Wed, Apr 02 2014 CDT by Mathilde Richter Berlin (AFP) Germany's plans for a national minimum wage took a major step forward Wednesday with the formal adoption of draft legislation by the government. The German cabinet approved the plan to establish a fixed national minimum wage of 8.50 euros ($11.70) to be phased in from 2015 and fully in place from 2017. "The minimum wage is coming. It's been approved by the cabinet. It will create greater pay justice and will be good for social cohesion as a whole in Germany," said Labour Minister Andrea Nahles, who drew up the draft legislation. A fixed minimum wage was one of the toughest nuts to crack in the long and intense coalition negotiations between conservative Chancellor Angela Merkel and the centre-left Social Democrats (SPD). During her first two terms, Merkel's conservatives had always favoured separate pay deals by industrial sector and region, arguing that a national minimum wage would harm many small- and medium-sized businesses and could force them to lay off workers. But the SPD was adamant: it would only enter into a power-sharing deal if the conservatives agreed to the introduction of a fixed minimum wage to help Germany's growing army of working poor. The measure must now go before the lower house of parliament, or Bundestag, where the left-right "grand coalition" has an overwhelming majority. The labour ministry has yet to determine whether the measure would require approval from the upper house, or Bundesrat, as well. But in both cases, it is expected to go through with no hiccups. - Voters in favour - The minimum wage will come into effect on January 1, 2015, but there will be a period of transition for those sectors where existing wage agreements are still valid. Nevertheless, from 2017, it will apply to everyone, except under-18 year olds, apprentices and the long-term jobless during the first six months after finding new employment. The idea appears to have voters' backing -- in polls in the run-up to the September election, more than 80 percent were in favour. And a more recent survey found that 56 percent of voters believed the measure would actually strengthen the German economy, while 40 percent thought the contrary. Given the scepticism of Merkel and her conservatives, employers, for one, are hoping to limit what they see as the nefarious effects of the measure on the economy. They have been lobbying for a whole range of exceptions, not least in the formerly communist east of the country where, even 25 years after the fall of the Berlin Wall, wages are still below those in the west. In the end however, Nahles, a Social Democrat, turned a deaf ear to most of the demands when she drew up the draft legislation that has now been approved by cabinet. She opted for a wide application of the mechanism. - No catastrophe for economy - The DIW economic think-tank estimates that on January 1, 2015 when the minimum wage comes into effect, around 4.5 million people in Germany will stand to benefit. Previously, opponents of the move had competed against each other to paint ever bleaker doomsday scenarios, warning that hundreds of thousands of jobs could be destroyed. But even the head of the BDA employers' federation, Ingo Kramer, said in an interview Tuesday that "the minimum wage is in no way a catastrophe" for the economy. Many companies are already paying the level of the minimum wage, he argued. It is primarily the interference of politicians in wage negotiations that is the source of the discontent, Kramer said. Unions agreed, even if they have long supported the idea of a minimum wage. The powerful metalworkers' union IG Metall "has never said 'let the state do it'. We're convinced that the social partners should negotiate pay," its chief Detlef Wetzel said in a recent interview with the weekly Die Zeit. The minimum wage is "an emergency solution for sectors where the social partners are weak, nothing more. That's why we've proposed a solution that keeps the state at arms' length," he said. German Socialists Vote For Participation In New Cabinet
Germany's main centre-left party has voted overwhelmingly to go into government with Chancellor Angela Merkel's conservative Christian Democrats, clearing the way for Merkel to start her third term at the head of a new coalition. The Social Democrats' (SPD) vote on Saturday means the new government can take office on Tuesday. The SPD said that 76 percent of its grassroots members who took part in a postal ballot voted in a referendum in favour of joining a right-left coalition with the conservatives. The ballot of the Social Democrats' nearly 475,000 members caps post-World War II Germany's longest effort to form a government. Party treasurer Barbara Hendricks said a resounding 76 percent backed a left-right coalition pact after