If you don't have a traditional pension through your job and haven't been saving a significant amount in a 401(k) or individual retirement account, Social Security is likely to be your largest source of retirement income. Almost all retirees (86 percent) receive Social Security payments, and for over a third (36 percent) of retirees, Social Security accounts for 90 percent or more of their retirement income. The type of lifestyle Social Security alone will provide largely depends on how much you have earned in Social Security benefits and where you live. The average Social Security benefit for retired workers was $1,294 per month at the end of 2013. A couple who each brought in this amount would have $31,056 in annual Social Security benefits, which will also be adjusted for inflation each year. U S News analyzed Census Bureau and Bureau of Labor Statistics data to determine where a retired couple age 65 or older could cover their basic expenses, including typical costs for housing, food, utilities, transportation and health care, on this amount. [See:. ]It's important to note that in most places, Social Security alone barely covered these basic expenses. After paying for those five major costs, retirees living on Social Security alone likely won't have much cash left over for recreation, hobbies, clothing, consumer goods or travel. If they are highly dependent on Social Security, it is not an easy life, says John Palmer, a Syracuse University professor and former public trustee for the Medicare and Social Security programs. If they own their own home and don't have high medical expenses, they can probably get by. Retirees would often be much more comfortable if they had income from another source in addition to Social Security, such as personal savings, a part-time job or a traditional pension. Taking steps to maximize your Social Security benefit is also important. Not collecting until you are in your late 60s, if you can do it, is a good idea, Palmer says. For every year you retire earlier than that and choose to collect Social Security, your monthly benefit is about 7 to 8 percent less, and for every year you delay up to age 70, your benefit increases by 8 percent. In expensive cities including San Jose, California, Honolulu and San Francisco, Social Security alone did not cover the basic costs retirees face. I wouldn't want to try to make it just on Social Security in New York City or the D. C. area, but in a lot of the rest of the country, the cost of living is substantially lower, says Kenneth Robinson, a certified financial planner for Practical Financial Planning in Cleveland. Moving has expenses that go along with it, but if you have relatives who live in a less expensive place than where you are now, you might want to consider a move. The unrest has been some of the worst Tripoli has seen in several months, highlighting the turmoil that has come to define Libya’s political situation more than three years after the ouster and killing of longtime leader Muammar Qaddafi. It comes amid US media reports that al-Qaeda affiliates in Syria and Yemen are developing bombs to smuggle on planes.A US Department of Homeland Security (DHS) official said the changes were a response to a "real time" and "credible" threat but it could not comment on specific intelligence matters. "Aviation remains an attractive target to global terrorists, who are consistently looking for ways to circumvent our aviation security measures"As always, DHS continues to adjust security measures to fit an ever evolving threat environment. "Information about specific enhancements and locations are sensitive as we do not wish to divulge information about specific layers of security to those who would do us harm."The UK government isn't giving any details about what these security changes actually are, but they haven't ruled out longer queues at security. The statement from the department for transport merely says that the majority of passengers should not experience significant disruption. What we do know is that all of the old rules remain in place. So you will still have to put liquids into separate, see-through bags, take your laptop out of your bag, take off your belt and maybe your shoes before going through security. It's also not clear whether these changes will affect every airport, and whether they are limited to flights to and from the United States, which has prompted this move. The State Department, meanwhile, announced that it was temporarily moving an unspecified "small number" of embassy staff in Baghdad to U.S. consulates in the northern city of Irbil and the southern city of Basra. This is in addition to some embassy staff who were moved out of Baghdad earlier this month. Department spokeswoman Jen Psaki said the Baghdad embassy "will be fully equipped to carry out" its mission. The White House announced that President Barack Obama, who has previously ruled out sending combat troops back into Iraq, had directed that 200 troops be sent to reinforce security