The Disaster Management Act, 2005 has made the statutory provisions for the constitution of the National Disaster Response Force (NDRF) for the purpose of specialized response to natural and man-made disasters. According to Section 45 of the Act, the Force has to function under the general superintendence, direction and control of the National Disaster Management Authority (NDMA) and under command and supervision of Director General, NDRF. Though the units of this Force were nominated in 2003, it is only after the establishment of NDMA that their training and equipping were vigorously pursued. In lieu with the Section 44 (i) of the Act that states NDRF a specialist force, the force is gradually emerging as the most visible and vibrant multi-disciplinary, multi-skilled, high-tech force of the NDMA capable of dealing with all types of natural and man-made disasters.
At present, National Disaster Response Force (NDRF) is about constituted of eight battalions, two each from the BSF, CRPF, CISF and ITBP. Each battalion will provide 18 self-contained specialist search and rescue teams of 45 personnel each including engineers, technicians, electricians, dog squads and medical/paramedics. The total strength of each battalion is approximately 1,149.
A state of emergency is a governmental declaration that may suspend some normal functions of the executive, legislative and judicial powers, alert citizens to change their normal behaviours, or order government agencies to implement emergency preparedness plans. It can also be used as a rationale for suspending rights and freedoms, even if guaranteed under the constitution. Such declarations usually come during a time of natural or man made disaster, during periods of civil unrest, or following a declaration of war or situation of international or internal armed conflict. Justitium is its equivalent in Roman law.
In some countries, the state of emergency and its effects on human rights and freedoms and governmental procedure are regulated by the constitution and/or a law that limits the powers that may be invoked. Rights and freedoms may be suspended during an emergency, for instance, freedom of movement, but not non-derogable rights. In many countries it is illegal to modify the emergency law or the constitution during the emergency.

He came to active politics through the Student movement of Kerala Students Union. He was elected to the Kerala Legislative Assembly consecutively from Konni Constituency in 1996, 2001, 2006 and 2011 General Elections as a candidate of Indian National Congress. He served as the Minister of Food & Civil supplies in the Oommen Chandy Ministry from 2004 to 2006.Presently he is the Health Minister of Kerala in the cabinet headed by Oommen Chandy.
Prithviraj Chavan (Marathi: पृथ्वीराज चव्हाण, born 17 March 1946) is the current and 22nd Chief Minister of Maharashtra. The Indian National Congress selected him to be the successor of Ashok Chavan. He was a Member of the Parliament of India representing Maharashtra in the Rajya Sabha, the upper house of the Indian Parliament. He was the Minister of State in the Prime Minister’s Office.
He has graduated in Mechanical Engineering from Birla Institute of Technology and Science (BITS), Pilani, India. He also holds a Masters degree from the University of California at Berkeley. He wrote articles on computer science; engineering design; and also contribution to research in computerization of Indian languages in his early days before entering the politics.
Prithviraj Chavan was born to Late.Shri.Anandrao alias Dajisaheb Chavan who Member of Loksabha and served as Minister for various portfolios under the Prime-Ministership of Late.Pandit Jawaharlal Nehru,Late.Lal Bahadur Shastri and Late.Smt.Indira Gandhi.His mother was Late.Smt.Premalakaki Chavan,who was elected as Member of Loksabha after the death of her husband Late.Shri.Anandrao Chavan from his Karad constituency and served in the same capacity for all consecutive terms till her death in 1991. Chavan started his political career in 1991,his name was proposed by Mr. Hindurao Sakharam Jagtap (President Karad Taluka Youth congress Committee)in place of Smt.Premlatatai Chavan,his mother and won the family seat of Karad thrice, in '91, '96 and '98 and lost it in 1999.
