Kay County is a county located in the U.S. state of Oklahoma. As of 2010, the population was 46,562. Its county seat is Newkirk. The largest city in Kay County is Ponca City.

Located in north central Oklahoma bordering Kansas, Kay County was formed from the “Cherokee Strip” or “Cherokee Outlet.” Originally designated as county “K,” its name means simply that.

In 2010, the Keystone-Cushing Pipeline (Phase II) was constructed north to south through Kay County.

According to the U.S. Census Bureau, the county has a total area of 945 square miles (2,447.5 km²), of which 919 square miles (2,380.2 km²) is land and 26 square miles (67.3 km²) (2.80%) is water. Kay County is the only county to keep its same name ("K" County) as the Oklahoma area moved from a territory to a state. The highest point in Kay County, Oklahoma, is on Hubbard Road. The elevation is 1,011 feet above sea level. To the north is the nearby state of Kansas and its eastern boundary is physio-natural formed by Kaw Lake and the Arkansas River.

It has one of the fastest growing economies in the nation, ranking among the top states in per capita income growth and gross domestic product growth. Oklahoma City and Tulsa serve as Oklahoma's primary economic anchors, with nearly 60 percent of Oklahomans living in their metropolitan statistical areas.

Mary Fallin (born December 9, 1954) is the 27th and current Governor of the U.S. state of Oklahoma. She was a U.S. Representative for Oklahoma's 5th congressional district from 2007 until 2011.

She is the second woman elected to the United States Congress from Oklahoma and the first since 1921 when Alice Mary Robertson was elected to Congress and served for one term from 1921 to 1923. She was the first Republican and first woman to serve as Lieutenant Governor of Oklahoma. She served in that post from 1995 to 2007. She is also the first woman to serve as Governor in the state of Oklahoma.

Fallin was born Mary Copeland in Warrensburg, Missouri, the daughter of Mary Jo (née Duggan) and Joseph Newton Copeland. Her mother and father both served terms as mayor of Tecumseh, where she was raised. Now a resident of Oklahoma City, she has long made the Fifth District her home. A graduate of Tecumseh High School, Fallin attended Oklahoma Baptist University in Shawnee as well as the University of Central Oklahoma in Edmond. Fallin holds a Bachelor of Science degree from Oklahoma State University.

Kay was a student in the UK at the University of Oxford. She started her teaching career at the University of Liverpool then moved to the University of Cambridge. She was head of department at Cambridge from 1996 until 2001 and Director of Studies at Girton College, Cambridge from 2003 to 2005. Kay has been a fellow of the British Academy since 2004 and was awarded a D.Litt (Cambridge) in 2005.
