After disarming all ethnicities within the guard, Marial ordered that the Dinka members be re-armed.[33] His deputy, from the Nuer ethnicity, began to question this order and a fight ensured when surrounding officers saw the commotion. The Nuer soldiers also re-armed themselves.[33] Fighting erupted between the Dinka elements of the Presidential Guard and the Nuer elements. This lasted from Sunday night until Monday afternoon. Civilian casualties began when the Dinka elements of the SPLM began targeting Nuer civilians in the capital city of Juba.[33] President Salva Kiir has called it a coup attempt and announced that it had been put down the next day, but fighting again erupted on 16 December and spread beyond the capital, Juba, to the region around Jonglei which is prone to ethnic instability, largely along ethnic lines. Early estimates stated that at least 1,000 people were reported to have been killed[4][34] and over 800 other people were injured.[35] in Juba but this number has now been cited to be much higher than initially thought as Human Rights Watch article cites eye witness accounts of large numbers of bodies in Juba on December 17, and their removal in trucks to an undisclosed location December 18.[36] Eye witness accounts also cite SPLM Dinka troops assisted by guides in house to house searches to Nuer homes and killing civilians in Juba.[36] Similar door to door searches of members of the Nuer ethnicity have been reported in the government held Capital city Upper Nile State, Malakal.[37] A final death toll of civilian casualties in government held cities of Juba, Malakal, and Bentiu has not been released. Kiir blamed former Vice President Riek Machar for instigating the "coup" but no evidence of a coup attempt has been found. Former Vice President Riek Machar has denied a coup attempt instead blamed Kiir for playing power politics. Bor was seized by the South Sudan Liberation Army on 19 December. On the same day, a UN compound was stormed in Akobo, Jonglei, resulting in the deaths of two Indian UNMISS peacekeepers.[38] UN Secretary General has also issued deep concern as UN staff have received threats from the body guards of Senior government Information Minister that demanded armed access to UN Mission Camps where civilians are sheltering.[39] Following this incident President Salva Kiir accused the UN of sheltering armed opposition forces in their UN Mission, which the UN has staunchly denied. Salva Kiir also accused the UN of an attempted take over of his leadership.[40][41] February 10, 2014, UN base in Juba surrounded by armed government troops and policemen demanded the UN surrender Nuer civilians sheltering there. SPLA spokesman Phillip Aguer has not commented on the situation[42] February 18, 2014, fighting between members of various ethnicities broke out within the UN Mission in the capital city of Upper Nile State, Malakal. South Sudan's army battled rebel forces Thursday, a military spokesman said, as negotiators from the warring sides prepared to meet for talks aimed at ending the violence that has pushed the world's newest country toward civil war. Having sent delegations to the Ethiopian capital of Addis Ababa, the government and rebels are under mounting pressure from African and Western powers to reach a deal to stop clashes that have killed more than 1,000 people and displaced more than 190,000. But there is no sign of an end of hostilities just yet. Military spokesman Col. Philip Aguer told CNN that military forces fought with rebels south of the flashpoint town of Bor, the scene of some of the heaviest fighting in the nearly three weeks of violence. He said the Sudan People's Liberation Army was trying to stop the rebels from advancing on the capital, Juba, about 200 kilometers (124 miles) away. South Sudan's government tweeted late Wednesday: "Our forces did a partial withdrawal from Bor but are still fighting in the suburbs #SouthSudan." The two delegations sent by Kiir and the rebels' leader, former Vice President Riek Machar, are already in Addis Ababa. Talks were expected to begin Thursday but, as of early evening local time, had not. However, it is expected all parties will arrive by Friday and formal talks should get under way, the representative, Tigist Hailu, told CNN. South Sudan's neighbors, Western governments and the United Nations have been scrambling to stem the latest violence in the country, which seceded from Sudan in 2011 after decades of war. Hilde Johnson, who heads the U.N. mission to South Sudan, said she wanted to see both parties "take a decisive step to cease all hostilities." US President Barack Obama has warned South Sudan that Washington and its allies would cut aid to the country over any attempted military coup, amid growing fears of civil war. Obama also urged South Sudan's leaders to help protect US personnel and citizens in the conflict-ravaged country, after four US military service members were wounded when their aircraft were fired upon on Saturday during a mission to evacuate American citizens. "Any effort to seize power through the use of military force will result in the end of longstanding support from the United States and the international community," the White House said in a statement following Obama's call with National Security Adviser Susan Rice and other top aides. Violence is escalating in South Sudan, which gained independence from Sudan in 2011, despite an offer from President Salva Kiir to open talks with his former deputy, Riek Machar, whom Kiir accuses of having started the fighting last week by attempting a coup. Machar denies a coup plot and in turn accuses Kiir of conducting a violent purge over the past week. His loyalists are now fighting the central government on several fronts. Civilians fleeing At least 500 people have been killed in the capital Juba alone in six days of fighting. Tens of thousands have been displaced, many seeking shelter at UN bases amid warnings that the impoverished nation was on the brink of all-out civil war. Juba's main bus park was crowded with people struggling to find space on public transport on Saturday, while foreigners have headed to the airport where several countries - including the US and Britain - have sent military transport planes for evacuations. Fighting has spread to Bor, which lies about 200km north of Juba and has been seized by rebels. South Sudan's army spokesman said an operation was under way to retake the town. "There is fighting, but we are supported by air units," Philip Aguer, spokesman for the Sudan People's Liberation Army (SPLA), told the AFP news agency. Aguer said that in northern oil-producing Unity State, a key commander - Major General James Koang Choul - appeared to have defected to Machar's side. Fears of civil war as violence spreads in South Sudan
