VO The price of rice in Xieng Khuang province will not surge above its current price this year despite Beerlao deal INTRO: The price of rice in Xieng Khuang province will not surge above its current price this year despite one of the country's biggest processing industries planning to buy hundreds of tonnes of grain from the province to produce beer STORY: The Lao Brewery Company signed a contract in the middle of last month committing to purchase around 800 tonnes of milled Khao Kai Noy rice from the province and its neighbour, Huaphan province, to produce Beerlao. Located in the north of the country, Xieng Khuang is a mountainous province with limited rice fields. However it does have a strong food production industry that supplies the rest of the country with a number of goods, including rice and meat. According to the provincial Industry and Commerce Department official, the current price for the best grade of rice sold in the provincial market was 8,000 kip per kilogram. Over the past two years, the price of rice has been between 6,000-8,000 kip per kilogram depending on its grade. It is estimated that the price of rice will not climb higher than that this year, despite the deal with the brewery company. There have been concerns that the massive purchase will impact the price in the market and the amount of rice left over for export but the provicial official said there would be no impact because farmers would be able to supply enough to meet demand. The processing industry buying crops and turning them into other products will boost the province's agricultural production because the market will expand and farmers will make higher profits. The province produces about 120,000 tonnes of rice every year, which is enough for local consumption, supplying the processing industry and export. The province exports, on average, 5,000 tonnes of sticky rice to Vietnam each year. Xieng Khuang shares a border with Vietnam. Rice is the main source of food for Lao people. The price of rice will begin rising as wet season crops are planted in June and continue until those crops are harvested in September. During this time farmers will keep rice they produce for their own consumption.- published: 03 Jun 2014

VO The government tells the parliament current budget tensions should ease next fiscal year INTRO: The government has told the National Assembly that the current budget tensions should ease next fiscal year although the fiscal situation will remain tight. Minister of Finance Dr Lien Thikeo said, the state budget situation for 2014-15 will continue to pose challenges STORY: Presenting the 2014-15 budget plan to the ongoing NA ordinary session for consideration, Minister of Finance Dr Lien Thikeo told the parliament that next year the tensions should ease slightly compared to this fiscal year. Given that the budget situation will remain tight however, the minister pressed the need to continue to exercise cautious spending going forward. Previous reports suggested that many businesses have been unable to repay bank loans, with the government unable to repay debts to companies, which have undertaken state investment projects after borrowing money to fund the ventures. In addition, Dr Lien told the parliament that the financial system is still unable to accumulate sufficient reserves to smooth national budget disbursements. Amid the budget tensions, the minister pressed the need to exercise cautious spending, saying that expenditure for next fiscal year should be maintained at the same level as this fiscal year or increase only slightly. He stated that if the abovementioned measures are strictly implemented, the budget situation can be expected to be normalised. The plan has set spending not exceeding 31,000 billion kip or 30 percent of GDP, the same level as this financial year. To pursue next year's budget targets and relax fiscal tensions, the minister said it should be assured that no state investment projects can be carried out unless financial sources to fund them are readily available. The minister said his ministry will work closely with the relevant sectors to ensure better budget management, while restricting revenue and spending leaks. The Ministry of Finance will work together with the ministries of Industry and Commerce, and Public Works and Transport in order to ensure that taxes are collected from all business enterprises and also that vehicles are taxed appropriately. The minister said his officials will work with local authorities in inspecting revenue sources from both state and private enterprises in a move to ensure proper revenue collection. Officials in charge will take action to inspect tax and tariff exemption lists, especially the quantities of petrol, vehicles and other equipment that receives tariff exemptions in certain instances. They aim to crackdown on people using exemptions granted to development projects to avoid paying excises and import duties which would otherwise be payable. The officials will also take action to ensure that all unregistered vehicles will be registered. Dr Lien pledged to accelerate modernising revenue collection systems by introducing electronic systems for collecting taxes including vehicle taxes and valued added taxes amongst others. He also stressed the need to study and introduce proper financial and currency policy that effectively boosts and promotes business operations, including family-based ones, to ensure the country has a solid economic foundation. The government told the NA that it has set the economic growth target for next fiscal year at 7.5 percent, with next fiscal year's socio-economic plan currently being debated by the NA members.- published: 17 Jul 2014

