Under the government's new government restructuring plans, more than a dozen maritime police agencies across Korea will soon be referred to as maritime safety agencies. Four others will become local maritime safety headquarters. The Ministry of Security and Public Administration says the Coast Guard's investigation and information duties will be taken over by the National Police Agency, and the National Safety Office will be in charge of surveillance, safety, and pollution prevention. BREAKING NEWS - North and South Korea exchange fire across maritime border
The two Koreas traded live fire into the sea across their disputed maritime border on Monday, after Seoul said a North Korean military exercise dropped shells into South Korean waters. "Some of the shells fired by North Korea dropped in our area and our side responded with fire," a spokesman for the South Korean Joint Chiefs of Staff (JCS) told AFP. There was no indication that either side was firing at any particular target. Officials on the South Korean border islands of Yeonpyeong and Baengnyeong said residents were being evacuated to shelters as a precaution. The North Korean live fire exercise began at 12:15 pm (0315 GMT) and the South began responding with its own volley of artillery shells within 30 minutes. "For the moment, both sides are firing into the sea," the JCS spokesman said. North Korea regularly conducts live-fire drills but, in an unusual move, it had notified the South of Monday's exercise in advance. The JCS had immediately warned it would respond in the event of any shells falling on its side of the border. The Yellow Sea boundary is an extremely sensitive region that has been the scene of brief but bloody clashes in the past. In November 2010, North Korea shelled Yeonpyeong island, killing four people and triggering concerns of a full-scale conflict. "The aim is to threaten us and rack up tension on the Yellow Sea border and the overall Korean peninsula," South Korean Defence Ministry spokesman Wi Yong-Seop told reporters before the North Korean drill began. "The fact that they sent a message to us indicates their hostile intention," Wi said. -- 'New form' of nuclear test -- The exchange of fire came a day after North Korea threatened to carry out a "new form" of nuclear test -- seen as a possible reference to efforts to build a nuclear warhead small enough to fit on a ballistic missile. Pyongyang has carried out a series of rocket and short-range missile launches in recent weeks, in a pointed protest at ongoing annual South Korea-US military exercises. On Wednesday it upped the ante by test-firing two mid-range ballistic missiles capable of striking Japan. It was the first medium-range missile launch since 2009 and coincided with a trilateral summit attended by the South, the United States and Japan that focused on presenting a united front to the dangers posed by Pyongyang's nuclear ambitions. UN resolutions prohibit the North from firing any ballistic missiles and the UN Security Council said it would consider taking "appropriate" action -- a response that triggered the North's "new" nuclear test threat. North Korea has conducted three nuclear tests, the most recent -- and most powerful -- in February last year. Most experts believe it is still some way from mastering the technology required to build a miniaturised warhead -- a development that would be seen as a game-changer in assessing the North's nuclear arms capabilities. The de-facto maritime boundary between the two Koreas -- the Northern Limit Line -- is not recognised by Pyongyang, which argues it was unilaterally drawn by US-led United Nations forces after the 1950-53 Korean War. And in waters off Korea's southwestern coast... search-and-rescue operations are well into the ninth day, but not a single survivor has been found since the ferry capsized last Wednesday morning. For the latest, we now go live to our Song Ji-sun , at Paengmok-hang Harbor - just 20 kilometers from the accident site. Ji-sun. TODAY was the most critical day in terms of the search-and-rescue operation, as the currents in the area are forecast to get stronger. Sixteen more bodies were recovered on Thursday -- and the death toll now well exceeds the number of survivors... standing at 1-hundred-75... with 1-hundred-27 still missing underwater. The divers focused their search on the third floor where the cafeteria is... but did not recover as many victims as they hoped for. The search also focused on the fourth level of the ship, where the cabins of most Danwon High School students were located. Divers also said there were no air pockets present inside the sunken ferry... thinning the chance of possible survivors after the ship submerged completely underwater. You also told us earlier that there was a row between families of the missing and the authorities there. Can you tell us more? Exhausted and angry parents of the Danwon High School students are showing very, very strong distrust of the ongoing search-and-rescue operation. They are now speaking with the oceans minister who arrived at the site over four hours ago... questioning whether there was enough done in search operations today. The parents want more diving distance lines to be installed on the fourth deck of the sunken ferry where most students are expected to be... and that more private divers are brought into the operation. Families of the missing are convinced