A hurricane warning was issued for part of North Carolina\'s coast late Wednesday as Tropical Storm Arthur moved northward, threatening Fourth of July plans across the eastern seaboard.

Dare County officials ordered a mandatory evacuation for residents and visitors on Hatteras Island shortly after the National Weather Service issued the hurricane warning for Surf City, N.C. north to Duck. A tropical storm watch was in effect for parts of Florida and South Carolina.

The storm\'s maximum sustained winds late Wednesday were near 70 mph. The U.S. National Hurricane Center said Arthur was expected to strengthen and become a hurricane by Thursday.

With the July Fourth weekend on the horizon, the Atlantic hurricane season\'s first named storm plodded off Florida\'s coast but wasn\'t yet spooking too many in the storm\'s potential path.

The European Court of Human Rights on Tuesday rejected a claim by a young Muslim woman that France\'s ban on the wearing of burqas and niqabs in public violates her rights.
The French law banning the burqa, a full-body covering that includes a mesh over the face, and the niqab, a full-face veil with an opening for the eyes, went into effect in April 2011.
It has pitted religious freedom advocates against those who say the Islamic veil is demeaning to women and inconsistent with France\'s rigorously enforced secularism.
A 24-year-old French woman brought the case to Europe\'s top rights court in Strasbourg because she says the ban infringes on her ability to live according to her religious faith, culture and personal convictions.
But the court said Tuesday that it found that the French law doesn\'t breach the European Convention on Human Rights.
Muslim woman\'s case
The woman, a devout Muslim whose name has not been disclosed, had tried to draw on several articles of the convention to make her case.
Those articles cover the right to respect for private and family life; the right to respect for freedom of thought, conscience and religion; and the prohibition of discrimination.
The woman said no member of her family has put pressure on her to wear the burqa and niqab. She wears them in public and private, but not all the time, she said.
The European Court of Human Rights started hearing the case in November.

A hurricane warning was issued for part of North Carolina's coast late Wednesday as Tropical Storm Arthur moved northward, threatening Fourth of July plans across the eastern seaboard. Dare County officials ordered a mandatory evacuation for residents and visitors on Hatteras Island shortly after the National Weather Service issued the hurricane warning for Surf City, N.C. north to Duck. A tropical storm watch was in effect for parts of Florida and South Carolina. The storm's maximum sustained winds late Wednesday were near 70 mph. The U.S. National Hurricane Center said Arthur was expected to strengthen and become a hurricane by Thursday. With the July Fourth weekend on the horizon, the Atlantic hurricane season's first named storm plodded off Florida's coast but wasn't yet spooking too many in the storm's potential path. "I think everybody's keeping one eye on the weather and one eye on the events this weekend," said Joe Marinelli, president of Visit Savannah, the city's tourism bureau. It was centered about 435 miles south-southwest of Cape Hatteras, North Carolina late Wednesday. The system has sent a lot of moisture to South Florida already, the Miami Herald reported. On Monday, parts of Miami Beach received as much as 3.5 inches, while the Doral area also topped three inches and Miami International Airport received less than two inches.

The French law banning the burqa, a full-body covering that includes a mesh over the face, and the niqab, a full-face veil with an opening for the eyes, went into effect in April 2011. It has pitted religious freedom advocates against those who say the Islamic veil is demeaning to women and inconsistent with France's rigorously enforced secularism. A 24-year-old French woman brought the case to Europe's top rights court in Strasbourg because she says the ban infringes on her ability to live according to her religious faith, culture and personal convictions. But the court said Tuesday that it found that the French law doesn't breach the European Convention on Human Rights. Muslim woman's case The woman, a devout Muslim whose name has not been disclosed, had tried to draw on several articles of the convention to make her case. Those articles cover the right to respect for private and family life; the right to respect for freedom of thought, conscience and religion; and the prohibition of discrimination.
