The collection of the United Nations Treaty Series currently contains over 180,000 treaties, multilateral and bilateral, between states and between states and international organisations. These cover a wide range of subject matters, such as trade, investment, human rights, refugees, disarmament, the environment, the law of the sea, the use of cross-border watercourses, and boundary delimitation. Additionally, most international organisations, such as the United Nations, the World Trade Organization, the European Union, and the Council of Europe, have been created by treaty. The conclusion and entry in force of treaties, the observance, application, and interpretation of treaties, their amendment and modification, their invalidity, termination and the suspension of their operation, as well as succession of states in respect of treaties and the effect of war on the operation of treaties – all these fundamental issues, which arise in relation to bilateral and multilateral treaties of any subject matter, pertain to the law of treaties and form the focus of this course.

Judy Woodruff is the Co-Anchor and Managing Editor of the PBS NewsHour with Gwen Ifill and Judy Woodruff. A distinguished broadcast journalist, she has covered politics and other news for more than three decades at CNN, NBC, and PBS. For 12 years, Woodruff served as anchor and senior correspondent for CNN, where her duties included anchoring the weekday program, “Inside Politics.” At PBS from 1983 to 1993, she was the chief Washington correspondent for The MacNeil/Lehrer NewsHour. Trahant was recently a Kaiser Media Fellow and was previously editor of the editorial page for the Seattle Post-Intelligencer. A former president of the Native American Journalists Association, Trahant is the author of The Last Great Battle of the Indian Wars, about Henry Jackson, Forrest Gerard, and the campaign for American Indian self-determination. Kevin Gover (Pawnee) is the director of the Smithsonian’s National Museum of the American Indian and a former professor of law at the Sandra Day O’Connor College of Law at Arizona State University (ASU). He served on the faculty of the university’s Indian Legal Program and was co-executive director of ASU’s American Indian Policy Institute. From 1997 to 2001 Gover was the assistant secretary for Indian Affairs in the U.S. Department of the Interior. His tenure in that position is perhaps best known for his apology to Native American people for the historical conduct of the Bureau of Indian Affairs. Suzan Shown Harjo (Cheyenne and Hodulgee Muscogee), president of The Morning Star Institute, a national Indian rights organization founded in 1984, is a writer, curator, and policy advocate who has helped Native Nations recover sacred places and more than one million acres of land. Since 1975, she has developed key federal Indian law, including the most important national policy advances in the modern era for the protection of Native American ancestors, arts, cultures, languages, and religious freedom. A poet and an award-winning columnist, her work appears in numerous publications, and she received the Institute of American Indian Arts’ first honorary doctorate of humanities awarded to a woman. Dr. Harjo is a founder of the National Museum of the American Indian and has served as a guest curator and editor of this and various museum projects. This symposium was webcast and recorded in the Rasmuson Theater of the National Museum of the American Indian in Washington, D.C. on September 18. 2014.

The new Cold War with Russia -- At a time when European officials concerned about Russian aggression in Eastern Europe are openly calling for the creation of a Pan-European army, Moscow has announced it will cease all involvement in a major arms control treaty that was signed at the end of the Cold War. The Treaty on Conventional Armed Forces in Europe was an agreement signed in 1990 between the 16 North Atlantic Treaty Organization countries and six Warsaw Pact countries. It set caps on the number of soldiers, tanks, artillery pieces and other non-nuclear military assets that could be stationed in Europe. State-run media reported that the decision to “withdraw completely” from the treaty was announced by Anton Mazur, head of the Russian delegation arms control talks in Vienna. Russia’s withdrawal decision is very nearly a formality. Russian President Vladimir Putin in 2007 suspended Russia’s observation of the treaty after the other signatories would not agree to changes, in the form of an “adapted” treaty. Russia had felt those changes were necessary because of a realignment of global power away from Russia after the Cold War.

The Malta Independent 2015-04-05A treaty is an express agreement under international law entered into by actors in international law, namely sovereign states and international organizations. A treaty may also be known as an (international) agreement, protocol, covenant, convention or exchange of letters, among other terms. Regardless of terminology, all of these forms of agreements are, under international law, equally considered treaties and the rules are the same.
Treaties can be loosely compared to contracts: both are means of willing parties assuming obligations among themselves, and a party to either that fails to live up to their obligations can be held liable under international law.
A treaty is an official, express written agreement that states use to legally bind themselves. A treaty is that official document which expresses that agreement in words; and it is also the objective outcome of a ceremonial occasion which acknowledges the parties and their defined relationships.
Bilateral treaties are concluded between two states or entities. It is possible however for a bilateral treaty to have more than two parties; consider for instance the bilateral treaties between Switzerland and the European Union (EU) following the Swiss rejection of the European Economic Area agreement. Each of these treaties has seventeen parties. These however are still bilateral, not multilateral, treaties. The parties are divided into two groups, the Swiss ("on the one part") and the EU and its member states ("on the other part"). The treaty establishes rights and obligations between the Swiss and the EU and the member states severally; it does not establish any rights and obligations amongst the EU and its member states.[citation needed]
World War I (WWI), which was predominantly called the World War or the Great War from its occurrence until 1939 (World War II), and the First World War or World War I thereafter, was a major war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. It involved all the world's great powers, which were assembled in two opposing alliances: the Allies (based on the Triple Entente of the United Kingdom, France and Russia) and the Central Powers (originally centred around the Triple Alliance of Germany, Austria-Hungary and Italy; but, as Austria–Hungary had taken the offensive against the agreement, Italy did not enter into the war). These alliances both reorganised (Italy fought for the Allies), and expanded as more nations entered the war. Ultimately more than 70 million military personnel, including 60 million Europeans, were mobilised in one of the largest wars in history. More than 9 million combatants were killed, largely because of enormous increases in lethality of weapons, thanks to new technology, without corresponding improvements in protection or mobility. It was the sixth-deadliest conflict in world history, subsequently paving the way for various political changes such as revolutions in the nations involved.
