The Pandayang Lino Brocka Political Film and New Media Festival is a cultural gathering that aims to inspire the creation and popularization of truthful, artistic and relevant audiovisual works to enlighten and cultivate critical consciousness of the mass audience. This maiden launch of this festival in 2009 aims to be an aggregate of efforts in political cinema production and distribution in the first decade of the 21st century, a time of worsening economic crisis aggravating the poor people's plight.
This affair hails the daring of the late Lino Brocka, whose works earned local and international acclaim for political cinema and whose untimely death saw a decline in political cinema in the mainstream. While critical of the government and the prevailing system, even the government recognized his talent and contribution, as he was given the posthumous distinction of National Artist for Film in 1997.
It is Lino Brocka's strong conviction that artists are first and foremost citizens, and must address the issues confronting the country. That's why in his practice, his films look with sympathy on the common man and the human condition and were situated in their dwellings and thoughts. Lino Brocka firmly believes that films and politics cannot be dissociated. His desire is to develop what he calls "the Great Filipino Audience" which for him is more important than creating "the Great Filipino Movie."
Films of political and progressive content are deemed to be not widely patronized or are thought to be not commercial successes. But if the audience is the common people and the works speak of their lives, no political film shall ever be unpopular and immaterial. They will always find audience among the millions of poor and oppressed people in society, as the films of Lino Brocka.
There is a battleground in the field of filmmaking and artistic production—the struggle for the hearts and minds of the people. This festival engages itself in this battle, as it campaigns for artists and audience to revert from the dominant practice of local mainstream and Hollywood entertainment production and consumption to film as a platform for social and political commentary.
Truly, film is a powerful tool to shape mind and consciousness. Artists are here challenged to use film as a vehicle for socio-cultural reflection and as an ideological weapon to liberate the minds of the people. For films as art that exposes, identifies and defies the oppressors in society leads the way for the realization of the aspirations of the people.

Eventually, the construction of the building is nearing completion. In order to lessen the number of expenses, it is natural that a handful of workers are laid off from work. Julio is one of them. As his time in Manila becomes much longer, Julio gets slowly overwhelmed by the system. For instance, while having coffee at an eatery, Julio sees a waitress being abused and berated by her employer. This leaves Julio all somber. In between each scenario, Julio would often reminisce of his simple life in the province.
Julio once again visits the street corner he would frequent, staring at that building right across him. He then catches a glimpse of a young woman's silhouette by the lit window. Julio cannot believe what he saw and immediately calls out to the figure, addressing her as "Ligaya". But his call was not heard and he can see that the room is already dark. The scene then abruptly cuts to Julio having a conversation with a friend. His friend asks Julio why he is looking for a certain Ligaya Paraiso, something he heard from Atong. This leaves Julio all somber. In between each scenario, Julio would often reminisce of his simple life in the province.
Julio once again visits the street corner he would frequent, staring at that building right across him. He then catches a glimpse of a young woman's silhouette by the lit window. Julio cannot believe what he saw and immediately calls out to the figure, addressing her as "Ligaya". But his call was not heard and he can see that the room is already dark. The scene then abruptly cuts to Julio having a conversation with a friend. His friend asks Julio why he is looking for a certain Ligaya Paraiso, something he heard from Atong. Then, in place of the brief flashbacks previously shown, Julio finally tells his story in full narrative.

Lire is on a special delivery errand for his father. Isa, meanwhile, is armed with a grocery list and a message. Their paths cross on the way to the barrio. In any other place, it would be a normal afternoon where children meet, share songs and toys and stories, maybe even take a liking to each other. But it is Christmastime in the Philippine countryside, amidst a long-standing guerilla war. Here, boys and girls have no choice but to grow up fast, because in a place like this, even kids cannot be so innocent.
Directed by John Francis Losaria, completed April 2010.

The film shows a series of moments involving the people of Sitio Sumirib, Barangay La Paz in the municipality of Nueva Valencia, province of Guimaras, Republic of the Philippines, one of the areas most affected by the massive oil spill from the sunken tanker Solar 1 chartered by the Petron oil corporation. The film focuses more on their thoughts and feelings regarding this man-made ecological disaster, and the actions they are taking to somehow cope with very difficult times ahead.
"Bunker 0: Sumirib Plus" is a first in a series of films concerning the Guimaras Oil Spill disaster. It is full the full 10 minute film. The 6 minute version "Bunker 0: Sumirib" can be found on youtube.
It is presented here in Ilonggo and Tagalog languages with English subtitles.

Catalino Ortiz Brocka (April 3, 1939–May 21, 1991) is known as one of the greatest film directors of the Philippines. Brocka was openly gay and many of his films incorporated LGBT themes into their often dramatic storylines.
Brocka was born in Pilar, Sorsogon. He directed his first film, Wanted: Perfect Mother, based on The Sound of Music and a local comic serial, in 1970. It won an award for best screenplay at the 1970 Manila Film Festival. Later that year he also won the Citizen’s Council for Mass Media's best-director award for the film Santiago!.
In 1974 Brocka directed Tinimbang Ka Ngunit Kulang (Weighed But Found Wanting), which told the story of a teenager growing up in a small town amid its petty and gross injustices. It was a box-office hit, and earned Brocka another best-director award, this time from the Filipino Academy of Movie Arts and Sciences (FAMAS).
The following year he directed Maynila: Sa Mga Kuko ng Liwanag (The Claws of Light), which is considered by many critics to be the greatest Philippine film ever made - including British film critic and historian Derek Malcolm [1]. The film tells the allegorical tale of a young provincial named Julio Madiaga who goes to Manila looking for his lost love, Ligaya Paraiso. The episodic plot has him careering from one adventure to another until he finally finds Ligaya. Much of the film's greatness can be traced to the excellent cinematography by Mike de Leon, who would become a great Filipino filmmaker himself.