a postal ballot among its 475,000 members. The unprecedented, binding referendum, which drew nearly 78 percent turnout, marked an unqualified triumph for SPD chief Sigmar Gabriel, nearly three months after his party's bruising loss to Merkel's Christian Democrats (CDU) in the general election. "I have never seen my party so politically engaged in the 36 years I have belonged to it," a beaming Gabriel said, flanked by the party leadership. "It's been a long time since I was so proud to be a Social Democrat." Cabinet announcement Merkel's Christian Democrats (CDU) and their Bavarian sister party, the Christian Social Union (CSU), won the September 22 election but fell short of a majority. They had spent much of the past three months negotiating a coalition agreement with the SPD, a distant second in September. The leaders of the three parties will announce the 15 members of the cabinet on Sunday. The coalition agreement was due to be signed on Monday and Merkel's new government could be sworn into office on Tuesday, making her only the third chancellor in German post-war history to serve a third term. Finance Minister Wolfgang Schaeuble, one of the main architects of Germany's tough-love response to the eurozone crisis, would stay on, according to media leaks. Meanwhile Gabriel was to head up a "super-ministry" in charge of the economy and Germany's ambitious energy transformation away from nuclear power and toward renewables. Germany appeared poised to tap its first woman as defence minister, Ursula von der Leyen, a mother-of-seven. Gabriel called the rank-and-file vote to rally his often fractious party around the left-right government and drove a hard bargain during the coalition talks, which wrapped up in late November. He extracted concessions including Germany's first national minimum wage, permission for dual citizenship for children of immigrants, restrictions on temporary jobs and a lowering of the retirement age to 63 for those who paid into the system for 45 years.- published: 14 Dec 2013

Tensions have surfaced in Germany's new ruling coalition over how to handle migrants from Bulgaria and Romania. Conservative Bavarian allies of Chancellor Angela Merkel say extra measures are needed to prevent "benefit tourism" in the EU. But the foreign ministry, now run by the centre-left Social Democrats (SPD), warned that questioning freedom of movement was "harmful to Europe". Bulgarian and Romanian workers are now free to get jobs anywhere in the EU. Bulgaria and Romania, the EU's poorest countries, were subject to temporary labour market restrictions when they joined the EU in 2007. Nine countries kept the barriers in place until 1 January. There is much concern in the UK about the possible impact of new EU migrants on the welfare system. The influx of East European migrants after EU enlargement in 2004 was much bigger than UK officials had anticipated. 'Abusive migration' Mrs Merkel's Christian Democrats (CDU), allied with the Bavarian Christian Social Union (CSU), set up a coalition government with the SPD in mid-December. The CSU issued a statement on 29 December calling for extra measures to curb "poverty-driven migration" in the EU. "For Germany we must develop a range of measures to protect our welfare system against abuses," the CSU statement said. "The acceptance of European freedom of movement is threatened by abusive migration targeting the welfare system - but not by justified defensive measures against abuses." It also said: "Europe should not obstruct us if we want to have national regulation of poverty-driven migration. It is disastrous behaviour for Brussels to shut its eyes to this problem and to limit the possibilities for national measures against poverty-driven migration." The CSU wants a re-entry ban for migrants who defraud the welfare system and wants migrants to be barred from making benefit claims during the first three months of their stay. 'Stupid slogans' German Foreign Minister Frank-Walter Steinmeier hit back at the CSU statement in an interview with the German daily Sueddeutsche Zeitung. He said: "European freedoms are the core of our idea of Europe, free movement of workers is an essential part of European integration. "Germany has derived immense benefit from that, and certainly much more than others." He said the arrival of many young jobseekers from southern Europe "helps us and helps the states they come from". Germany's new Europe Minister, Michael Roth of the SPD, said the CSU had "not understood Europe - and clearly doesn't want to either". He accused CSU politicians of trying to bend public opinion with "stupid slogans" which had no validity - whether in a Bavarian beer hall or in Berlin. "That is not the level at which the grand coalition should be working," he added.- published: 02 Jan 2014