at the embassy, its support facilities and Baghdad International Airport."This force is deploying for the purpose of protecting U.S. citizens and property, if necessary, and is equipped for combat. This force will remain in Iraq until the security situation becomes such that it is no longer needed," the president wrote in a letter to Congress. Navy Rear Adm. John Kirby, the Pentagon's press secretary, said another 100 troops, who had been on standby in the Middle East since mid-June, also will move into Baghdad to provide security and logistics support. That raises to about 470 the number of U.S. troops providing security in Baghdad. CBS News' Chief White House Correspondent Major Garrett said White House officials insist the additional troops "are not a signal of mission creep in Iraq." Sky News reports that Nassir al-Saedi, a cleric loyal to the firebrand Muqtada al-Sadr, referred to America as "the occupier" in a sermon during Friday prayers and added "We will be ready for you if you are back." On Thursday, President Barack Obama announced that the U.S. would send 300 military advisers to provide intelligence and training to the Iraqi army in its fight against the Islamic State in Iraq and the Levant (ISIS), a group that has already taken wide swathes of territory in Iraq's north and west. But the Shiite militias formed in response to the current ISIS offensive could represent a dangerous wild card in the new battle for Iraq. The Mahdi Army, a militia loyal to al-Sadr, battled U.S. troops and was blamed for attacks on Sunni civilians during the height of the country's sectarian bloodletting in 2006 and 2007. The same was true of several Iran-backed militias in the years prior to the American withdrawal in 2011. Last week, in the wake of the capture of the cities of Mosul and Tikrit by ISIS, al-Sadr has called for the formation of "peace brigades" to repel attacks on sites holy to Shiites across Iraq. On Saturday, about 20,000 men, many in combat gear, marched through Baghdad's Sadr City district with assault rifles, machine-guns, multiple rocket launchers and missiles. Similar parades were held in the southern cities of Amarah and Basra, with the militants in Basra displaying field artillery pieces hauled by heavy trucks. Meanwhile, ISIS militants seized the border crossing at Qaim, about 200 miles west of Baghdad, dealing a further blow to Prime Minister Nouri al-Maliki's government, which has struggled to push back against the group Police and army officials said the town fell after an all-day battle between police and Iraqi security forces Friday. The officials, who spoke on condition of anonymity because they were not authorized to talk to media, said people were now crossing back and forth freely. Control of crossings allows the militans to more easily move weapons and heavy equipment to different battlefields. Both Russian and the separatists have rejected a unilateral ceasefire called by Ukrainian leader Petro Poroshenko, amid discussion of a peace plan. The US and European Union (EU) leaders have previously imposed sanctions after Russia annexed the Ukrainian region of Crimea in March. On Friday, the US Treasury Department said it had blacklisted seven rebel leaders, including self-proclaimed mayors, governors and commanders in chief of cities under siege by Ukrainian forces. Their assets in the US will be frozen and US firms will be banned from dealing with them.US officials also said "scalpel" sanctions against Russia's defence, finance and high-tech industries were being considered. US President Barack Obama had spoken separately to French President Francois Hollande and German Chancellor Angela Merkel, a White House statement said. The leaders had agreed the US and EU would "co-ordinate additional steps to impose costs on Russia" if Moscow did not try to "de-escalate the situation in eastern Ukraine", the statement added. The US says Russia is providing the separatists with military equipment, including tanks, and is building up troops on its border with Ukraine. Moscow has denied sending tanks or backing pro-Russian militants.On Friday, Mr Poroshenko declared a week-long ceasefire to give rebels time to disarm. He has also unveiled proposals for a peace plan involving decentralising power, holding early elections, and creating a 10km (six-mile) buffer zone on the Ukrainian-Russian border. However, correspondents say pro-Russian insurgents show no sign of laying down their arms. A senior rebel commander told Ukrainian news agencies the insurgents would not disarm until government troops had left the east.The Kremlin dismissed the truce, saying it was "not an invitation to peace and negotiations but an ultimatum". Tensions in Ukraine rose after former President Viktor Yanukovych refused to sign a trade agreement with the EU in November 2013. The move sparked huge protests that led to Mr Yanukovych being ousted. Russia reacted by annexing the Ukrainian region of Crimea, and separatists have occupied parts of eastern Ukraine, where