People's Daily "Revealed Secret Facts" About Foreign Investments In China
People's Daily "Revealed Secret Facts" About Foreign Investments In China
Recently, it is rumored that foreign capital is being massively withdrawn from China having a huge impact on the economy. The Chinese Communist Party (CCP) has always denied this. It used an article published by its mouthpiece media People's Daily in August. Despite its attempt to deny the rumors, the article further uncovers some secret facts about the CCP's economy. Let's see the following report. On August 12th, the People's Daily published an article titled "Foreign Investors Are Not Massively Retreating from China". The article uses the CCP's Ministry of Commerce statistics. It claims that the total number of new foreign companies dropped by 17.31% this June. However foreign direct investment (FDI) has increased by 20.12% during the same period. Other statistics from the Ministry of Commerce show that, between January and July 2013, newly registered companies dropped by 7.68%, but FDI has increased by 7.09%. According to charts in the People's Daily, the top ten source locations contributed to 92% of total foreign investments in China between January and June of 2013. Among them capital from Hong Kong contributed to 39.7 billion US dollars, or 65% of the total. Singapore ranks third, contributing 3.3 billion dollars, or 5% of the total. The United States, Germany, Netherland and France only contributed 4.2 billion dollars, or 6.8% in total. The distribution of foreign capital sources is very unusual, but why is it like that? US-based Chinese economist He Qinglian commented that, although the CCP claims to rank second in absorbing foreign capitals in the world, many of them are fake ones which originally flowed out from China. Feng Xingyuan, deputy director, Unirule Institute of Economics, Beijing: "There have been more Chinese business owners who emigrate first and then invest their money back into China. Others stay in China with foreign passports or green cards. Some also move their money out of China first before investing it back." Feng Xingyuan said Mainland China has many preferential policies for foreign investments, especially in economic development zones, so many emigrant Chinese entrepreneurs went back to China just to use the conditions to make profit. A US-based Chinese magazine "China in Perspective" recently published an article by Cheng Xiaonong. It revealed that Hong Kong, Singapore and some other areas are popular choices for money laundering from the Mainland. Most investments from those places are originally China's domestic capitals with a foreign-like appearance. Global Financial Integrity is a research organzation located in Washington D.C.. According to its December report about illicit financial flows , China's illicit outflow of capitals was about 23.6 trillion Yuan between 2000 and 2011, accounting for about 50% of the total illicit financial outflow from developing countries. Yan Lixin, an expert in money-laundering, estimated that China's money laundered annually has exceeded one trillion. Most of the outflows either directly go into Hong Kong or pass through there as a conduit. On December 27th, 2012, Bloomberg published an article: "Heirs of Mao's Comrades Rise as New Capitalist Nobility". The article said that, through investigation at least 18 descendants of the CCP's eight most senior leaders own or run entities linked to companies registered offshore. It includes the British Virgin Islands and the Cayman Islands. According to Gong Shengli, the chief researcher of Beijing National Conditions Inside Reference, China's 120 biggest state-owned companies are all highly-profitable monopolies. For example, the price of the same car is more expensive in China than in America by at least one-third. This makes China's market a very good place for speculative activities. Gong further commented that, most state-owned monopolies are controlled by the CCP princelings. They make profits by changing of capitals, which leads to the inflow and outflow of capitals in China. Gong Shengli: "Li Keqiang has repeatedly mentioned the opening-up policy four times in only nine days. He continues to talk about how China's economy should move forward. This leaks the message that, there are some secret fears within the operation of capitals or markets in China." Global Financial Integrity's report revealed that a lot of illicit money first left China as recorded FDI in off-shore financial pivots like Hong Kong and British Virgin Islands; then they came back to Mainland China as FDI from those places. As a summary, the report believes such a complex money laundering scheme is used by Chinese high net worth individuals to secretly accumulate wealth. He Qinglian commented that, among the huge amount of foreign capitals absorbed into China over years, over 70% are indeed laundered domestic ones.- published: 16 Sep 2013

