Le 13 septembre 1993, le Premier ministre israélien, Yitzhak Rabin, et Yasser Arafat, représentant de l'Organisation de libération de la Palestine, ensemble, signent les accords d'Oslo sous l'égide de Bill Clinton, grand artisan du rapprochement. Bill Clinton, président américain "Aujourd'hui, de tout notre coeur et de toute notre âme nous leur souhaitons Shalom, Salaam, Paix". Les bases d'une autonomie palestinienne sont posées et s'il reste beaucoup de dossiers en suspens entre les éternels ennemis, tous les espoirs de paix sont alors permis. Yitzhak Rabin, Premier ministre israélien : "Nous, qui avons combattu contre vous, les Palestiniens, nous vous disons aujourd'hui, d'une voix claire et forte : assez de sang et de larmes, assez !" Yasser Arafat, OLP : "Merci, merci, merci" Nobelisés l'année suivante, les deux hommes qui viennent de se reconnaitre mutuellement et se sont promis la paix, reprennent la route confiants. Après 27 ans d'exil, Arafat retourne à Gaza ou il est acceuilli en héros. Du moins par une partie des Palestiniens. De même, une partie des Israéliens ne digère pas les compromis fait aux Palestiniens par Rabin. Le 4 novembre 95, deux ans après Oslo, en plein meeting il est assasiné par un extrémiste. C'est l'onde de choc. C'est aussi une page qui se tourne. Car si une majorité veut la paix initiée par Oslo, des deux côtés, certains ne sont pas prêts aux concessions, aussi bien dans la rue que dans les cabinets gouvernementaux. D'échec en échec le processus de paix piétine, achoppe sur les sujets sensibles laissés de côté à Oslo. Les colonies, Jerusalem... Un climat de tension s'instaure qui connait son paroxisme en 2000 après la visite jugée provocatrice d'Ariel Sharon sur l'esplanade des mosquées. La deuxième intifada commence alors. Alors que le cercle infernal de la violence reprend, l'espoir s'amenuise. Les Israeliens pour se protéger construisent un mur vite baptisé le mur de la honte, pour les séparer des Palestiniens. La colonisation, enjeu clef de la paix, s'intensifie, les Palestiniens se déchirent. Le conflit passerait presque aux oubliettes, sans cette victoire symbolique en novembre 2012 à l'ONU. Mahmoud Abbas, président palestinien : "La Communauté internationale se tient devant la dernière chance de sauver la solution à deux Etats". A une très large majorité, la Palestine est acceptée comme état observateur aux Nations Unies. Un premier pas vers une reconnaissance? Mais depuis rien a changé, rien non plus n'a vraiment changé depuis 20 ans, comme en témoignent ces images. Les accords d'Oslo portaient en eux tout l'espoir d'une génération de voir enfin la paix s'installer entre Israeliens et Palestiniens. The Oslo Accords at 20: Humanitarian Reality and Ways Forward
2013 marks the 20-year anniversary of the Oslo Accords, signed between the Government of Israel and The Palestine Liberation Organisation (PLO) in Washington. 20 years on, the "temporary" framework for administering the Palestinian territory established under the Oslo Accords is severely constraining almost every aspect of day-to-day life in Palestine. Access to land, water and basic services, freedom of movement and association, and economic development are undermined, leading to an increasing dependence on humanitarian aid. Against this background, the Norwegian Refugee Council and the Centre for European Policy Studies hosted a high-level symposium in Brussels to take stock of the impact of the non-implementation of the Oslo Accords on the humanitarian situation in Palestine. Are the Oslo Accords still a viable basis for the administration to Palestine, or an obstacle to better options for protecting the rights of civilians? How can external actors engage practically in improving the quality of day-to-day life in Palestine?