pro-Russian sentiment is strong. It includes sending up to 300 military advisers, along with increasing security and surveillance in the war-torn country. The plan does not entail sending combat troops, Obama emphasized. "American combat troops are not going to be fighting in Iraq again," he said, repeating a point he made last Friday. "We do not have the ability to simply solve this problem by sending in tens of thousands of troops and committing the kinds of blood and treasure that [have] already been expended in Iraq. "Ultimately, this is something that is going to have to be solved by the Iraqis." The administration's goal is to help defeat militant fighters -- led by the Islamic State of Iraq and the Levant (ISIL) -- who have swept through parts of Iraq, seizing control of key cities and assets and threatening the capital, Baghdad. The group also is known as the Islamic State of Iraq and Syria (ISIS). Obama said the U.S. already has been "working to secure our embassy and personnel in Iraq," relocating some and sending in reinforcements to safeguard facilities. The administration had been weighing whether to press Prime Minister Nouri al-Maliki, a Shi'ite, to step down in a last-ditch effort to prevent disgruntled Sunnis from igniting a civil war. 'It's not the place for the United States to choose Iraq's leaders," the president said Thursday. Instead, he called for the establishment of a new parliament as soon as possible.The White House has conditioned any support of the Iraqi government on the prime minister abandoning what Washington sees as destructive sectarian rule. Instead, the U.S. has urged the Shiite prime minister to implement a more inclusive structure, with representation for Sunni and Kurdish factions, too. Obama, emphasizing the need for diplomacy, said he is sending Secretary of State John Kerry this weekend for meetings in the Middle East and Europe. Kerry, in a news briefing Thursday afternoon with New Zealand Prime Minister John Key, said he will meet next week with NATO allies in Brussels. Guatemala, El Salvador, and Honduras will all receive millions of dollars to combat gang violence. The money will also be used to help citizens repatriated from the US The White House said it would also step-up the removal of illegal migrants from the country and open additional detention centres. But, in a statement, it added it would protect the rights of those seeking asylum. From October 2013 to 15 June, 52,000 unaccompanied children arrived on the US border with Mexico, according to the US Homeland Security department. The agency is looking for more facilities to house the minors and has said it will bring more immigration lawyers to the border to deal with the influx. It is believed that criminal violence is responsible for the surge of Central American migrants, especially from Guatemala, Honduras and El Salvador. But the US has also begun a public-relations campaign to clarify a recent policy change that stopped deportations of people who had previously arrived in the US illegally as children.All who enter the United States without proper immigration status are subject to deportation proceedings," US Ambassador to Mexico Anthony Wayne said on Thursday. "Simply put, there is no reward for the great risk to which these children are being subjected." Cecilia Munoz, the White House domestic policy director, said in a conference call that the US is trying to "deal with the misinformation that is being deliberately planted by criminal organisations, by smuggling networks, about what people can expect when they come to the United States". Republican House Speaker John Boehner placed the blame for the influx squarely on the White House, saying its policies had "directly resulted in the belief by these immigrants that once they reach US soil, they will be able to stay here indefinitely". Mr Boehner called for Mr Obama to order the National Guard to the southern US border to bolster the work of the Department of Homeland Security border patrol. On Friday, the Obama administration also announced $93m (£54m) in new programmes to reduce violence in the region. The funding includes $40m to reduce gang membership in Guatemala, $25m to build youth outreach centres in El Salvador and $18.5m to build youth outreach centres in Honduras. US Vice-President Joe Biden arrived in Guatemala on Friday to discuss the proposals with the country's President Otto Perez Molina, Salvadoran President Salvador Sanchez and senior officials from Honduras and Mexico. Earlier this month, President Barack Obama described the growing influx of unaccompanied children migrating to the United States as an "urgent humanitarian situation". The White House asked Congress for an extra $1.4bn to cope with the situation. Asked about former Vice President Dick Cheney's assertion that President Barack Obama has been wrong all along about the Mideast, Kerry replied, "This is a man who took us directly into Iraq. Please." He reiterated that airstrikes have not been ruled