Home Minister Rajnath Singh on Wednesday made a controversial remark by saying that killing criminals gives pleasure of marriage. He made the statement while addressing police officers from across the country. Rajnath Singh indicated that the Centre would introduce a comprehensive plan to deal with the issues of Naxalism, terrorism and insurgency. Singh said he has been brainstorming with sitting and retired officers and prepared a comprehensive plan, and invited suggestions from the heads of police training academies and police officers on the issue. "There has been a drastic change in situations since independence... There are challenges of terrorism, Maoism and insurgency and to mete out these challenges... I invite your suggestions on our website," he said. "I have been brainstorming with sitting and retired officers and a comprehensive plan is almost ready," he said while addressing the heads of police training academies of different states at a national symposium in Jaipur. The Union minister said there was a need to make perceptional change in the image of police. "People see reflection of government, chief minister and prime minister in cops... even a police constable regulating traffic reflects the (functioning of the) government hence the police should ensure that their behaviour is proper," he said. On the ceasefire violation by Pakistan, he said, "Pakistan was repeatedly violating ceasefire and was not responding to BSF personnel showing white flag to them, then I asked the BSF DG to not show them white flat 17th time and give them a fitting reply." The Union Home Minister, while appreciating the police department, said its officials are well capable to face challenges effectively. Singh recalled the days when he was education minister and chief minister in Uttar Pradesh and took bold decision against Maoism and to bring Anti-copy Act and gave credit to the then police officers in making the moves successful. "I can say with my experience that work efficiency of police is excellent," he said. However, he suggested the police officers to protect the dignity of their uniform, saying both the government and the police can give guarantee to people of peace, security and respect. "We should not compromise with self respect. Action makes a man big, not his post or position. A constable or lower rank official also do good job and make big achievements and show excellent performance," he said. The Home Minister said nobody is above law and everyone should keep this in mind and properly follow, and also asked the officers to express their opinion before the political leadership without any fear in mind. "Express your opinion and apprise the leadership of what your suggestion is on a particular issue or matter. The decision is to be taken by the political leadership but your opinion is important," he said. Singh said he has been motivating officers to keep their moral high. The Minister asked the police officers to not discriminate with people on the basis of caste, creed and religion. "Some people also tried to create misconception about the BJP but we do not believe in discrimination on the basis of caste, creed, sex and religion," he said. Singh motivated the trainers of police academies and institutions to present themselves as role model to those coming for training, and said the government has decided to present Home Minister Award of Excellence for trainers. On the occasion, the minister also announced to set up a gender sensitising center in the Rajasthan Police Academy. Director General of Bureau of Police Research and Development Rajan Gupta laid emphasis on innovation in training and skill development, training to investigate cyber crimes and coordination with foreign police training institutes.
