Omsk Oblast (Russian: О́мская о́бласть, Omskaya oblast) is a federal subject of Russia (an oblast), located in southwestern Siberia. The oblast has an area of 139,700 square kilometers (53,900 sq mi). Its population is 1,977,655 (2010 Census) with the majority, 1.15 million, living in Omsk, the administrative center.
The oblast borders with Tyumen Oblast in the north and west, Novosibirsk and Tomsk Oblasts in the east, and with Kazakhstan in the south.
Archeological finds have indicated that the present day territory of the oblast has been inhabited for the last 14,000 years. Neolithic societies in the area lived by fishing and hunting. About three thousand years ago, pastoralism began to take hold.
Various Turkic states dominated the area throughout the Middle Ages. The most notable of these were the Western Turkic Khaganate and the Siberian Khanate. Siberian Tatars, Mongols, Khanty and Mansi tribes, along with others, inhabited the territory.
The Russian history of Omsk can be said to begin with the 1584 arrival of a Cossack force under the command of Yermak, who defeated local rulers and established nominal Russian control of the area.
Omsk (Russian: Омск) is a city and the administrative center of Omsk Oblast, Russia, located in southwestern Siberia 2,236 kilometers (1,389 mi) from Moscow. With a population of over 1.1 million, it is Russia's second-largest city east of the Ural Mountains after Novosibirsk, and seventh by size nationally.
During the Imperial era, Omsk was the seat of the Governor General of Western Siberia, and later of the Governor General of the Steppes. For a brief period during the Russian Civil War in 1918–1920, it served as the capital of the anti-Bolshevik Russian State and held the imperial gold reserves.
Omsk is the administrative center of the Siberian Cossack Host. It also serves as the see of the bishop of Omsk and Tara, as well as the administrative seat of the Imam of Siberia.
Omsk stretches along on the banks of the north-flowing Irtysh at its confluence with the smaller Om River. The city has an elevation of 87 meters (285 ft) above mean sea level at its highest point.
Omsk is an important railroad hub, and is the junction point for the northern and southern branches of the Trans-Siberian Railway. The city also serves as a major hub for the regional highway network. River-port facilities handle both passengers and freight, giving the city access to the extensive navigable waterways of the Irtysh and Ob River;. The waterways connect Omsk with the coal and mineral-mining towns further up the river in Kazakhstan, as well as with the oil, natural gas and lumber operations of northern Siberia. Omsk is served by the Tsentralny Airport, which offers access to domestic and international (primarily, German and Kazakh) destinations, making the city an important aviation hub for Siberia and the Russian Far East.
Raimo Olavi Summanen (born March 2, 1962), is a former professional ice hockey forward and also a former coach of the Finnish national team. He was selected by the Edmonton Oilers in the sixth round of the 1982 NHL Entry Draft, 125th overall, and spent his NHL career with Edmonton and the Vancouver Canucks. His last position was the Head Coach of Avangard Omsk of the Kontinental Hockey League (KHL).
In 1984 Summanen, who was born in Jyväskylä, joined the Edmonton Oilers from Europe at the end of the regular season. He played 2 regular season games, and 5 playoff games. Summanen has a 1984 Stanley Cup ring, and is part of Edmonton Oilers first Stanley Cup winning picture. His name was left off the cup, because he did not officially qualify.
Summanen also played extensively in Finland, both before and after his NHL days, and in the American Hockey League. He played on Team Finland when they won their first Ice Hockey World Championships gold medal in 1995.
Summanen coached the Finnish National Team to a 2nd place finish in the 2004 World Cup of Hockey. However, his reported abrasiveness with players and management led to his dismissal. Even during Finland's successful World Cup performance, defenceman Janne Niinimaa left the team after "conflicts with the coaching staff." He also had a testy relationship with the national team's manager, Timo Jutila.

Some police officers may also be trained in special duties, such as counter-terrorism, surveillance, child protection, VIP protection, and investigation techniques into major crime, including fraud, rape, murder and drug trafficking.
Responsibilities of a police officer are varied, and may differ greatly from within one political context to another. Typical duties relate to keeping the peace, law enforcement, protection of people and property, and the investigation of crimes. Officers are expected to respond to a variety of situations that may arise while they are on duty. Rules and guidelines dictate how an officer should behave within the community, and in many contexts restrictions are placed on what the uniformed officer wears. In some countries, rules and procedures dictate that a police officer is obliged to intervene in a criminal incident, even if they are off-duty. Police officers in nearly all countries retain their lawful powers, while off duty.