out, saying that "nothing is off the table" in administration discussions. Kerry didn't signal any details of involvement beyond what is already known, but did say that whatever assistance is forthcoming won't necessarily be aimed at bailing out embattled Iraqi Prime Minister Nouri al-Maliki. The efforts will be "focused on the people of Iraq," he said. Kerry said the militant Islamic State of Iraq and the Levant, or ISIL, is "more extreme than even al-Qaida and they are a threat to the United States and Western interests." And he denied having suggested that Washington was considering working on this in coordination with Iran, saying "I don't know where this comes from." "What we have said is that we are interested in communicating with Iran," he said, "so that Iran knows what we are thinking and we know what they are thinking." Neither country wishes to return to the nuclear brinkmanship of the past few years, nor see the jihadist group ISIS carve out a caliphate on Iraq's western flank and Europe's underbelly. But is this enough to produce a "great rapprochement" between the two rivals? It is true that the US has worked with the Islamic Republic before. After Iraq's 2010 election, both Tehran and Washington helped Iraqi Prime Minister Nouri Maliki stay in power, even though his coalition had won fewer seats in parliament. Before that, in 2001, Iran helped the US in its invasion of Afghanistan. It shared intelligence and even took the remarkable step of offering to work under US command in rebuilding the Afghan army. But it will be harder to repeat this co-operation today. Simply put, a common enemy - ISIS - does not mean a common strategy. Each side has a different diagnosis of what ails Iraq. Washington increasingly pins the blame on Mr Maliki's sectarian and authoritarian policies, believing that these have pushed Iraq's Sunni minority into the hands of ISIS. Under the US occupation, al-Qaeda in Iraq - ISIS's forerunner - was rolled back after Sunni tribes were paid and armed by the Americans to turn on the jihadists. Those Sunni tribes no longer trust the Iraqi government. Washington increasingly doubts that Mr Maliki is capable of bringing about the national unity and reform that it sees as necessary to stabilising Iraq over the longer term, and this is why US President Barack Obama is reluctant to step in with military support.Iran is also sceptical about Mr Maliki's abilities, but it has no wish to lose a key ally - one who has permitted Iran to use Iraqi airspace to resupply the next-door Assad regime. Iran also fears that the situation in Iraq is being exploited by Gulf Arab monarchies like Saudi Arabia to reduce Tehran's influence. Iran therefore wants to contain the threat, but without losing influence in Baghdad. It has sent military advisers, but its more important contribution has been to mobilise Iraqi Shia militias, such as Asaib Ahl al-Haq, to fight the Sunni jihadists of ISIS. Iran has spent more than a decade building up ties to those Iraqi militias, many of whom it had previously deployed to Syria. This dovetails with Mr Maliki's call for volunteers - who will naturally come from Iraq's Shia majority - to fight ISIS in place of his crumbling regular army, but the overall effect is to increase the perception that Iraq's battle lines are drawn along sectarian lines. The U.S. and Iran also held an initial discussion on how the longtime foes might cooperate to ease the threat from the al-Qaida-linked militants that have swept through Iraq. Still, the White House ruled out the possibility that Washington and Tehran might coordinate military operations in Iraq. Obama met with his national security team Monday evening to discuss options for stopping the militants known as the Islamic State of Iraq and the Levant. Officials said the president has made no final decisions on how aggressively the U.S. might get involved in Iraq, though the White House continued to emphasize that any military engagement remained contingent on the government in Baghdad making political reforms. Still, there were unmistakable signs of Americans returning to a country from which the U.S. military fully withdrew more than two years ago. Obama notified Congress that up to 275 troops would be sent to Iraq to provide support and security for U.S. personnel and the American Embassy in Baghdad. The soldiers — 170 of which have already arrived in Iraq — were armed for combat, though Obama has insisted he does not intend for U.S. forces to be engaged in direct fighting. About 100 additional forces are being put on standby, most likely in Kuwait, and could be used for airfield management, security and logistics support, officials said. Separately, three U.S. officials said the White House was considering sending a contingent of special forces soldiers to Iraq. Their limited mission — which has not yet been approved — would focus on training and advising beleaguered Iraqi troops, many of whom have fled their posts across the nation's north and west as the