The first hurricane of the season, now a Category 2 storm, reached land between Cape Lookout and Beaufort at 23:15 local time (03:15 Friday GMT), the US National Hurricane Center said. Thousands left the area, made up of barrier islands known as Outer Banks. Ferries and highways were packed as people left. Towns all along the state's coast have rescheduled Independence Day events and fireworks. A mandatory evacuation of Hatteras Island, the easternmost strip of land in the Outer Banks, began early on Thursday, when Tropical Storm Arthur was upgraded to hurricane status. It was made a Category 2 hurricane late the same day, which means winds reached 96mph. After passing North Carolina, Arthur was expected to weaken as it travels north along the East Coast. North Carolina's governor has warned holidaymakers not to take risks along the coast on Friday. With a hurricane warning in place, Governor Pat McCrory said, ''Don't put your stupid hat on.'' A voluntary evacuation has been announced for Ocracoke Island, which is accessible only by ferry. ''Although the current forecast doesn't indicate this will be a major impact, we are taking it very seriously,'' Mr McCrory said. ''I don't want you to put at risk not only yourself but also people who may try to help you.'' The National Hurricane Center said Arthur made landfall around 11:15 pm (0315 GMT Friday) over the Shackleford Banks between Cape Lookout and Beaufort. Just before it made landfall, Hurricane Arthur strengthened into a potentially destructive category-two storm. The first storm of the Atlantic hurricane season was packing maximum winds of 100 miles (160 kilometers) per hour, forecasters said, warning North Carolina -- home to many popular holiday destinations -- would bear the brunt of Arthur's fury. North Carolina state Governor Pat McCrory said emergency preparation efforts had been made more complicated by the arrival of thousands of tourists, who have flocked to beaches for the annual July 4 holiday pilgrimage. Heavy rain and strong winds lashed the North Carolina coast. The storms is expected to churn up the coast and threaten areas as far north as Nova Scotia in Canada. After ratcheting the hurricane up a grade, the National Hurricane Center predicted there would be "little change in strength," and that the storm would fizzle out to a post-tropical cyclone on Saturday. But in the meantime thousands of people were already without power in North Carolina, news reports said, and there was localized flooding in areas including the coastal city of Wilmington. "Our main issue is the health and safety of our citizens and those people who are visiting North Carolina," McCrory said. Emergency declarations were issued by several counties in the southern state, which opened emergency shelters and ordered evacuations in low-lying areas. "As the hurricane moves north, more counties are likely to declare a state of emergency," McCrory added. National Hurricane Center forecasters warned of "large and damaging waves" and cautioned: "Preparations to protect life and property should have already been completed." - No 'stupid hat' - McCrory urged residents and tourists to use common sense, to stay out of the water and out of harm's way, with storm surges of up to five feet (1.5 meters) predicted. Up to eight inches (20 centimeters) of rain were expected in coastal areas. "Don't put your 'stupid hat' on," McCrory said. "Let's hope for the best, pray for the best, that Arthur clears out quickly so we can all get back to celebrating our country's independence, with our families and friends on North Carolina's beautiful beaches." As many as half a million visitors had been expected in the coastal Carolinas for the national holiday, the region's biggest tourist weekend. Authorities issued a mandatory evacuation order for Hatteras Island and a voluntary evacuation order for Ocracoke Island, both in North Carolina's Outer Banks, CNN reported. But it was not just North Carolina -- where tornado warnings were activated in some areas -- that was bracing for Arthur's impact. BBC News is reporting on newly released classified documents that show that North Carolina was just a second or two away from being nuked in 1961. A plane carrying two nuclear bombs was crashing and one of the bombs was one switch away from being activited over the Tar Heel State. BBC reports: Two bombs were on board a B-52 plane that went into an uncontrolled spin over North Carolina - both bombs fell and one began the detonation process. The document was first published in the UK's Guardian newspaper. The US government has acknowledged the accident before, but never made public how close the bomb came to detonating. The document was obtained by journalist Eric Schlosser under the Freedom of Information Act. Schlosser told the BBC such an explosion would have "changed literally the course of history". The plane was on a