Chief Minister Tarun Gogoi said that a strong Lokayukta Act modelled on the Central government's Lokayukta Act would be introduced in Assam in the February session of the State Assembly. Addressing a press conference held here on Wednesday, Gogoi said, "It has become necessary to repeal the existing Lokayukta Act for the State as the present Act has many loopholes. To add more teeth to the anti--corruption Act and to fight corruption strongly, a strong Lokayukta Act will be introduced." It may be mentioned that the Assam Lokayukta and Upa--Lokayuktas Act was first introduced in the State in 1985 and Justice TC Das assumed the charge as the first Lokayukta of Assam on February 1, 1989. Surprisingly, the State Lokayukta office, on several occasions, appealed to the State government to amend the rules of the existing Lokayukta Act to add more teeth to the very Act but Dispur did not pay any heed to it. Even three to four years ago, Gogoi announced in the State Assembly that an amended version of the Lokayukta Act would be introduced in the State to bring the Chief Minister and other ministers under the purview of the Act but nothing has been done in this regard till date. No new Lokayukta has also been appointed in the State after the first Lokayukta, TC Das's tenure. But after the recent meeting with AICC vice president Rahul Gandhi, Gogoi has shown urgency to introduce a strong anti--corruption Act. Why has the Chief Minister not given stress to introduce a strong Lokayukta Act in the last several years? On the issue of economic development in the rural areas, Gogoi said, "The State government has taken several measures for agricultural reforms in the rural areas of the State and as a result, the rural areas have started witnessing green revolution. About Rs 6830 crore as loan has been given by the State government to the 14 lakh farmers through Kisan Credit Cards." The Chief Minister further said, "The cess on sales of vegetable and fruits levied by the Assam Agriculture Marketing Board has been removed by the State government." "Under the Essential Commodities Act, 526 cases and 888 cases were registered against unscrupulous traders in the State in 2012 and 2013 respectively," he added. On the dissidence issue, Gogoi said, "I can't waste my time by giving attention to such issues. My main thrust is on development of the State. But if the party high command asks me to resign, I will resign within five minutes," adding, "There is no chance of any ministry reshuffle before the Lok Sabha elections." On the issue of alliance with the AIUDF in view of this year's Lok Sabha polls, the Chief Minister said, "No discussion was held with AIUDF so far on this issue." On the increase in AAP's political activities in Assam, he said, "I welcome AAP in Assam. Even NDFB and Paresh Baruah can launch political parties, if they want so. Everybody can do their work for the society by democratic means and not by violence." On Rahul Gandhi's wish to handle the responsibility as prime minister of the country, Gogoi said, "I welcomed it earlier."