al-Qaida-inspired insurgency has advanced in the worst threat to the country since American troops left in 2011. Taken together, the developments suggest a willingness by Obama to send Americans into a collapsing security situation in order to quell the brutal fighting in Iraq before it morphs into outright war. If the U.S. were to deploy an additional team of special forces, the mission almost certainly would be small. One U.S. official said it could be up to 100 special forces soldiers. It also could be authorized only as an advising and training mission — meaning the soldiers would work closely with Iraqi forces that are fighting the insurgency but would not officially be considered combat troops.The White House would not confirm that special operations forces were under consideration. But spokeswoman Caitlin Hayden said that while Obama would not send troops back into combat, "He has asked his national security team to prepare a range of other options that could help support Iraqi security forces." The Pentagon announced that the USS Mesa Verde, an amphibious transport dock ship, had arrived in the gulf on Monday to join an aircraft carrier, a destroyer and a guided-missile cruiser. Together, the warships carry a large number of fighter jets and search-and-rescue aircraft, along with Tomahawk cruise missiles and other ordnance, that would give President Obama an assortment of tactical options should he decide to take military action in Iraq. "Militarily, we can do just about anything we want," said David Deptula, a retired Air Force lieutenant general who helped lead previous air campaigns over Iraq and Afghanistan. "The question is, to what end?" The Pentagon's ability to deploy drones to conduct surveillance and carry out airstrikes — a move endorsed by many in Congress — may be limited. The U.S. military has Predator and Reaper drones at several bases in the region but would have to get permission from reluctant host countries to use them in Iraq. Targeting fighters from the Islamic State of Iraq and Syria (ISIS) would not be difficult if they continue to advance toward Baghdad along highways and other visible routes, the former military commanders said. But airstrikes would become far more complicated if the insurgents stay within the cities they have taken control of in recent weeks, raising the likelihood of civilian casualties. Obama on Friday ruled out sending ground forces "back into combat in Iraq." That decision means there may not be large numbers of U.S. personnel in the country to help gather intelligence and identify targets for airstrikes. Unlike conventional military forces, the ISIS fighters don't operate from fixed bases and can easily blend in with noncombatants. On Monday, U.S. officials said the White House was considering sending up to 100 Special Operations troops to Iraq in a training and advisory role. Although the White House said those forces would not be directly involved in combat, it was unclear whether they could be used to select targets or call in airstrikes. Without forces on the ground to verify that U.S. airstrikes had hit legitimate military targets, the United States would become more vulnerable to enemy propaganda about mass civilian casualties, said Gary Roughead, a retired four-star admiral and chief of naval operations from 2007 to 2011. US Ambassador Chris Stevens and three others were killed in the attack. "There were no civilian casualties related to this operation, and all US personnel involved in the operation have safely departed Libya," Pentagon press secretary Rear Adm John Kirby wrote in a statement. Militant groups On 11 September 2012, gunmen stormed the US consulate in Benghazi, Libya, and set it on fire. The White House initially said the attack stemmed out of anti-American protests over a crude video produced in the US that was deemed insulting to Islam. US government investigators soon determined it was an organised attack planned by local militias, although the New York Times claimed after an extensive investigation that some of the attackers were motivated by the film. The US quietly offered as much as $10m (£6.2m) for information in the months following the attack. In the subsequent years, the incident has become a political lighting rod, with Republicans accusing President Barack Obama's administration of covering up the involvement of militant groups in the days after the attack in order to protect Mr Obama's 2012 re-election campaign. In May, the Republican-led House voted to create a panel to investigate White House response to the attack. The special panel was approved by a largely party-line, 232-186, vote and is said to be the eighth inquiry on Benghazi. Previous independent, bipartisan and Republican-led inquiries have blamed the state department for inadequate security at the embassy. Republicans have been very critical of then-Secretary of State Hillary Clinton, who is now weighing a 2016 presidential run. Congressional Democrats, meanwhile, have argued that the panel will be