routine flight when it began to break up over North Carolina on 23 January 1961. As it was breaking apart, a control inside the cockpit released the two Mark 39 hydrogen bombs over Goldsboro. One fell to the ground unarmed. But the second "assumed it was being deliberately released over an enemy target - and went through all its arming mechanisms save one, and very nearly detonated over North Carolina," Mr Schlosser told the BBC's Katty Kay. Only the failure of a single low-voltage switch prevented disaster, he said. The bomb was almost 260 times more powerful than the bombs that fell on Hiroshima and Nagasaki. The accident occurred during the height of the Cold War between US and Russia, just over a year before the Cuban missile crisis brought nuclear fears to the US's front door. There has been ongoing speculation ever since, including a 1961 book by former government scientist Dr Ralph Lapp. The newly declassified document was written eight years after the incident by US government scientist Parker Jones - who was responsible for mechanical safety of nuclear devices. In it, he comments on and corrects Lapp's narrative of the accident, including listing that three out of the four fail safe mechanisms failed, not five out of six as originally thought by Lapp. "One set off by the fall. Two rendered ineffective by aircraft breakup," Mr Jones writes. "It would have been bad news in spades." "One simple dynamo-technology low voltage switch stood between the United States and a major catastrophe." A Hydrogen Bomb almost detonated about 50 miles east of Raleigh, North Carolina. That's according to recently declassified documents published by the British newspaper, The Guardian. Investigative journalist Eric Schlosser obtained conclusive evidence from a Freedom of Information Act inquiry that not one but two hydrogen bombs were dropped from a B-52 airplaine that broke up in the air over Goldsboro, North Carolina. Once of the two bombs started the detonation sequence. It's parachute opened and its firing trigger engaging with only a single low-voltage very switch keeping the nuclear device that was 260 times more powerful than the Hiroshima atomic bomb from exploding, sending radioactive fallout to Washington, DC. Sandia National Laboratories engineer Parker Jones was responsible for the safety functions of nuclear bombs. Police say Cleveland Browns wide receiver Josh Gordon was arrested and charged with driving while impaired after speeding down a street in Raleigh. Police spokesman Jim Sughrue said Gordon was taken into custody at Wake County Detention Center after being pulled over for going 50 mph in a 35 mph zone on U.S. 70 in northwest Raleigh around 3 a.m. Saturday, Raleigh police captain Tommy Klein said to be arrested in Raleigh for DWI, a person has to be "appreciably impaired." Asked if the charge was DWI for alcohol or another substance, Sughrue said, "I can't comment on any tests we gave him or what the results were." WNCN, the NBC affiliate in Raleigh, reported Gordon's blood-alcohol level was .09, and he admitted to having three drinks with vodka. When asked if marijuana or other drugs were involved, Sughrue said he couldn't comment. No drug charges were filed. Gordon was released on a $500 bond. Court records did not list an attorney. Gordon is scheduled for an Aug. 26 court appearance in Raleigh on the charges brought against him. The individual who paid for Gordon's bond was identified as Haydn "Fats" Thomas, authorities told WNCN. Thomas is a convicted felon who pleaded guilty to gun and drug charges in November. He was sentenced to 36 months after pleading guilty, but the prison sentence was suspended in lieu of probation. In 2006, Thomas was convicted of a felony for accessing a computer for fraudulent purposes. Thomas also rented the car that former North Carolina basketball player P.J. Hairston drove when he was arrested for misdemeanor marijuana possession in Durham, North Carolina, in June 2013. Charges were dropped, but it was later found that Hairston accepted so many cars paid for by Thomas that he was dismissed from the Tar Heels. Robin Nelson's house clattered as Hurricane Arthur came ashore over North Carolina late Thursday with 100 mph winds. She was right in the path of its eye wall. The Category 2 storm made landfall at 11:15 p.m. between Cape Lookout and Beaufort, the National Hurricane Center said. Arthur was charging to the northeast at 18 mph and was 20 miles north of the cape early Friday. Nelson lives in Newport, right across the sound from Beaufort. Storm gusts announced themselves with a whirring hum from a distance before snapping tree limbs near her home. "It's howling pretty good here," she said. "You can hear it coming across the sound." First comes the roar then, moments later, trees tousle about. The cracking sounds were violent, she said. "I'm sure there are going to be some big limbs."
