TAGS Police investigate deaths of family of 5 in Maine Neighbors struggled to make sense of the shooting deaths of a family of five in which the father was known to many throughout their apartment complex as a friendly maintenance worker. Three children ranging from 4 to 12 were among the victims discovered Sunday in their home along with a long-barreled gun believed to have been used in their deaths. A detective said murder-suicide was one of the scenarios being investigated. "I still don't want to believe it," said Heather Nason, who used to babysit the three children. "I love those children like they were my own." Investigators said it appeared no one outside the family was responsible for the shootings. They planned to release the identities on Monday. The grisly discovery was made after a family friend contacted an apartment complex worker to express concerns about the family's well-being, investigators said. The worker entered the apartment and discovered one body, then immediately called police. Police said the bodies were found in three bedrooms. Police described the firearm found in the apartment as a long gun. Shell casings also were recovered. Windmills designed to generate power for future generations. Nicaragua needs to turn to alternative energy. The country has successfully put an end to rolling blackouts that frequently left the country without power for hours but the government is struggling to pay energy costs. Oil prices have peaked at more than $147 during the last year. Nearly 80 percent of the oil Nicaragua consumes is provided at a discount by Venezuela. President Hugo Chavez is a close ally of the Nicaraguan leader Daniel Ortega. Now energy-starved Nicaragua is turning to wind as it tries to reduce its dependency on oil-based power. In 2008 the country began operating 19 windmills. It s part of Nicaragua s efforts to reduce its dependence on oil-based energy to just 3 percent by 2013. The 126-metre 410-feet high windmills installed by Suzlon Energy Ltd. of Pune India were set up on the edge of Lake Nicaragua. They sit in the shadow of the twin volcanoes Concepcion and Maderas on the lake s Ometepe Island and have become a tourist attraction of sorts. The country has also turned to geothermal power from volcanoes hydroelectric power generated by rivers and sugarcane based ethanol. Those sources provide 34 percent of Nicaragua s energy. Construction Manager Jose Angel Prati Engineer is behind the idea but expresses concerns about the long term financing of the green policies. There is a business philosophy of renewable and green energy. But of course you also have to find a financial balance. Because you cannot keep the dream save the planet if you don t have good economic support. Energy Minister Emilio Rappaccioli says the $90 million project contributes to 6 percent of the country s total energy needs. Even if oil prices remained at current prices and even though we are producing oil from here to about 6 7 years we will not be using oil to generate energy. Rappaccioli says the project will save about $9 million a year in fuel costs at current prices. The lead developer on the operation is Arctas Capital Group LP of Houston Texas which says it is in advanced stages of development for another 40-megawatt installation.- published: 04 Nov 2013

The $40 billion Nicaraguan canal project is expected to begin construction by the end of 2014 and could be completed by 2020. Beginning at the Pacific coast port of Brito, ships will cross Lake Nicaragua, before snaking through the jungle towards the country's Caribbean lowlands and the town of Bluefields on the eastern Coast. The 286-kilometer-long canal will be more than three times the length of the Panama Canal. It needs to earn $1 billion annually to turn a profit, meaning it would have to immediately draw half of the Panama canal's current ship traffic. The Nicaraguan canal will measure 83 meters in width, 27.6 meters in depth and is designed for 400,000-ton-class vessels whereas the Panama Canal only allows vessels with a capacity below 150,000 tons. The Nicaraguan canal will accommodate large LNG carriers and oil tankers from the US and Venezuela heading toward China.The canal is expected to generate annual revenue of at least $5.5 billion, and could capture 4.5% of global cargo shipping traffic. The HKND Group will pay Nicaragua $10 million a year for 10 years and gradually transfer ownership to Nicaragua over a century. The project is said to be able to double Nicaragua's $10 billion GDP by 2018. The deal also allows the company to build tax-free side projects including ports on Nicaragua's Pacific and Atlantic coasts, an oil pipeline bisecting the country, two free-trade zones and a cargo railway and an international airport. Pay, wages, remuneration -- call it what you like, but the cost of living is back in the news. This week we've seen mixed research as to whether workers' wages are rising alongside the UK's economy. According to research from professional services firm Towers Watson, net pay growth will hit 0.4% throughout the year -- the highest level for two years. Towers Watson said despite UK companies suggesting they will reduce pay rises from 3% last year to 2.5% this year across all professional employee levels, Consumer Price Index (CPI) inflation is now expected to average 2.1% over the course of 2014. But a