China, the world's second-largest economy will have more than $4 trillion in foreign exchange reserve by the end of 2014, said a People's Daily report on Monday. China used to be short of foreign exchange before the nation adopted the reform and opening-up policy in 1978, while the country's foreign exchange reserve exceeded the $10 billion, $100 billion and $1 trillion marks in 1990, 1996 and 2006, respectively. According to the latest statistics from the People's Bank of China, the central bank, as of the first quarter of this year, the foreign exchange reserve balance of China reached $3.95 billion, ranking first globally and accounting for one third of the world's total. China will see foreign exchange reserve increase if the Chinese economy runs smoothly and foreign capital continues inflowing due to the interest rate margin between China and other countries, the report said, citing experts. The huge amount of China's foreign exchange reserve, which is mainly driven by trade surplus, has become a burden to the country, added the report. It is believed to be a trend along with globalization and the development of information technology. To this end, the state media, People's Daily, criticized the influx of foreign terms, saying they have destroyed the purity and health of the Chinese language. Foreign terms such as WiFi, CEO, MBA, CBD, VIP, PM2.5 and others have become popular terms in Chinese print media such as newspapers, magazines and even academic journals. People's Daily editorials criticized such phenomenon on April 11 and 25, respectively, claiming the borrowed foreign terms have harmed the purity and health of the Chinese language. These zero translation foreign terms have affected the expression of Chinese language and the profound and rich Chinese culture associated with the Chinese language. The article questioned the threat of the increased use of foreign words to the purity and health of Chinese. People's Daily reported that the Ministry of Education has released the first batch of Chinese foreign word translation tables last September to promote the Chinese translation. The second and third installments of official translations are to be released later this year. Zhu Xinxin, Former Hebei People's Radio Editor: "In fact, many Chinese terms have evolved from borrowing foreign terms, such as those often seen in the Buddhism. It is not fixed but constantly developing and changing. Improper usage may affect the purity of the language. But, this is not something that can be controlled or regulated manually. I feel the language issue has been manipulated to reject Western culture. I fear that's their purpose." Many Chinese netizens oppose the rejection of foreign language by authorities. A netizen criticized, "Change the CCTV logo first." Others said bluntly, "Denounce the simplified Chinese. That is what's destroying the purity of the Chinese language!" Chen Yanling, Director of Yu Guang cross-Strait economic and cultural exchanges: "What has totally ruined the Chinese language is the 10-year Cultural Revolution by the CCP. Not only were the characters that had been transmitted from 5,000 years of history destroyed, but also the meaning of the words were changed. The divine Chinese language is not so difficult once the true meaning and principles are appreciated." Zhu Xinxin: "Take the character love (Ai) as an example. It contains a "heart" in the traditional character. But, the heart was deleted in the simplified Chinese. How can any one love without "heart"? The CCP simplified the Chinese characters with one purpose— to destroy everything from the past. The relationship between mankind and the gods exists in the traditional Chinese characters. It's not just some symbols, but true profound meanings within the traditional Chinese characters. People ought to be respectful of the tradition." The New York Times analyzed that, "the apparent drive to reduce the use of foreign words in Chinese is part of a larger campaign to diminish the influence of Western culture in China" Chen Yanling: "Each language has its culture. To accept a language is to learn about its customs. You'll realize how the president in the West would deal with things, how the president was elected, compared to how the Chinese are currently being monitored. People will become more open minded and objective. Those who are in power defending for self interest will certainly reject foreign language out of fear." Beijing News listed several popular Chinglish terms compiled in web based dictionary Urban Dictionary, such as "no zuo no die," "Tuhao," "people mountain people sea," "Da Ma, " "you can you up" and more. The report said that English, as the most widely spoken language today, has maintained a greater openness in terms of its absorbtion of foreign words. English, with its origins in Germanic language, maintains only one fifth of the Germanic language but contains an 80 percent foreign vocabulary, which continues to increase. Hou Jinliang is a media professional. He wrote in Bowen: "There were people opposing foreign words 10 years ago when the Internet began to spread. But, in fact, simple and easy to use terms such as X-ray and B-scan have become popular and widely used by Chinese. The worry was proved to be unfounded."
