World leaders cancel G8 Sochi summit, warn Russia of tougher sanctions

It's the first time since Russia joined the G8 in 1998 that it will have been shut out of the annual summit of industrialised countries. As a response to Russia's annexation of the Crimean peninsula, G7 leaders agreed on Monday to hold their own summit in Brussels in June, instead of attending a G8 meeting originally set to take place in the Olympic city of Sochi. Meeting in the sidelines of a nuclear security summit in The Hague on Monday, without Russia, the G7 leaders also suspended their participation in the G8 until Moscow changes course. "We have decided to cancel the G8 in Sochi and we are going to organize a G7, so without Russia, in Brussels, around the same dates. I think this is a very strong political message that this kind of behaviour can not be tolerated, that we need to respect the integrity and, of course, the independence of a country, a European country like Ukraine. I can tell you that around the table, with the other G7 leaders, I have seen a great determination of all those countries including countries like Japan, Canada or of course United States, in terms of expressing their solidarity to Ukraine and their support to Ukraine and the condemnation of the actions by Moscow." European Commission President José Manuel Barroso said. European leaders agreed late last week to impose sanctions against 33 Ukrainians and Russians, including freezing assets and visa bans. Both the US and the EU have also warned Russian President Vladimir Putin that there will be additional measures if Moscow does not change course. "(...)How we can prevent Russia to go further distabilising Ukraine and how can we take measures, if there are next steps in this kind of distabilisation measures, restrictive measures, sanctions and so on. There are further steps which deteriorated the situation, then we'll envisage even economic sanctions, we asked the European Commission to prepare all this, so this will be the topic, Ukraine, at the G7 meeting.' said European Council president Herman Van Rompuy. G7 leaders also urged the International Monetary Fund to reach an agreement with Ukraine to unlock urgently needed financial aid for the country's shattered economy.

Leaders of the G7 industrial nations meeting in Brussels say they are prepared to impose further sanctions on Russia over its actions in Ukraine. A joint statement condemned Moscow for its "continuing violation" of Ukraine's sovereignty. The G7 summit is the first since Russia was expelled from the group following its annexation of Crimea in March. On Thursday, leaders are set to discuss the global economic outlook, climate change and development issues. Although Russian President Vladimir Putin is not at the Brussels summit, he will hold face-to-face talks with some G7 leaders - not including US President Barack Obama - in Paris afterwards. However, both Mr Putin and Mr Obama will attend a ceremony commemorating the 70th anniversary of the D-Day landings in France on Friday. While in Poland on Wednesday, President Obama warned Moscow against what he called its "dark tactics" in Ukraine. Diplomacy has intensified to try to resolve the biggest crisis in years between Russia and the West, says the BBC's Chris Morris in Brussels.Angela Merkel said tougher sanctions against Russia were an option 'Further destabilisation' G7 leaders gathered in Brussels on Wednesday evening for the summit's opening dinner. "We are united in condemning the Russian Federation's continuing violation of the sovereignty and territorial integrity of Ukraine," the leaders said in a joint statement. "We stand ready to intensify targeted sanctions and to consider meaningful additional restrictive measures to impose further costs on Russia should events so require." German Chancellor Angela Merkel told reporters: "We can't afford a further destabilisation of Ukraine." "We have made clear that we want to continue with our three-step approach - support Ukraine in economic issues, talks with Russia, and should there no progress on all those issues... the possibility of sanctions, tougher sanctions, remains on the table," she said. Earlier, UK Prime Minister David Cameron said he expected the G7 to send a clear message of support for Ukraine. The summit was originally to have been held in the Russian city of Sochi. Speaking in Warsaw to mark 25 years since the fall of communism in Poland, Mr Obama hailed Polish democracy as a beacon for neighbouring Ukraine. He also met Ukraine's President-elect Petro Poroshenko, and pledged support for plans to restore peace to the country.Earlier Mr Obama met Mr Poroshenko, and called him a "wise selection" for leader of Ukraine But he also condemned what he called Russian "aggression" in eastern Ukraine, "How can we allow the dark tactics of the 20th Century to define the 21st?" he said. Meanwhile, on the ground in Ukraine, separatist rebels have taken two military bases in the eastern region of Luhansk.The chairman of the Donetsk People's Republic told the BBC's Steve Rosenberg there was a full-scale civil war in Ukraine Separatists seized a border guard base after days of combat, and a National Guard base after an attack which began on Tuesday. Fighting continues near the towns of Krasny Liman and Sloviansk in neighbouring Donetsk region. The Group of Seven (G7) was an unofficial forum which brought together the heads of the richest industrialized countries: France, Germany, Italy, Japan, the United Kingdom, the United States and Canada starting in 1976. The G8, meeting for the first time in 1997, was formed with the addition of Russia. In addition, the President of the European Commission has been formally included in summits since 1981. The summits were not meant to be linked formally with wider international institutions; and in fact, a mild rebellion against the stiff formality of other international meetings was a part of the genesis of cooperation between France's President Giscard d'Estaing and West Germany's Chancellor Helmut Schmidt as they conceived the initial summit of the Group of Six (G6) in 1975. The G8 summits during the 21st-century have inspired widespread debates, protests and demonstrations; and the two- or three-day event becomes more than the sum of its parts, elevating the participants, the issues and the venue as focal points for activist pressure. The summit was intended as a venue for resolving differences among its members. As a practical matter, the summit was also conceived as an opportunity for its members to give each other mutual encouragement in the face of difficult economic decisions. The overall theme of the summit was ways to reduce poverty. Topics discussed at the meeting included an evaluation of the Enhanced HIPC Initiative which involved debt forgiveness to Heavily Indebted Poor Countries, the Global Health Fund, the global digital divide, the environment and food security. Although the main summit was from July 20 to the 22nd, the summit was preceded by a meeting of the G8 foreign ministers on the 18th and 19th. The summit was overshadowed by riots in the city after a crackdown by police targeting anti-globalisation groups and the death of a 23 year-old Carlo Giuliani, leading some to talk of a deliberately followed strategy of tension.