separate study from jobs site Adzuna.co.uk, the average advertised salary was £31,818 ($53,597, €38,645) in March 2014 -- 0.6% lower than in February, and 5.3% lower than March 2013. Factor in inflation, and average salaries have fallen by £2,358 in real terms over the same period. These figures have political ramifications. Ed Miliband's Labour Party is continuing to attack the government over the so-called "cost of living crisis". The Nicaraguan government and the company behind plans to build a canal linking the Atlantic and the Pacific Ocean have settled on a route. It would stretch 278km (173 miles) from Punta Gorda on the Caribbean through Lake Nicaragua to the mouth of the river Brito on the Pacific. Environmentalists have expressed concerns about the plans to build a canal to rival that of Panama. Nicaragua says it will break ground on the $40bn (£23bn) project this year. Environmental concerns Engineers for the Hong Kong-based HKND Group said the canal would be between 230m and 520m wide and 27.6m deep. Nicaragua said it had chosen the route so it would avoid areas of great biodiversity, indigenous territories and environmentally protected lands. But environmentalists are still concerned about the effects it may have on Lake Nicaragua, Central America's largest lake and an important source of fresh water. The commission in charge of building the canal said environmental and social impact studies would be carried out on the route and changes would still be possible. It said it expected construction to begin in December and to be finished within five years. 'No rivalry' The canal will be an enormous help to the Nicaraguan people and for the world in general" Wang Jing HKND chairman Sceptics point out that it took the United States 10 years to build the Panama Canal, which at 77km is less than a third of the length of the planned canal through Nicaragua. But Nicaragua insists engineering and construction techniques have moved on since 1914, when the Panama Canal was completed. Nicaraguan officials say their waterway would "complement" the Panama Canal rather than be in direct rivalry to it. They say a bigger canal is essential to allow for increased global trade and ever larger tankers, many of which are too large for the Panama Canal, even after its current expansion. They are confident the project will help lift the country out of poverty. Paul Oquist, a close adviser to President Daniel Ortega on the project, said that formal employment in Nicaragua "would double thanks to the canal and its multiplier effect". Mr Oquist told the BBC that the projects surrounding the canal, such as the creation of two free-trade zones, two ports linked by a railway and an international airport would create "a formative change in job creation". The government estimates it will lift more than 400,000 people out of general poverty by 2018 with the help of revenues created by the project. Opposition lawmakers have been sceptical of the government's projections. Congressman Eliseo Nunez of the Independent Liberal Party called the announcement of the canal route "a propaganda game, a media show to continue generating false hopes of future prosperity among Nicaraguans".- published: 08 Jul 2014

With military action to protect non-NATO states effectively ruled out, current and former officials say sanctions and isolation provide the best - and perhaps only - way to pressure Moscow. Ramping up the pressure on the rich and powerful around President Vladimir Putin, they say, might in time push him towards a much more conciliatory approach But that, they concede, could prove a long game, and some both in and outside government worry that a more isolated Russia may simply become both more nationalist and self-sufficient. Putting Putin under more pressure, they worry, may give him even more incentive to take a populist, more aggressive approach. Ultimately, Moscow's commitment to rebuild the former USSR as its own unilateral sphere of influence may outstrip the determination of Washington and its European allies to stop it. Experts say Moscow has been infiltrating its neighbors ever more deeply, building its influence amongst security forces, government officials and politicians. That, some say, allows it to stir up instability in locations like eastern Ukraine and create both confusion and potential preconditions to invade. "What we're seeing here is a new form of warfare and part of a concerted strategy," said Chris Donnelly, a former senior adviser to NATO on Russia and now director of the Institute for Statecraft in London. "Either we stand up to it or we let it happen. So far the response has been totally inadequate." With Russia's annexation of Ukraine's Crimea peninsula now largely seen an irreversible fait accompli, many now see more confrontation over the years to come. In a March 18 speech following the Crimea intervention, Putin made it clear he would be willing to use force to safeguard the interests of Russian-speaking minorities. The breakup of the USSR left some 25 million ethnic Russians outside the borders of the Russian Federation, concentrated in places like Ukraine, Kazakhstan, Central Asian and Baltic states and breakaway enclaves in Georgia and Moldova. Tens of millions more - classified in their old Soviet passports as ethnic Ukrainians, Belarussians or others - speak Russian as their first language.
