Germany's thriving economy has put it in the driving seat of Europe, but as Allan Little reports for Newsnight, it is reluctant to take the wheel In December 2011, at the height of the sovereign debt crisis in the eurozone, the Polish Foreign Minister, Radoslaw Sikorski, went to Berlin to exhort his German neighbours to take clear and decisive action to lead Europe back to economic health. "I fear German inactivity more than I fear German action," he said. It was a remarkable moment, a moment that signalled a definitive end to generations of enmity and mutual suspicion between the two countries. Germany's northern European neighbours expect it to take the lead in Europe, to match its economic muscle with strong political leadership. But Germany has not sought, and does not want, this role. For in Germany, more than anywhere else in Europe, history reaches out, lays claim to the present, and shapes the future. You can see the whole problem in the language for a start, in German the word for leader is fuehrer, so obviously it's a no-go right away" Ulrike Guerot European Council on Foreign Relations in Berlin Last month, with election campaigning already under way, the German Chancellor Angela Merkel went to Dachau, Nazi Germany's first concentration camp. She is saying: "Don't forget". For Germans, the European Union is what delivered them from the nightmare years. European integration helped make Germany a normal European democracy. That was, in part, the whole point of the process in the early decades - to Europeanise Germany. And so being asked to lead in Europe awakens ghosts that have long lain dormant. "You can see the whole problem in the language, for a start," says Ulrike Guerot of the European Council on Foreign Relations in Berlin. Brazilians were riding a tsunami of emotion before the game against Germany. Then the game started, and it was all downhill for the host country after that. Brazil was playing without star striker Neymar as well as captain Thiago Silva. Neymar was sidelined with a broken back, while Silva was suspended for receiving two yellow cards in previous matches. Thomas Muller found the back of the net early. Then Miroslav Klose broke the World Cup scoring record with his 16th goal. Toni Kroos added two more goals in the space of 179 seconds and then Sami Khedira scored a fifth. Hopeful Brazilian fans were reduced to tears in less than 30 minutes which then gave way to shock as Germany handed out the most painful Brazilian wax in history with a 7-1 victory. Germany will now face either Argentina or the Netherlands in the final.