EU leaders and the international community have strongly condemned Russia's invasion of the Ukrainian region of Crimea, after thousands of Russian troops seized control of the area over the weekend. Ukraine already mobilised for war on Sunday. EU foreign affairs ministers are meeting on Monday in Brussels to seek for a common response to the crisis, which has already been dubbed the biggest confrontation between Russia and the West since the fall of the Soviet Union in the late '90. Describing Russia's actions as something ' unthinkable in the 21st century in Europe', European Commission president Jose Manuel Barroso urged Russia to respect Ukraine's unity and sovereignty and to guarantee peace in the region. "Many contacts have taken place with the Ukrainian authorities and also the Russian authorities because we believe it is very important to show our commitment to the sovereignty of Ukraine. (...) We are working in the economic field as a matter of urgency trying to articulate with our partners internationally support for that country but also politically to do everything that we can to avoid escalation, to avoid the lack of respect for the sovereignty of Ukraine and I believe this is shared by all European countries. We will see this today when they meet at foreign affairs, ministers' level." said European Commission president Jose Manuel Barroso during the "New Narrative for Europe" event in Berlin on Monday. In an initial response to the Ukrainian crisis, the European Union confirmed on Monday that, together with the other G7 members, it will not participate in the upcoming G8 summit to be held in Sochi next June. But while the U.S has threatened Russian President Vladimir Putin to economically isolate Russia, diplomats say that Europe will most likely only play a mediating role between Moscow and Kiev. "Russia's actions contravene the values under which the G7 and the G8 operate, we have decided with the other members of the G7 to suspend our participation in the activities associated to the upcoming G8 meeting in Sochi." said European Commission spokesperson Pia Ahrenkilde Hansen Russia is the EU's most important trading partner after the United States and China, with European businesses exporting €123 billion in 2012. It is also the EU's most important supplier of energy products, accounting for more than a quarter of all EU consumption of oil and gas.