The United Nations warned that violence was spreading in South Sudan, as fierce fighting in the world's youngest nation prompted the US to evacuate Americans and other foreigners. Britain also pulled embassy staff out of the strife-torn nation and Washington said further evacuation flights could follow as fears rise the country, which became independent from Sudan in 2011, could slide back into civil war. Hundreds of people have been killed and thousands more terrified civilians have fled their homes since the fighting broke out on Sunday to seek protection at UN bases. The United States used two C-130 military transport planes and a charter aircraft to fly 150 Americans as well as US and foreign diplomats out of the country, the State Department said. "The security situation was getting ugly. There was shooting at the airport," a US Defence Department official said on condition of anonymity. Deputy State Department spokeswoman Marie Harf said the United States was "deeply troubled" by the outbreak of violence in the country. "We call on the country's political leaders to refrain from any action that could escalate an already tense situation or fuel the violence," she added. Americans were still urged to leave the country and the State Department is "working to arrange for additional transportation as necessary to accommodate demand," Harf said. UN spokesman Martin Nesirky said Wednesday that at least 19 civilians had been killed in new clashes between rival army factions that have now spread outside the capital Juba. Nesirky said the fighting occurred in Bor, capital of eastern Jonglei state, and that tensions were rising in other states. "Hundreds of civilians have been streaming into our camp on the outskirts of the town, they're now over the 1,000 mark, and Bor is very tense," said UN Mission in South Sudan spokesman Joe Contreras. The UN also reported clashes in the town of Torit, state capital of Eastern Equatoria. Fighting sparked by 'misunderstanding' The violence was sparked by what President Salva Kiir says was a coup attempt on Sunday by his arch-rival, former vice president Riek Machar, who he sacked in July. Kiir said he was ready to "sit down" with Machar to try to solve the crisis. But in comments published Wednesday, Machar denied any attempt to topple the president, and instead accused Kiir of using the violence as a pretext to purge any challengers. "What took place in Juba was a misunderstanding between presidential guards within their division, it was not a coup attempt," he told the Paris-based Sudan Tribune website in his first public remarks since the fighting erupted. Many residents in the capital have spent the days since the outbreak of violence barricaded in their homes, too afraid to move. Others used pauses in the sporadic and often intense battles to flee to safer areas, including UN bases, despite Kiir's pleas that they return to their homes. UN peacekeeping chief Herve Ladsous told the UN Security Council that between 400 and 500 bodies had been reportedly taken to hospitals in Juba since the fighting broke out, while another 800 people had been wounded. "There is a heavy toll, it is obvious," UN Security Council President Gerard Araud said, without confirming how many people had died. Fighting along ethnic lines The fighting has highlighted the bitter faultlines in the country, which is awash with guns. Kiir and Machar hail from different ethnic groups and fought on different sides during Sudan's 1983-2005 civil war. The South Sudanese government said 10 key figures, many of them former ministers, have been arrested in a crackdown on alleged coup participants. Kiir said a powerful military commander, Peter Gadet -- who rebelled in 2011 but then rejoined the army -- had mutinied again, launching attacks in Jonglei in support of Machar. Several regional airlines resumed flights at Juba's airport, with long lines of aid workers and expatriates boarding the first flight they could out of the country. Others left by bus for Uganda. Seeking an end to the nearly two-week crisis in which an estimated 1,000 people have been killed, leaders from across East Africa announced on Friday that South Sudan had agreed to a "cessation of hostilities" against forces loyal to former Vice President Riek Machar, whom the government accuses of leading a coup attempt Dec. 15 that erupted into spiraling violence. But Machar rejected that, saying in an interview with the BBC that any cease-fire had to be negotiated by delegations from both sides. The government in the capital, Juba, seized on that statement to further condemn Machar. "Dr. Riek Machar has put obstacles to this genuine call by issuing pre-conditions that a cease-fire cannot be reached unless a negotiation is conducted," said Vice President James Wani Igga. "This is complete intransigence and obstinacy because the main issue now is to stop violence." In addition to those killed, tens of thousands are seeking shelters at United Nations camps. More fighting is expected. There is a looming battle for Bor, the provincial capital of Jonglei state that briefly fell to rebels before government forces took it back this week, said