Landslides have buried houses in Bosnia and reports say as many as 16 people may have died. An outer suburb of the Serb capital Belgrade has been inundated and eight people are reported to have drowned. Serbian Prime Minister Aleksandar Vucic told reporters the first bodies had been recovered in Obrenovac, the worst-hit area to the south-west of the capital, and he feared more would be found. But he said the number of deaths would not be made public until the waters had receded. A new flood surge was expected on the Sava river late on Sunday, he said. In some areas, flood waters reached the second floor of people's homes. "The flash floods woke my uncle at around 0330 so they went up to the first floor. Then they had to go to the third floor because all lower floors were flooded," one resident from Obrenovac said. Rescue workers have been working to bring thousands of stranded residents to safety and officials have also ordered the evacuation of another town, Baric, closer to Belgrade. The Sava river has risen particularly high in the western town of Sabac, and volunteers have tried to shore up flood defences there. Rescue co-ordinator Predrag Maric appealed for food, water, and clothing to help those in need. One of the worst-hit areas in Bosnia is the eastern town of Bijeljina where rescue teams are trying to transport 10,000 people to safety. Among those who drowned were 10 people in the Bosnian Serb Republic, police told local media. Six bodies were found in the northern town of Doboj and there are fears that more people have lost their lives. "Unfortunately, this is probably not the final toll," local leader Milorad Dodi said. BREAKING NEWS - UPDATE 17/5/2014: Bosnia and Serbia emergency after 'worst ever' floods
States of emergency have been declared in parts of Bosnia and Serbia after the heaviest rain and worst floods since records began 120 years ago. Overflowing rivers have burst into towns and villages, cutting off whole communities, while landslides have buried houses. At least three people have drowned. Army helicopters have been sent to evacuate thousands of stranded residents but reports say bad weather is hampering the rescue efforts. Serbia's Prime Minister Aleksandar Vucic said it was the "greatest flooding disaster ever". He said his government had appealed for help from the European Union, Russia and neighbouring countries. Rescuers in Serbia say they have so far managed to to evacuate around 4,000 people. In Bosnia, army helicopters have been trying to rescue residents, some of whom have been sitting on their roofs waiting for help. But reports say strong wind and rain may be hampering the efforts. "We had to abort the mission because of the rainfall and winds. The weather is horrible and the helicopter has its limits," said rescue pilot Fahrudin Memic. "This is the most difficult mission I have ever participated in." Thousands of homes are without electricity. A spokesman for the Interior Ministry confirmed there have been at least 15 deaths in Serbia and another five in neighboring Bosnia-Herzegovina. Unconfirmed reports put the numbers even higher. It's the worst flooding Serbia has seen since the country began keeping records 120 years ago, according to meteorologists. The catastrophic weather has prompted authorities to declare a state of emergency in Bosnia-Herzegovina, according to a government statement. Bosnian authorities say the flooded town of Maglaj received the average rainfall for a two-month period in less than two days. Speaking at a press conference, Serbian Prime Minister Aleksandar Vucic said that the situation in his country is "difficult," but that Serbia is prepared for the next wave of floods. More rising waters are expected Sunday evening near Sabac, a city in western Serbia near the Sava River. Vucic said that Sabac is well fortified and that authorities had done "everything that could be done." The Prime Minister pointed out that a dam 7.3 meters tall (24 feet) has been erected, but that the current level of the Sava River is over 6.3 meters -- a historic high. The river is expected to rise. He warned that it is difficult to predict what will happen if the river reaches 6.8 meters, or slightly more than 22 feet. Rescuers in the hard-hit town of Obrenovac, 30 kilometers (about 19 miles) southwest of Belgrade, have recovered the first bodies of flood victims, according to Vucic. He expressed concern over how many may eventually be found once waters subside. Authorities estimate that 90% of the town has been flooded. The Prime Minister thanked the many countries that have already come to Serbia's aid. He was especially grateful to members of the Russian special forces, highlighting one member who swam 200 meters in cold water to save several people. According to Finance Minister Dusan Vujovic, more than 10,000 troops have already been involved in rescue and assistance operations. The worst floods in the Balkans for decades are threatening Serbia's main power plant, officials say. The River Sava has burst its banks in many areas and water levels are expected to peak later on Sunday. At least 20 people have died in Serbia and Bosnia-Hercegovina after three months of rain fell in just a few days, and the death toll is expected to rise. In Bosnia, landslides have buried houses and disturbed landmines laid during the war in the 1990s.The town, south-west of the capital Belgrade, is home to the Nikola Tesla power plant, which supplies much of the country. Some 2000 police officers in full riot gear cordoned off an entire block of buildings in central Belgrade on Wednesday to provide security for an art exhibition organised by gay activists. Extremists had threatened to disrupt the exhibition by Swedish artist Elisabeth Ohlson Wallin because