Russia has violated a key arms control treaty by testing a nuclear cruise missile, the US government says.
Russia tested a ground-launched cruise missile, breaking the Intermediate-Range Nuclear Forces Treaty signed in 1987 during the Cold War, the US said.
A senior US official did not provide further details on the alleged breach, but described it as \

Israel continued to fire rockets across the Gaza Strip on Saturday morning, as the Palestinian death toll topped 120.  A large explosion caused by an Israeli airstrike on Saturday morning created chaos on the streets of Khan Younis, in the Southern Gaza Strip. Dozens of locals were running away from the damaged site, which was quickly surrounded by smoke.  A rocket also hit the house of Hamas militant leader Yehiya al-Sinwar from the group\'s military wing Al Qassam Brigades.  There were no casualties in the attack, according to health officials in Gaza.

The UN General Assembly has voted to upgrade Palestinians' diplomatic status to a "non-member observer state," thus implicitly recognizing a Palestinian state. This comes despite strong opposition from the US and Israel. The Palestinian bid has been upheld with 138 votes in favor, 9 against and 41 abstentions. Addressing the General Assembly on Thursday Palestinian President Mahmoud Abbas said the historic vote was the last chance to save the two-state solution. He also told the meeting that it "is being asked today to issue the birth certificate of Palestine." In his speech Abbas mentioned Israel's deadly assault on Gaza that took place this month and stressed that the Palestinians would accept "no less than the independence of the state of Palestine with East Jerusalem as its capital." UN Secretary-General Ban Ki-moon has urged the parties to renew their commitment to negotiating a peace deal. However the US Ambassador to the UN, Susan Rice said the UN's vote on the Palestinians' status places further obstacles in the path of peace. "Today's grand pronouncements will soon fade and the Palestinian people will wake up tomorrow and find that little has changed," she told the assembly with a somber voice. "This resolution does not establish that Palestine is a state." The vote could be seen as an embarrassing defeat for Washington, which has always been a staunch ally of Israel. UN move to upgrade Palestinians' diplomatic status is a strong gesture of support to the Palestinians which could help end the stalemate in the Israeli-Palestinian conflict, Russia's UN Ambassador Vitaly Churkin told RT. "We think it's very important to make sure that it can be used as a stepping stone for restarting the negotiations between the Israelis and the Palestinians." The international community is fed up with the conflict, he said. "Countries in the United Nations believe that dramatic steps need to be taken in order to have this conflict resolved." The Palestinian bid to join the global body as a full member state failed in 2011 due to lack of support at the UN Security Council. To get the "non-member observer state" status, the Palestinians only needed a simple majority at the 193-member General Assembly, such status is already held by the Vatican. Among many other nations the Palestinian bid for an upgraded diplomatic status was backed by a number of EU states, including France, Spain, Denmark, Portugal and Austria. The bid had overwhelming support from developing nations. The nations who voted against the upgrade of Palestinian status were the United States, Israel, Canada, the Czech Republic and Panama. The notion of Palestinian statehood was also objected to by several Pacific island nations, the Marshall Islands, Micronesia, Nauru and Palau. The Palestine Liberation Organization, the umbrella group of various Palestinian factions, had previously had only "permanent observer" status at the UN. The new status now grants the Palestinians more weight in peace talks with Israel and gives it a greater chance of joining UN agencies and the International Criminal Court (ICC). Joining the ICC would give the Palestinians greater legal basis for pursuing possible war-crimes prosecutions against the Israeli military. However despite the support, the French Foreign Minister has warned Palestinians against pursuing Israel in the International Criminal Court, calling such a move "counter-productive." Following the announcement, Palestinians erupted in celebrations, hugging each other, waving flags and setting off fireworks. A crowd of at least 2,000 poured onto a square in the West Bank city of Ramallah. Joyful crowds also gathered in the isolated Gaza Strip, which was the scene of recent fighting between Palestinians and the Israeli Defense Force. "It's a great feeling to have a state, even if in name only," a civil servant Mohammed Srour told AP in Ramallah. "The most beautiful dream of any man is to have an independent state, particularly for us Palestinians who have lived under occupation for a long time.''

