The National Guard of the United States is a reserve military force composed of National Guard militia members or units of each state and territory under federally recognized active or inactive armed force service for the United States. National Guard members are a subset of the Militia as defined by 10 USC 311. Majority of National Guard soldiers and airmen hold a civilian job full-time while serving part-time as a National Guardsman. The National Guard of the United States is a joint reserve component of the United States Army and the United States Air Force and maintains two subcomponents: the Army National Guard of the United States for the Army and the Air Force's Air National Guard of the United States.
Established with the Militia Act of 1903 under Title 10 and Title 32 of the U.S. Code, state National Guard serves as part of the first-line defense for the United States. The state National Guard is divided into units stationed in each of the 50 states and US territories, and operates under their respective state governor or territorial adjutant general. The National Guard may be called up for active duty by state governors or territorial adjutant general to help respond to domestic emergencies and disasters, such as hurricanes, floods, and earthquakes.
The National Academy of Sciences (NAS) is a corporation in the United States whose members serve pro bono as "advisers to the nation on science, engineering, and medicine." As a national academy, new members of the organization are elected annually by current members, based on their distinguished and continuing achievements in original research.

The Act of Incorporation, signed by President Abraham Lincoln on March 3, 1863, created the National Academy of Sciences and named 50 charter members. Many of the original NAS came from the so-called Scientific Lazzaroni, an informal network of mostly physical scientists working in the vicinity of Cambridge, Massachusetts (circa 1850s).
In 1863, enlisting the support of Alexander Dallas Bache and Charles Henry Davis, a professional astronomer recently recalled from the Navy to Washington to head the Bureau of Navigation, Louis Agassiz and Benjamin Peirce planned the steps whereby the National Academy of Sciences was to be established. Senator Henry Wilson of Massachusetts was to name Agassiz to the Board of Regents of the Smithsonian.
