctic next year. The move comes despite the International Whaling Commission's vote on Thursday that the programme is illegal because it is not for research purposes and should stop. Japanese Cabinet Secretary Yoshihide Suga said the IWC's decision was "regrettable". Japan maintains its annual hunt is solely for research. But the meat from the slaughtered whales is sold commercially in Japan. Participants at the IWC's meeting in Slovenia passed the non-binding resolution with a 35-20 majority. It was adopted from an International Court of Justice ruling earlier this year stating that Japan's hunt did not meet the requirements to be "scientific". That forced Japan to call off its 2014-2015 hunt in the Southern Ocean. It still carried out its smaller hunt in the Northern Pacific. Mr Suga said Japan would work on meeting the strict conditions under which scientific whaling is allowed. "We are now carrying out preparations for a new plan for scientific whaling to resume in the 2015/2016 year, a plan that takes the International Court ruling into account," he said. "Our actions are based on international law, scientific fact and the international whaling treaty." Japan started its whaling programme in 1987, a year after an international moratorium was enacted. The ICJ says Japan has caught some 3,600 minke whales since its current programme began in 2005. It has faced global outrage, including from the US and Australia, with critics saying the programme is a front for commercial whaling.

The German chancellor was cited by the prize foundation for awakening "global awareness of human dignity by apologising and taking responsibility for past wartime crimes". The biennial award was established in 1990 to commemorate the success of the 1988 Seoul summer Olympics. The winner receives a $200,000 payment. The foundation also praised Merkel for helping to overcome the European economic crisis, and for stressing the importance of human rights by apologising repeatedly for the Nazi Holocaust. "She has sent out messages urging to take right actions to the states that are denying their past war crimes and actions against humanity," it said. The citation carried an implied criticism of Japan, which South Korea has long condemned for not showing enough remorse for abuses related to its 1910-45 colonial rule over the Korean peninsula. It specifically noted comments made by Merkel when she was asked by university students during a trip to China in July to explain the different attitudes of Germany and Japan to their wartime history. "Merkel said she did not have the right to comment on the Japanese government... but added that, from Germany`s point of view, it is important `not to let tragic history repeat`," the citation said. The award ceremony will be held at a later date in Seoul. Previous winners of the prize include UN Secretary General Ban Ki-moon, the late Czech president Vaclav Havel and Medecins Sans Frontieres (Doctors Without Borders).