too partisan in nature and have accused conservatives of using it to energise Republican voters prior to midterm elections in November. But a Pentagon spokesman denied Monday that any military coordination with Iran is in the cards. In his interview with Yahoo!News, Kerry didn't say that cooperation with Iran is under active discussion inside the administration. "Let's see what Iran might or might not be willing to do before we start making any pronouncements," he said. But he went on to say that the he "wouldn't rule out anything that would be constructive to providing real stability.""I think we are open to any constructive process here that could minimize the violence, hold Iraq together -- the integrity of the country -- and eliminate the presence of outside terrorist forces that are ripping it apart," Kerry said. His comments are the first time such a high-ranking U.S. official has made such a public statement since militants from the Islamic State in Iraq and Syria began an offensive that has seen vast swaths of northern Iraq fall out of government hands. Two senior U.S. officials said earlier that the Obama administration is exploring possible direct talks with Iran over the deteriorating situation in Iraq. Deputy Secretary of State William Burns is in Vienna for nuclear talks with Iran and could hold discussions on the side about Iraq with Iranian Foreign Minister Mohammad Javad Zarif, a senior administration official said in a background briefing with reporters Monday. But in a signal the administration hasn't yet reached a conclusion about what to do, two administration officials said the United States wasn't interested in teaming up with Iran because the two share few mutual interests. And Pentagon spokesman Rear Adm. John Kirby told reporters Monday that the Defense Department isn't working on a plan to cooperate with Iran in Iraq. "There are no plans to consult Iran on military actions inside Iraq," he said. "There is no plan to coordinate military activities." Iran is an ally of Iraq's Shiite-led government, and a senior security official in Baghdad told CNN on Friday that the country had sent about 500 Revolutionary Guard troops to help fight the ISIS militants. Iranian President Hassan Rouhani denied the report over the weekend, according to Iranian state television, but said he would be open to helping if asked. "I think we are open to any constructive process here that could minimize the violence, hold Iraq together, the integrity of the country and eliminate the presence of outside terrorist forces that are ripping it apart," Kerry said in an interview with Yahoo! News. He said President Obama was vetting "every option that is available," including drone strikes. Shortly before Kerry made the comments, Islamic militants captured the northwestern Iraqi town of Tal Afar, considered by the insurgents to be key in a plan to create an Islamic state spanning Iraq and Syria, residents said. Roughly 200,000 people, mostly Sunni Turkmen, live in the town, which was taken just before dawn, city officials and residents confirmed. The fall of Tal Afar strikes another blow to Iraq's Shiite-led government a week after it lost a vast swath of territory in the country's north. Local security forces left the town before dawn, and hundreds of residents fled. "The situation is really terrible, the city was captured by terrorists," said Wisam Damirji, an Iraqi who lives in Turkey, after speaking with family in Tal Afar. Damirji's family fled to Sinjar in the Kurdistan region of Iraq, he said. "It is much safer under Kurdish control," Damirji said. "The terrorists are saying that their war is not against certain sects but against soldiers and policemen but as the majority of Tal Afar are soldiers and policemen, there will be a massacre." The latest setback came after the United States said Sunday it was evacuating some staff from its embassy in Baghdad and beefing up security as deadly explosions rocked the Iraqi capital and militants released graphic images appearing to show its fighters massacring captured Iraqi soldiers. A travel warning issued Monday said the U.S. Embassy's ability to assist U.S. citizens in Iraq is "particularly limited given the security environment." The State Department warned U.S. citizens to avoid "all but essential travel to Iraq." Areas near the Syrian, Turkish and Iranian borders are "especially dangerous," it said. AP Mideast IraqEarlier Sunday, photos posted on a militant website showed what looked to be masked fighters of ISIL, also known as ISIS, loading captives onto flatbed trucks before forcing them to lie face-down in a shallow ditch with their arms tied behind their backs. The bodies of the captives are then shown soaked in blood after being shot. The Associated Press said the images were verified and were consistent with its reporting. Iraq's top military spokesman, Lt. Gen. Qassim al-Moussawi, confirmed the authenticity of the photos Sunday and said he was aware of cases of mass murder of Iraqi soldiers.