VO Laos mark the 127th anniversary of International Labour Day (May Day), which falls on May 1 INTRO: International Labour Day is observed all over the world on May 1 to celebrate the social and economic achievements of workers and to mark the day, President of the Lao Federation of Trade Unions Khamla Lorlonsy said that, trade unions are doing their best to build understanding of the role of these bodies and to promote awareness of labour protection STORY: Speaking at the press conference to mark the International Labour Day, which falls on May 1, President of the Lao Federation of Trade Unions Khamla Lorlonsy said, trade unions are doing their best to build understanding of the role of these bodies and to promote awareness of labour protection. They are also encouraging domestic and foreign businesses to establish trade unions or workers' representative groups to protect the rights and interests of both employers and employees. Lao labourers have been urged to improve their education levels, technical knowledge and skills, and social sensibilities in order to fully participate in the country's socio-economic development and improving quality of life. He urged Lao labourers throughout the country to improve themselves to mark the 128th anniversary of International Labour Day which falls on May 1 every year. Khamla Lorlonsy highlighted the opportunities and challenges regarding labourers' development amidst scientific and technological progress, modernisation, and regional and international integration. He stated "Progress and integration is both an opportunity and challenge because despite the fact our workers and labourers have increased in number, on average their education, technical knowledge and skills remain low,". He also said that the enthusiasm of Lao labourers in developing their skills is limited. Moreover some of them just keep working without learning Party directions policies, and government laws, so as a consequence their sense of responsibility to the nation and organisational awareness is low. Many workers and labourers are not well protected enough, employed in unsafe workplaces with unregulated sanitation and hazardous conditions. Often they do not understand their rights or role in society, but simply keep working to maintain a meagre existence. Some business units do not respect the Labour Law and force workers to work unlimited overtime without appropriate compensation, while many have still not implemented the minimum wage rise the government announced at the start of 2012. Some businesses were cheating by including allowances and other benefits in their calculation of the total monthly payment of the minimum wage or have yet to fully implement the policy. In this regard, he represented the trade unions call on Party committees, trade unions at all levels, civil servants and trade union members to pay attention in regards to political ideology and social strata concept training for Lao workers. They should focus on educating them about the Party direction and government policy, laws and regulations, ethics, labour discipline, as well as ensuring there is sufficient employment available to them. He called on the authorities to enhance the protection of the rights and interests of Lao workers and labourers who are still disadvantaged and may be affected by the free flow of labour when the Asean Economic Community is established in 2015. He also called on all members of trade unions to be good role models, enhancing the discipline of trade union members working in government agencies, to prevent negative behaviours such as corruption, bribery, legal violations, inertia at work and absenteeism. In comparison with other neighbouring countries, the President of the Lao Federation of Trade Unions Khamla Lorlonsy noted, Laos is lagging behind regarding outstanding labour characteristics, while negative behaviours such as extravagance, cheating, greed, narcotic drugs, laziness, carelessness, and legal violations are common in the workplace. International Labour Day is observed all over the world on May 1 to celebrate the social and economic achievements of workers. The day has a historic significance, which dates back to May 1, 1886, when several labour unions all over the United States decided to go on strike. They demanded a workday of eight hours to be accepted as the standard. VO NA postpones approval of customs law amendment INTRO: The National Assembly has postponed its approval of the amended draft to the Law on Customs, with NA members commenting on the complication in the amended content of the law. STORY: The Ministry of Finance has brought the amended Articles No. 3, 69, 70, 74, 75, 76, 110 and 111 to the NA's ongoing ordinary session for consideration on Thursday the 24th of July. The articles are about organisational structure, rights and obligations of customs services, which have added the rights and obligations of local administrations in the sector. The focus of the NA debate was on transforming the customs service units for the