A capital city (or just, capital) is the area of a country, province, region, or state considered to enjoy primary status; although there are exceptions, a capital is typically a city that physically encompasses the offices and meeting places of the seat of government and is usually fixed by law or by the constitution. An alternative term is political capital, but this phrase has a second meaning based on an alternate sense of the word capital. The capital is often, but not necessarily, the largest city of its constituent area.
The word capital derives from the Latin caput meaning "head".
The seats of government in major sub-state jurisdictions are often called "capitals," but this is typically only the case in countries with some degree of federalism, where major sub-state legal jurisdictions have elements of sovereignty. In unitary states, an "administrative centre" or other similar term is typically used for such locations besides the national capital city. For example, the seat of government in a state of the United States is usually called its "capital", but the main city in a region of the United Kingdom is usually not called such, even though in Ireland, a county's main town is usually called its "capital". On the other hand, the four countries of the United Kingdom do have capital cities: Scotland – Edinburgh, Wales – Cardiff, Northern Ireland – Belfast, and England – London. Counties in England, Wales and Scotland have historic county towns, which are often not the largest settlement within the county and often are no longer administrative centres, as many historical counties are now only ceremonial, and administrative boundaries are different.

Subramanian Swamy (born 15 September 1939 in Chennai, India sometimes spelt Subramaniam Swamy) is an Indian politician, academician and an economist. He is the President of the Janata Party of India. He also presently serves as chairman of the SCMS Board of Governors of the SCMS Group of Educational Institutions in Kerala.
Swamy has previously served as member of the Planning Commission of India and Cabinet Minister of India. He has written extensively on foreign affairs dealing largely with India-China, India-Pakistan and Indo-Israel relation and is also a published author.
In November 1978, Swamy was member of the Group of Eminent persons called to Geneva to prepare a report of the United Nations (UNCTAD) on Economic Co-operation between Developing countries (ECDC).Swamy simplified trade procedures and formulated a new export strategy which became the forerunner of trade reform adopted subsequently. In 1994, Swamy was appointed as Chairman of the Commission on Labour Standards and International Trade by then Prime Minister P. V. Narasimha Rao. Dr. Joseph Mark Mobius (born August 17, 1936) is a global investor and emerging markets fund manager, and is considered to be one of the leaders in the industry as he has been involved in these markets for over 40 years.
Joseph Benhard Mark Mobius was born to German and Puerto-Rican parents in Hempstead, New York. He earned his B.A. and M.S. in Communications from Boston University, and received a Ph.D in economics from MIT in 1964. He also studied at the University of Wisconsin, University of New Mexico, and Kyoto University in Japan. He joined Templeton in 1987 as president of the Templeton Emerging Markets Fund (NYSE: EMF), a closed end mutual fund, and there integrated his knowledge of new international markets with Sir John Templeton's disciplined, long term approach to investing. This was the first emerging market equity fund available to US investors, and Mobius' one key condition to take on this challenge was that Templeton must open its first emerging market office, which it did in Hong Kong.
Harish Salve (हरीश साल्वे) is a lawyer who served as the Solicitor General of India from November 1, 1999 to November 3, 2002. He succeeded Santosh Hegde, after the latter was appointed a justice to the Supreme Court of India. Salve was a well-known lawyer and practiced, especially, constitutional law, commercial law and taxation law before his appointment. He had previously served as Amicus Curiae for the Supreme Court in multiple cases, and frequently represented parties before the Supreme Court of India and Delhi High Court. He had previous experience working with Attorney General, Soli Sorabjee, in 1980–1986. He declined to be nominated for a second 3-year term due to "personal reasons" when his first term ended in November 2002.
As of 2011, Salve continues to serve as a lawyer, arguing in some of India's highest courts, and has also served as Amicus Curiae in several Supreme Court cases. India Today magazine ranked him the 18th most powerful person in the country. Presently, Mr. Harish Salve is representing Mukesh Ambani's Reliance Industries Limited in the high profile gas dispute case against Anil Ambani's Reliance Natural Resources Limited.