military spokesman Col. Philip Aguer. Pro-Machar forces are believed to be preparing a fresh offensive to retake Bor, he said. Bor is the town where three United States military aircraft were hit by gunfire while trying to evacuate American citizens on Dec. 21, wounding four U.S. service members. An estimated 25,000 youths from the Lou Nuer sub-clan — the same tribe Machar is from — are marching on Bor, said Information Minister Michael Makuei Lueth. The "White Army" gets its name in part from the white ash fighters put on their skin as a form of protection from insects. "He has decided to mobilize the youth in the name of his tribe," Lueth said. The White Army has threatened the central government in recent past. In 2011 the army said that the Nuer youths would fight until all the Murle — another tribe — had been killed. The statement warned the national military to stay out of the way. Another statement warned that the White Army would "wipe out" the army, according to the Enough Project, a U.S.-based advocacy group that works on issues in central Africa. Elsewhere, in oil-rich Unity state government troops were being forced to repel attacks by forces loyal to Machar, said Aguer. The military "is fighting back, but it is the other side that is attacking us," he said. The escalation of violence on Wednesday comes as United Nations diplomats reported that up to 500 people have been killed since Sunday. South Sudanese military spokesman Colonel Philip Aguer told Reuters news agency that the army had lost control of the flashpoint town of Bor on Wednesday, as clashes were reported there overnight with fighters loyal to the country's former vice president Riek Machar. "We [are] not in control of Bor town," Aguer said without giving more details. Violence erupted on Sunday in the capital moments before President Salva Kiir announced that security forces had put down an attempted coup by supporters of his former deputy. At a press conference on Wednesday Kiir said he was willing to sit down with the former vice president for talks, but said "I do not know what the results of the talks will be." Al Jazeera's Rawya Rageh, reporting from Nairobi in neighbouring Kenya, said Machar had finally broken his silence to the Sudan Tribune website on Wednesday, and denied any involvement in a coup. "He said he is not aware of any attempt, and blamed President Salva Kiir for fabricating allegations of a coup to settle political scores and target political opponents." She said Machar says the violence was started by the presidential guard, which was founded directly by Kiir and told to report directly to the president, not to the military. About 20,000 people have sought refuge at UN facilities in Juba, since fighting started on Sunday, and on Tuesday the United States ordered its citizens to leave South Sudan immediately. "UN officials have told me they're going to find it very difficult to cope with these people," said Al Jazeera's Diplomatic Editor James Bays, reporting from the UN headquarters in New York. "They don't have the food or resources to look after them," he added. Escalating conflict In Bor, in Jonglei state, where Nuer soldiers loyal to Machar in 1991 massacred hundreds of Dinka, the ethnic group of Kiir, the locals feared the fighting could spill beyond the barracks. Casie Copeland, the South Sudan analyst for the International Crisis Group, said key Nuer leaders in the army were defecting in Jonglei, in an escalation of the conflict. "The situation is no longer contained to Juba. This extension of conflict to the state-level is deeply concerning and poses serious challenges for ongoing efforts to reduce hostilities,'' she said. The UN in South Sudan reported fighting on Wednesday morning in Bor area, saying on its Twitter feed that more than 1,000 civilians sought refuge in the UN compound. A broader conflict could threaten vital aid and be exploited by neighbouring Sudan, which has had persistent rows with Juba over their undefined borders, oil and security. That would further hurt efforts to build a functioning state in the south. Tense calm In Juba, residents reported a tense calm after sporadic gunfire overnight, with traffic returning to the streets "Most people are scared they might be confronted with a mob or see dead bodies," said one aid worker in Juba, adding that the city was calmer on Wednesday morning, after residents awoke to heavy gunfire and artillery blasts on Monday and Tuesday. At least 10 senior former government officials have been arrested, including six cabinet ministers, said Information Minister Michael Makuei Lueth. The government named the men on its website. Political tensions have been mounting since Machar's dismissal. The former vice president has said he would run for president and has accused Kiir of being dictatorial. Kiir had said before the clashes that his rivals were reviving rifts that provoked infighting in the 1990s. The SPLA quickly fractured into two camps: an insurgency drawn from members of former vice president Riek Machar's Nuer tribe and troops who remained loyal to President Salva Kiir, of the Dinka tribe. Both sides have been accused of committing gross human rights abuses during the conflict. VICE News arrived in Juba and found the army desperate to dispel rumors that rebels were advancing on the capital. South Sudan's army confirms rebels have recaptured Bentiu
The South Sudanese army has confirmed losing control of the oil-rich town of Bentiu, a day after it was taken by rebels. The army says it's moving toward Bentiu in the Unity state to retake the town. The operation comes a day after rebels took over the town, threatening to target crucial oilfields there. They also issued an ultimatum to oil companies to shut down production and evacuate all their staff within a week. This is the second time rebels led by former vice president Riek Mashar take control of the oil rich state. Back in December, they seized Bentiu, but were chased out a month later.