regions to provincial units and Vientiane, which are stipulated in the Articles No.75, 110 and 111. NA members were divided on the amendments, with pros and cons being voiced for whether the customs service units should remain directly subordinate to the ministry or whether they should also come under provincial authorities. According to the current law, the customs service in Laos is divided into five zones. The third zone, for example, covers Borikhamxay, Khammuan and Savannakhet provinces, while the fourth zone covers the four southern provinces of Saravan, Champassak, Xekong and Attapeu. Members of the public suspect that the Ministry of Finance hardly inspect or investigate dishonest conduct amongst customs officials at various points of the country, with many people claiming ‘all customs officials are rich'. NA member for Vientiane Dr Duangsavath Souphanouving said he was satisfied with the current customs service structure, as the zoning has been maintained smoothly, supported integration purposes and a persistent increase in state revenue had been seen. Dr Duangsavath also recognised the weaknesses and challenges in local authorities managing personnel. Adding that, the strengths should not be affected when addressing the weaknesses of the issue. He suggested that the article be amended in regards to personnel management only. In response to the NA members' comments, Deputy Minister of Finance, Bounchom Oubopaseuth said, on behalf of the law amendment sub-committee, that the aim of the customs service unit zoning was to centralise state revenue due to some provinces not having the potential of generating income. Observing the disagreements between the NA members and the need to push the amendment through, the procedure on drafting and amending laws defined in the Law on Laws has not been met. NA President Pany Yathortou said the enforcement of this law in the future would be difficult. She offered three possible solutions for the amendment: the approval of the law is to be postponed so the concerned ministry is able to conduct a comprehensive study following the NA members' comments, approve the law in line with the ministry's principles and amendments or the NA Standing Committee will be assigned to issue a notice for a trial run in a province before the law is amended.- published: 28 Jul 2014

INTRO: The bank released its Lao PDR Economic Monitor in Vientiane on Tuesday the 4th of March, showing that, Economic growth in Laos will slow down this year as one of the largest mining operations in the country has halted gold production STORY: According to a report from the World Bank, economic growth in Laos is projected to moderate at 7.2 percent in 2014 after experiencing growth of at least eight percent over the past two years. The report titled Managing Risks for Macroeconomic Stability says one of the main causes of the slower economic growth is that the resource sector is expected to provide a smaller direct contribution to growth. World Bank Country Manager Keiko Miwa said, "We encourage the government to increase efforts to tighten fiscal and monetary policies so as to safeguard the economic achievements of recent years". An official from the Bank of the Lao PDR who attended the meeting said that the foreign reserve of Laos was still high, noting that it is still able to secure imports of goods and services for at least five months. Sepon mine, one of the largest mining operations in Laos, opted to cease gold production at the end of last year, forcing it to lay off 400 workers. A Lao economist from the National Economic Research Institute agreed with the World Bank's projection that the Lao economy will see slower growth but said it would not be as low as 7.2 percent. He said that the state owned economic research institute was preparing to unveil its own Lao economic monitor over the next few weeks. The World Bank's report says another cause of the slowdown is that numerous major investment projects are still under construction and are not expected to bring in revenue until further down the track. Despite lower gold production however, the output of copper production in Laos will continue to increase. Production output in the services, food processing and beverage sectors is expected to continue to grow this year with support from domestic demand. The report also looks at the 2013/2014 budget plan and finds that it indicates a slightly narrower deficit compared with the previous fiscal year. However cuts in civil service benefits will be offset by new recruitment as well as a further increase in salaries paid to civil servants for two consecutive years. The report says, It is important to review the pace of the public wage bill increase going forward. The report also notes that the government has discussed some revenue administration measures to help address the issue. In addition to revenue measures, there is a need for prudent medium-term expenditure planning and execution by the government. The reports also notes that foreign exchange reserves in 2013 fell to their lowest level in a decade in terms of import coverage, with only 1.3 months of goods and service imports. This trend was fuelled by the widening current account deficit, driven by resource sector investment as well as strong domestic demand and accommodative fiscal and monetary policies.- published: 17 Mar 2014
