A Resident, or in full Resident Minister, is a government official required to take up permanent residence in another country. A representative of his government, he officially has diplomatic functions which are often seen as a form of indirect rule.
This full style was common as a diplomatic rank for the head of a mission ranking just below envoy, usually reflecting the relatively low status of the states of origin and/or residency, or else difficult relations.
On occasion, the Resident Minister's role could become extremely important, as when in 1806 the Bourbon king Ferdinand IV fled his kingdom of Naples, and Lord William Bentinck, the British Resident, was the author of a new and relatively liberal constitution.
Residents could also be posted with shadowy governments. For instance, the British sent Residents to the Mameluk Beys who ruled Baghdad province as an autonomous state in the north of what is now Iraq, until the Ottoman sultans regained control over it and its Wali (governor).

Shaker Aamer is a Saudi Arabian citizen and the last British resident held by the United States in the Guantanamo Bay detention camps, in Cuba. He was captured in Jalalabad, Afghanistan, on 24 November 2001 and was brought to Guantánamo on 14 February 2002, where he has now been held for 10 years, 4 months and 13 days.
According to documents published in the Guantanamo Bay files leak, the US military Joint Task Force Guantanamo believed in November 2007 that Aamer had led a unit of fighters in Afghanistan, including the Battle of Tora Bora, while his family was paid a stipend by Osama bin Laden. The file asserts past associations with Richard Reid and Zacarias Moussaoui.Clive Stafford Smith a human rights lawyer said the leaked documents would not stand up in court. He pointed out that part of the evidence comes from an unreliable witness and that confessions Aamer made had been obtained through torture. Mr Aamer’s father-in-law, Saaed Ahmed Siddique, said: "All of these claims have no basis. If any of this was true he would be in a court now." The Bush administration acknowledged later that it had no evidence against Aamer.
David Mansfield (born September 13, 1956, Pittsburgh, Pennsylvania, United States) is an American violinist, mandolin player, guitarist, pedal steel guitar player, and composer.
Raised in Leonia, New Jersey, his first band was Quacky Duck and His Barnyard Friends, which also included two sons of Tony Bennett.
Bob Dylan asked Mansfield to tour with him on his 1975 Rolling Thunder Revue tour; he remained in Dylan's band through their 1978 world tour.
After the Revue ended in 1976, Mansfield and two other members of Dylan's band, T-Bone Burnett and Steven Soles, formed The Alpha Band. The band released three albums, The Alpha Band in 1977, Spark In The Dark in 1977, and The Statue Makers of Hollywood in 1978.
In 1986 Mansfield was an initial member of Bruce Hornsby and the Range, including playing the title instrument on the hit "Mandolin Rain". However he left the Range before their first tour.
Since The Alpha Band broke up, Mansfield has continued to work as a musician in sessions for Dylan, Burnett, Johnny Cash, Nanci Griffith, Roger McGuinn, Sam Phillips, Mark Heard, The Roches, Edie Brickell, Spinal Tap, Lucinda Williams, Dwight Yoakam, Victoria Williams, Loudon Wainwright III, Chris Hillman and Herb Pedersen and others.
Andy Sheppard (born 20 January 1957) is a British jazz saxophonist and composer. He has been awarded several prizes at the British Jazz Awards, and has worked with some notable figures in contemporary jazz, including Gil Evans, Carla Bley, George Russell and Steve Swallow.
Sheppard was born in Warminster, Wiltshire, England, in 1957. At the age of 19 he emerged as a musician in the Salisbury-based contemporary quartet Sphere in the late 1970s, gigging only three weeks after picking up the saxophone. He honed his skills in the wine bars and jazz clubs of the UK and Europe in the early 1980s. He also played with world music groups and with more established improvisers such as Keith Tippett. While still with Sphere, Sheppard moved to Paris, working with French bands Lumière and Urban Sax.
In the mid-1980s Sheppard returned to the UK, playing often on Ki Longfellow-Stanshall's and Vivian Stanshall's Bristol, England-based Old Profanity Showboat, and released his self-titled debut solo album, featuring Randy Brecker and Steve Swallow, who also produced the album. The record was well received and led to Sheppard being awarded the Best Newcomer prize at the 1987 British Jazz Awards, followed by the Best Instrumentalist Award in 1988. '87 also saw Sheppard join George Russell's Living Time Orchestra and tour with Gil Evans.
