Obama urges greater NATO presence in states bordering Russia (LATimes) BRUSSELS -- President Obama is urging European and North Atlantic Treaty Organization leaders to bolster the military alliance's presence in countries in Eastern and Central Europe near Russia, part of an effort to ward off further Russian aggression in the wake of its annexation of Crimea from Ukraine. Speaking after a meeting with European Union leaders, Obama said he has suggested that European leaders review and update their "contingency plans" at an April meeting. He said the alliance needs to "do more to ensure that a regular NATO presence among some of these states that may feel vulnerable is executed." Obama's made the remarks before meeting with NATO Secretary General Anders Fogh Rasmussen at the midpoint of his European trip this week. The president's visit has been dominated by the crisis in Ukraine, and by the attempt to craft a unified U.S.-European strategy to deter Russian President Vladimir Putin from another land grab in the former Soviet republic. The president has ruled out U.S. military involvement in the dispute, noting that Ukraine is not a NATO member and not covered under the treaty. Still, he has had to reassure other NATO members in Eastern and Central Europe that NATO stands ready and prepared. The White House said Obama would push NATO to step up its efforts with more visible training and exercises in the region, as well as initiating the review of defense plans and improving the readiness of the NATO Response Force. On Wednesday, Obama made an appeal to unnamed member countries that have reduced defense spending in tight economic times, taking a toll on the 55-year-old alliance. "If we've got collective defense, it means that everybody's got to chip in. And I have had some concerns about a diminished level of defense spending among some of our partners in NATO; not all, but many. The trend lines have been going down," Obama said. "The situation in Ukraine reminds us that our freedom isn't free and we've got to be willing to pay for the assets, the personnel, the training that's required to make sure that we have a credible NATO force and an effective deterrent force."

He will still ask Congress to approve the arming of Syrian opposition forces. Mr Obama is due to give a speech on Wednesday night in which he will outline his anti-IS strategy. IS militants have taken over large parts of Syria and Iraq in recent months and have declared a "caliphate". In the past month, IS militants have beheaded two US journalists in protest against American airstrikes on its forces in Iraq. Mr Obama's moves come as Secretary of State John Kerry goes to the Middle East in an effort to build up regional support for a coalition to combat IS. Blast kills leader of Syrian Islamist group, other top figures An explosion killed the leader of one of Syria's most powerful Islamist insurgent groups Ahrar al-Sham on Tuesday, the group said, and an organisation that monitors violence in the civil war said at least 28 of its commanders had died. Ahrar al-Sham is a hardline Islamist group and part of the Islamic Front alliance that has been in armed conflict with the Islamic State group which has seized swathes of territory in Syria and Iraq. A statement posted on Ahrar al-Sham's official Twitter feed said the blast had hit a meeting in Idlib province in northwest Syria and confirmed Hassan Aboud, the group's leader, among at least 12 dead. "We don't know the cause of the explosion yet," Abu Mustafa al-Absi, a member of Ahrar al-Sham's politburo told Al-Jazeera TV in an interview. "We do not rule out the infiltration of elements who were able to plant a bomb," he added. The Syrian Observatory for Human Rights, the monitoring group, said some 50 of the group's leaders had been gathered at a house when the blast went off. Rami Abdulrahman, who runs the Observatory, said the blast had occurred inside the meeting. Ahrar al-Sham, which is widely believed to have received funding from Gulf states, aims to implement Islamic sharia law in Syria. It was at one point considered the strongest insurgent group in the Syrian civil war. Syrian state TV flashed an urgent news headline reporting Aboud's death. Syria descended into civil war after an uprising against President Bashar al-Assad's rule in 2011. The United Nations recently put the death toll above 191,000 people. In January another senior Ahrar al-Sham leader, Abu Khaled al-Soury, was killed in a suicide attack. Soury had fought alongside al Qaeda founder Osama bin Laden and was close to its current chief Ayman al-Zawahri. Towering actor Richard Kiel - best known for playing James Bond villain Jaws - has died aged 74. The 7ft 2in star appeared as the steel-toothed killer in 1977's The Spy Who Loved Me and 1979's Moonraker. He died in the Saint Agnes Medical Center in Fresno California, on Wednesday.
