Governor Sonny Perdue signed the statewide Water Plan into law at a press conference today. The plan, which proposed by the Georgia Water Council, will create 11 regions with 25-member water councils to address water concerns in those regions. Gov. Perdue also announced that amid the easing of statewide water restrictions, the filling of swimming pools would once again be on legal ground. Meanwhile legislation that would have limited the EPD's ability to control water in swimming pools was tabled in committee. Amid allegations of misconduct and patient abuse in the state's mental hospitals, Gov. Perdue announced plans Monday to restructure the state Department of Human Resources. Tonight, Lawmakers Bridget Snapp sits down with DHR Commissioner B.J. Walker, director of one of the state's largest agencies. Democrats said today that the property tax rollback in HB 1057 could benefit local school districts. The plan would give a portion of the $300 million dollar State Education Fund to city and county schools in exchange for lower property taxes. Democratic leadership believes this plan, in addition to a Democratic plan to fully fund Georgia's Quality Basic Education Act, will overcome recent cuts to education. Senator David Shafer introduced a bill that will seek to resolve the dispute between Georgia, Tennessee, and North Carolina over the northern border of Georgia. According to Sen. Shafer, the true northern border of Georgia lies along the 35th Parallel. A survey taken in the 19th Century established the border several miles south of that line.Senate Resolution 822 and a companions resolution in the House would create two boundary line commissions to work out a solution with Tennessee and North Carolina. We'll also have Georgia's Presidential Preference Primary Results.

The House and the Senate approved resolutions today that create Georgia-North Carolina and Georgia-Tennessee Boundary Line Commissions. Senate Resolution 822 and House Resolution 1206 create the commissions with the aim to find a way to restore Georgia's contested northern boundary to the 35th Parallel. The Senate voted to allow local communities to vote on Transportation Special Local Option Sales Taxes, T-SPLOST, today. Senate Resolution 845 would allow voters to decide to fund local transportation projects with the special tax. SR 845 now moves to the House. A bill that aims to provide vouchers to students in schools that lose their accreditation was heard by the Senate Education and Youth Committee today. Senate Bill 458 would give vouchers to those students' whose schools have been designated a "needs improvement" school or has lost its accreditation for seven consecutive years. SB 458 remains in committee. Governor Perdue announced his support of a new health record program today. The U.S. Department of Health and Human Services' new electronic record system will provide incentive payments to physicians who use it. Perdue says this system could improve quality of healthcare for over three million Americans. Legislation that is designed to address concerns raised over the long delays in the Brian Nichols trial was introduced today. House Bills 1251, 1252, and 1253 address state funding for criminal defense and also specify that senior judges shall not serve on death penalty cases.

The House this morning voted to reconsider it's action on House Resolution 413. Because the measure seeks to amend the State Constitution to declare English the official language of the State of Georgia, it requires a 2/3 majority vote. The reconsideration motion succeeded and the legislation returns to House Special Rules. The "border war" with Tennessee took on a comic note this morning. Mayor Ron Littlefield of Chattanooga sent a truckload of bottled water to the State Capitol. The so-called "gift" is intended to poke fun at resolutions passed last week seeking to change the state line to get a stretch of the Tennessee River. Senate Resolution 822 and House Resolution 1206 both create a Boundary Line Commission to study to accurately survey and correctly mark Georgia's borders with Tennessee and North Carolina. It all started back in 1818 when a faulty survey set Georgia's border, not at the 35th parallel where Congress set it, but one mile south. Lawmakers Sandra Parrish has the latest. Legislation that opens the door for Cancer Treatment Centers of America to open a metro Atlanta facility passed the Senate today. 23 Senators voted against Senate Bill 433, although none spoke against it. Because the provision would make destination hospitals subject to certificate of need requirements, there is a fear that these types of treatment centers will take resources from existing hospitals. Secretary of State Karen Handel has opened an investigation of the Clayton County School Board after allegations of impropriety. The Southern Association of Colleges and Schools said two weeks ago that Clayton County Schools are "fatally flawed" and recommended the 52,800 student district lose its accreditation September 1, unless it makes some serious changes. The 9 member school board has come under accusations of foul play and Governor Sonny Perdue has appointed Secretary Handel to investigate its actions. Lawmakers Bridget Snapp reports. The Senate Education and Youth Committee unanimously passed a bill that they believe could decrease the dropout rate among Georgia high school students. Senate Bill 257, the "Dropout Deterrent Act" is sponsored by Senator Vincent Fort. Lt. Governor Casey Cagle was "roasted" last night by colleagues for the benefit of the TEAM Georgia Foundation and the Herb Emory Victim's Assistance Fund. We'll have the highlights.

Building good relations with local Native Americans Hualapai Nation and white settlers, he discovered the Crossing of the Fathers, Lee's Ferry in 1858 and Pierce Ferry (later operated by, and named for, Harrison Pierce) -- the latter two the only two sites suitable for ferry operation.[citation needed] He also acted as an advisor to John Wesley Powell before his second expedition to the Grand Canyon, serving as a diplomat between Powell and the local native tribes to ensure the safety of his party.
