NATO and partner nations conduct Exercise Steadfast Jazz 2013 in Latvia and in Poland from 2 - 9 November 2013. The event mark the culmination of a series of dynamic and demanding exercises designed to train and test troops and commanders from the NATO Response Force (NRF). The Steadfast series of exercises are part of NATO's efforts to maintain connected and interoperable forces at a high-level of readiness. The goal is to make sure that NRF troops are ready to deal with any situation in any environment. The event involves about 6,000 personnel from many Allied and partner nations. Around 3,000 headquarters personnel from Joint Force Command Brunssum and other headquarters is involved in a command & control exercise on the Adazi Base near Riga, Latvia and at several other headquarters locations across the Alliance. In addition, multinational troops participate in a live-fire exercise at Poland's Drawsko Pomorskie Training Area. Air, land, maritime, and special forces also participate from several locations. .

A motorcade (convoy, cavalcade, autocade) is a procession of vehicles. The term motorcade was coined by Lyle Abbot (in 1912 or 1913 when he was automobile editor of the Arizona Republican), and is formed after cavalcade on the false notion that "-cade" was a suffix meaning "procession". In fact, there is no such suffix in either French or Latin, although -cade has now since become a productive suffix in English, leading to the alternative names carcade, autocade, and even Hoovercade (after J. Edgar Hoover). Eric Partridge called the name a "monstrosity", and Lancelot Hogben considered the word to be a "counterfeit coinage". The original suffix in cavalcade is actually "-ade". Motorcades can be used to transport a very important person, usually a political figure. Such a procession consists of several vehicles, usually accompanied by law enforcement support and additional protection to ensure the safety of the people in the motorcade. Motorcades for heads of government and heads of state can consist of dozens of vehicles, those being armoured cars, SUVs, and police motorcycles and cars leading the way and following.

On the 18th of November 2013, the Georgian Foreign Ministry hosted a ceremonial reception to celebrate the 20th anniversary of independence of the Republic of Latvia and the 20th anniversary of establishment of diplomatic relations between Georgia and Latvia. The reception was attended by the diplomatic corps and military attaches accredited in Georgia, as well as by the representatives of Georgian executive and legislative bodies. The ministry organized the photo exhibition dedicated to the Latvian national folklore. At the same time, the presentation of a postage stamp dedicated to the 20th anniversary of establishment of diplomatic relations between Georgia and the Republic of Latvia took place at the Embassy of Latvia. At the ceremonial reception, the Georgian Foreign Minister, Ms Maia Panjikidze and the Ambassador Extraordinary and Plenipotentiary of Latvia to Georgia, Ms Elita Gavele addressed the audience. The Georgian Foreign Minister congratulated the Latvian people on the Independence Day and made special mention of friendly and partner relations between the two countries. "Soon after gaining independence, our two countries have established diplomatic relations, but i would like to note that it was a more formality, since Georgian and Latvian peoples interacted with each other perfectly well and have exemplary relations before that"/ Ms Elute Gavele said.