But as our foreign affairs correspondent Hwang Sung-hee reports... his sincerity is once again in question... after a high-level Japanese official called for a new statement on the comfort women issue. Visiting the Anne Frank House museum in Amsterdam on Sunday, Japanese Prime Minister Shinzo Abe stressed the importance of preserving history for the next generation. "We would like to face the historical facts in a humble manner, but also, we like to pass on the lessons and the facts of history to the next generation." The Anne Frank House is where the German-born Jewish girl kept a diary of her life in hiding before she died in a Nazi concentration camp. Abe's visit to one of the best-known memorials to the victims of the holocaust is being seen as a diplomatic move ahead of his first official meeting with his South Korean counterpart. President Park Geun-hye has been refusing to meet Abe, until just days ago, when he vowed to uphold Japan's landmark apology issued in 1993 to the victims of its wartime sexual enslavement during the Second World War. South Korea, Japan and the United States will meet for a trilateral summit on the sidelines of the Nuclear Security Summit, which Tokyo hopes will serve as an occasion to thaw relations with Seoul. "Since it will be my first official meeting with President Park, I hope it will be our first step towards building a future-oriented bilateral relations." But a comment made by Abe's special advisor, Koichi Hagiuda, is once again raising eyebrows about Japan's sincerity. Referring to a recent row between Japan and Korea over a reported plan to revise the 1993 apology, Haguida stressed Abe did not deny the possibility of issuing a new statement over the matter. He said Tokyo should consider issuing a new political statement on the so-called "comfort women" issue, if fresh findings emerge while the government verifies how the apology was prepared. South Korea's foreign ministry said it was inappropriate for a high-level Japanese official to deny the recent pledges made by Abe and urged Tokyo to reaffirm its stance. Leaders of the G7, the group of seven industrialized democracies, are hailing Ukraine's recent election as an opportunity for peace and calling on Russia to open dialogue with the new government. VOA's Luis Ramirez reports. The G7 summit highlighted the dilemmas that European governments face in deciding whether to apply tougher sanctions against Russia if it does not stop destabilizing Ukraine. At a joint news conference with British Prime Minister David Cameron, President Obama said he understands what he said are the real economic consequences on countries that have extensive trade ties with Russia, but indicated those have to be weighed against the values and principles that Russia has violated. "The choice is clear: Europeans have to stand up for those ideals and principles even if it creates some economic inconvenience." The president said the U.S. is looking at sanctions that would maximize the consequences on Russia but minimize the adverse effects on the economies of G7 nations. Luis Ramirez, VOA news, Brussels. Gunmen believed to be Boko Haram militants have shot dead dozens of people in northeastern Nigerian -- the fourth such massacre reported this week. A local source tells VOA that men wearing military uniforms entered the Borno State village of Bardari on Wednesday and asked people to come listen to a preacher. The source says when the villagers gathered, the men opened fire. Militants have killed thousands of people over the past five years in attacks on schools, churches, mosques, bus stations and other public places. Boko Haram is also holding more than 200 schoolgirls it kidnapped from the town of Chibok back in April. Suspected al-Qaeda militants have attacked a military checkpoint in southern Yemen, killing at least 14 soldiers. Yemeni security officials say other soldiers were wounded in the attack, which took place on Thursday near a village in Shabwa province. Iraqi militants [attacked] launched an attack, that is, on the northern city of Samarra, killing at least seven -- they were policemen -- before being repelled by helicopter gunships. Military officials say the assault began Thursday when militants advanced on the town in pick-up trucks, attacking checkpoints and police stations. After entering the city, the rebels took control of several areas, sparking heavy clashes resulting in casualties on both sides. President Obama says he makes "no apologies" for seeking the release of former Taliban prisoner Bowe Bergdahl in exchange for five Taliban leaders -- a deal that has sparked a backlash for the Obama administration. Mr. Obama told reporters Thursday he had a duty as commander in chief of the U.S. military to bring Sergeant Bergdahl home. He said his administration saw an opportunity and seized it, noting he was concerned Bergdahl's health was deteriorating. Meantime, the U.S. Department of Defense says Bergdahl's health is improving as he recuperates at a U.S. military hospital in Germany. Pentagon spokesman Colonel Steve Warren: "He remains in stable condition. His health continues to improve daily. He is conversing with medical staff and becoming more engaged in his treatment plan. He is resting better and showing signs of improvement." Taliban freed Bergdahl last weekend after five years in captivity. The militant group captured him in 2009 soon after his arrival in Afghanistan. Israel announced plans to build about 1,500 more settlement homes in the West Bank and East Jerusalem in response to Palestinians' formation of a unity government. Housing minister Uri Ariel says the move is an Israeli government response to the establishment of a Palestinian government that includes Hamas, which it considers a terrorist organization. Ehab Bessaiso is Palestinian government's spokesperson: "Within the international recognition of the new Palestinian government, the Israeli government continues its measures on the ground [by approved] by the approval of building new settlements in the West Bank. We are the Palestinian government. We condemn the approval of building new settlements and we believe that this is undermining the international effort towards achieving a peaceful solution based on a two-state solution." Palestinians oppose Israeli construction on land that they want a part of as a future state. Chinese state media says 81 people have been sentenced as part of an anti-terrorism crackdown in the far northwestern region of Xinjiang. Japanese Prime Minister Visits Anne Frank Museum

Japanese leader Shinzo Abe has visited Amsterdam's Anne Frank House museum, weeks after 300 copies of her famous diary were vandalised in Tokyo. Mr Abe said he made the visit "to encourage peace in the entire international community". A suspect is in custody for vandalising the books, but his motive is not known. Mr Abe was lambasted by Seoul and Beijing last December for visiting a Tokyo shrine to dead Japanese soldiers, including convicted WW2 criminals. Anne Frank's diary was written during World War Two, while the teenager hid from the Nazis in occupied Amsterdam. The book made her a symbol of the suffering of Jews during the war. Mr Abe's grandfather, Nobusuke Kishi, was minister of industry for much of the war. He was arrested after Japan's surrender but was never charged and went on to serve as prime minister. Speaking at the Amsterdam museum, Mr Abe noted the "deep connection" between Japan and the Anne Frank diary, and the fact that many Japanese visit the museum. "Looking ahead to the many years of the 21st Century I would like to ensure that we will never see the same things happening, and I share the responsibility of realising this goal," he said. Mr Abe is in the Netherlands for a Nuclear Security Summit and a G7 meeting on the crisis in Ukraine. He is also due to hold talks with South Korean President Park Geun-Hye hosted by US President Barack Obama after the nuclear summit.