The bilateral agreement banned medium-range missiles with ranges between 500 and 5,500 km (300 to 3,400 miles). The US claims come at a time of heightened tensions between the two sides, with the US criticising Russia for its alleged involvement in the conflict in Ukraine. 'Prohibited items' A senior US official, who was not named, said in a statement that the testing of the missile was "a very serious matter which we have attempted to address with Russia for some time now". "We encourage Russia to return to compliance with its obligations under the treaty and to eliminate any prohibited items in a verifiable matter," the official added. US President Barack Obama has written to Russian leader Vladimir Putin over the matter, officials say. Leaders are hoping for results by pumping up the pressure on Russia. Song Ji-sun reports. The leaders of the United States and a handful of European nations have made clear their "determination to act" against Russia. Following a conference call on Monday, U.S. President Barack Obama, German Chancellor Angela Merkel, French President Francois Hollande, British Prime Minister David Cameron and Italian Prime Minister Matteo Renzi agreed to place additional, as yet unspecified, sanctions on the Russian economy this week. Western leaders are increasingly certain that Russian President Vladimir Putin has strong links to the downing of Malaysia Airlines Flight 17... due to his support for pro-Russia separatists in eastern Ukraine. The leaders also called for unrestricted access to the MH-17 crash site. Washington says its intel shows Moscow is continuing to transfer heavy weaponry and fighters across the border to aid pro-Russia separatists, and has stationed Russian troops near the border in possible preparation for a further incursion into Ukraine. The Tor missile system (Russian: "Тор"; English: torus[1]) is an all-weather low to medium altitude, short-range surface-to-air missile system designed for engaging airplanes, helicopters, cruise missiles, precision guided munitions, unmanned aerial vehicles and short-range ballistic threats (Anti-Munitions). Originally developed by the Soviet Union under the GRAU designation 9K330, the system is commonly known by its NATO reporting name, SA-15 "Gauntlet". A navalized variant was developed under the name 3K95 "Kinzhal", also known as the SA-N-9 "Gauntlet". Tor was also the first air defence system in the world designed from the start to shoot down precision guided weapons like the AGM-86 ALCM.[2] The development of the Tor missile system started on the 4th of February 1975, in response to the directives of the Central Committee of the CPSU. Initiated as a successor to the 9K33 Osa (NATO reporting name SA-8 "Gecko"), development on the land based version was conducted in parallel with a navalized variant of the system (3K95 Kinzhal/SA-N-9 "Gauntlet), to be installed on a number of upcoming ship classes, including the Kirov class battlecruisers,[2] and retrofitted onto older ships. Responsibility for development was given to the Antey design bureau headed by V.P. Efremov, the missiles designed by MKB Fakel under P.D. Grushin and the Altair design bureau headed by S.A. Fadeyev responsible for development of Kinzhal.[2] All the developers and manufacturers of the Tor missile system would become unified into Almaz-Antey in 2002.[3] The project was given strict design specifications to meet; Tor had to provide extended detection and tracking of fast, low radar cross section targets and be capable of quickly and efficiently dealing with massed air raids, whilst providing a high degree of automation and integration with other air defence assets.[4] In order to meet these demanding specifications, the designers used a variety of new technologies, including advanced phased array radar for improved detection and tracking performance, enhanced digital information processing, and vertically launched missiles to improve reaction time and increase the number of readily available munitions. After a period of testing and evaluation between December 1983 and December 1984, the land based system was accepted into service on March 19, 1986. Despite starting testing earlier than its terrestrial counterpart, the naval variant, Kinzhal, had a more protracted development.[2] After an extended testing period using a Project 1124 Grisha class corvette (including the engagement and destruction of four P-5 Pyatyorka (SSC-1a Shaddock) anti-ship missiles in 1986[5]) Kinzhal finally entered service in 1989. The Armed Forces of the Russian Federation (Russian: Вооружённые Си́лы Росси́йской Федера́ции, tr. Vooruzhonnije Síly Rossíyskoj Federátsii) are the military services of Russia, established after the dissolution of the Soviet Union. On 7 May 1992, Boris Yeltsin signed a presidential decree establishing the Russian Ministry of Defence and placing all Soviet Armed Forces troops on the territory of the RSFSR under Russian control.[3] The commander-in-chief of the armed forces is the president of Russia. Although the Russian armed forces were formed in 1992, the Russian military dates its roots back to the times of the Kievan Rus'. The number of troops is specified by decree of the President of Russia. On 1 January 2008, a number of 2,019,629 units, including military of 1,134,800 units, was set.[4] In 2010 the International Institute for Strategic Studies (IISS) estimated that the Russian Armed Forces numbered about 1,040,000 active troops and in the region of 2,035,000 reserves, (largely ex-conscripts)[1] but a significant military reform is underway which will cut the number of active troops. According to SIPRI, Russia spent nearly $72bn on arms in 2011. Russia is planning further increases in its military spending, with draft budgets showing a 53% rise in real terms up to 2014.