that the authorities did not go forward with the rescue operation as they had been told... and it is pretty certain, at this point, that private divers who volunteered to participte in the rescue operation -- have pulled out after conflicting with the navy and marine divers. Parents want them back as they think there are not enough divers out there to go underwater and search for -- what the parents now say -- are the bodies of their children. The oceans minister and the coast guard chief have been consistently saying that they are doing all that they can, and are making use of every possible asset,... but parents are not believing what they are saying... anymore. One hundred-eighty-one people have now been confirmed dead in the sinking of the ferry and one-hundred-twenty-one others remain missing. In waters off Korea's southwestern coast... where the accident happened.. search-and-rescue operations are now into the tenth day. Not a single survivor has been found since the ferry capsized last Wednesday morning. For the latest, we now go live to our Song Ji-sun , at Paengmok-hang Harbor - the nearest point of land to the accident site. Ji-sun. The rescue operation continues... although currents in the area are forecast to get stronger again from today. Twenty-two more bodies were recovered from Thursday to this morning-- and the death toll now well exceeds the number of survivors... standing at 1-hundred-81... with 1-hundred-21 still missing underwater. The divers focused their search on the third floor where the cafeteria is...and on the fourth level of the ship, where the cabins of most Danwon High School students were located. Divers also said there were no air pockets present inside the sunken ferry...reducing the chance of possible survivors after the ship submerged completely underwater. But the search will continue... as parents of the missing have requested the ferry not to be lifted out of water until every body is recovered from underwater. Five cranes are on stand-by but no one assumes the lifting will take place any time soon. And, Ji-sun,... we understand that the families' frustration with the search operation has boiled over... there was a row between the parents and the authorities there. Can you tell us more? Yes,... exhausted and angry parents of the Danwon High School students are showing very, very strong distrust of the ongoing search-and-rescue operation. They sat down with the oceans minister and the coast guard commissioner from Thursday evening... questioning him for hours about whether enough was... and is.. being done. The parents want more diving distance lines to be installed on the fourth deck of the sunken ferry where most students are expected to be... and they are demanding more civilian divers be brought into the operation. Families of the missing are convinced the authorities did not go forward with the rescue operation as they had been told... and it's pretty clear, at this point, that private divers who volunteered to take part in the rescue operation -- pulled out after conflicting with the Navy and marine divers. Parents want them back in the water as they think there are not enough divers out there to recover the bodies of their children. There are also allegations the authorities only allowed a certain private company to dive.... and that company reportedly has links to the ferry's operator Cheonghaejin. The oceans minister has been talking with the families since around 5.p.m. Thursday afternoon... and the parents are demanding he stay on site until the last student is brought back on shore. They are not allowing press inside the tent... but some parents are reportedly out on the waters on the barge where divers engage in search operation... and are demanding each and every process is reported to them immediately, on-site. North Korea announced early on Monday that it would hold live-fire drills in seven parts of the border area. South Korea says it returned fire after North Korean shells landed in its territorial waters. The area has been a flashpoint between the two Koreas. In late 2010, four South Koreans were killed on a border island by North Korean artillery fire. Earlier that year, a South Korean warship sank near the disputed border with the loss of 46 lives. Seoul says Pyongyang torpedoed the vessel but North Korea denies any role in the incident. The UN drew the western border after the Korean War, but North Korea has never recognised it. Missile tests The live-fire exercises were announced by North Korea in a faxed message from its military to the South's navy. The exercises would take place in seven border areas, the message said. South Korean had warned of immediate retaliation if any ordinance crossed the border. In November 2010, North Korea fired shells at the border island of Yeonpyeong, killing two marines and two civilians. It said it was responded to South Korean military exercises in the area. The latest incident comes days after North Korea test-fired two medium-range Nodong missiles over the sea, its first such launch since 2009. Late last week, the UN Security Council condemned the launch and said it was considering an "appropriate response". That launch followed a series of short-range missile tests, seen as a response to the current US-South Korea annual military exercises. Over the weekend, North Korea also threatened to conduct a "new form" of nuclear test.