they claimed it offended people s religious beliefs by desecrating the image of Jesus Christ. No violence occurred at the venue and the exhibition went ahead guarded by a heavy police presence. The event comes ahead of a Gay Pride parade planned for Saturday but which has been banned by Serbian police. Gay activists and Pride march supporters flocked to the exhibition on Wednesday crowding the gallery in downtown Belgrade. This time we didn t even get an official explanation as to why they banned the pride march. This is just another example that the state is opposing its own citizens against the citizens who just want to exercise their right to peaceful assembly instead of opposing those that are instigating violence said organiser Goran Miletic. There are police everywhere which shows us that this state is capable of opposing those who use violence if of course there is the political will to do so he added. A small number of people opposing the exhibit and the Pride march itself gathered near the exhibition venue to voice their protest. They sang Christian hymns whilst some held Orthodox style icons. Members of Dveri a small Serbian right wing political party also staged a protest near the venue that was cordoned off by riot police. The state has finally realised that the Gay Pride march should be banned Bosko Obradovic a member of Dveri said. Serbia s police cited security concerns for banning the parade but in doing so they complied with a request from the country s Christian Orthodox church. Police said they were banning the march because they feared a repeat of the violence in 2010 when right-wing groups attacked a Gay Pride event in Belgrade. That triggered day-long clashes with the police which left more than 100 people injured. Last year s Gay Pride march also was banned by authorities. The current ban was announced after Patriarch Irinej the head of Serbia s Christian Orthodox church urged the government to prevent Saturday s march. Allowing a Gay Pride march this year had been regarded by some as a test of Serbia s pledge to respect human rights as it seeks European Union membership. Thousands evacuated due to severe flooding in Balkans
Severe flooding across Serbia has prompted the evacuation of at least 16,300 people -- including 1,100 whisked away on helicopters -- the government said Saturday.A spokesman for the Interior Ministry confirmed there have been at least 15 deaths in Serbia and another five in neighboring Bosnia-Herzegovina. Unconfirmed reports put the numbers even higher.It's the worst flooding Serbia has seen since the country began keeping records 120 years ago, according to meteorologists.The catastrophic weather has prompted authorities to declare a state of emergency in Bosnia-Herzegovina, according to a government statement. Bosnian authorities say the flooded town of Maglaj received the average rainfall for a two-month period in less than two days.Speaking at a press conference, Serbian Prime Minister Aleksandar Vucic said that the situation in his country is "difficult," but that Serbia is prepared for the next wave of floods.More rising waters are expected Sunday evening near Sabac, a city in western Serbia near the Sava River. Vucic said that Sabac is well fortified and that authorities had done "everything that could be done."The Prime Minister pointed out that a dam 7.3 meters tall (24 feet) has been erected, but that the current level of the Sava River is over 6.3 meters -- a historic high. The river is expected to rise. He warned that it is difficult to predict what will happen if the river reaches 6.8 meters, or slightly more than 22 feet.Rescuers in the hard-hit town of Obrenovac, 30 kilometers (about 19 miles) southwest of Belgrade, have recovered the first bodies of flood victims, according to Vucic. He expressed concern over how many may eventually be found once waters subside. Authorities estimate that 90% of the town has been flooded.The Prime Minister thanked the many countries that have already come to Serbia's aid. He was especially grateful to members of the Russian special forces, highlighting one member who swam 200 meters in cold water to save several people. Although there's no official total for flood damages, the Raiffeisen Investment Group said in a note to investors that preliminary estimates are nearly 1.3 billion euros ($1.8 billion) for Bosnia alone. Bosnian President Bakir Izetbegovic also said damages are in the billions. In neighboring Serbia, Prime Minister Aleksandar Vucic has said damages could range up to 1.5 billion euros ($2 billion). Both countries have already begun talks with the EU for getting international help with reconstruction efforts. Separately, Bosnia's Serb region is talking with its ally Russia. The flooding affected 40 percent of Bosnia, Foreign Minister Zlatko Lagumdzija said. It wrecked the main agriculture industry in the northern flatlands, wiping out infrastructure, farms, buildings and homes. One quarter of the country's 4 million people have been affected by the six days of record floods and 2,100 landslides. In addition, Bosnia's infrastructure minister said 3,500 kilometers (2,200 miles) of roads have been destroyed or damaged and 30 percent of railway lines are still unusable. "This country has not experienced such a natural cataclysm ever," Lagumdzija said Wednesday. "It's an enormous tragedy," agreed Kristalina Georgieva of the European Commission's International Cooperation, Humanitarian Aid and Crisis Response. The European Union responded immediately with rescue workers, helicopters, boats, tents and other aid from 16 member countries and plans even more. "Right now, we are at the emergency assistance phase," she said, meaning the focus is on saving lives and preventing diseases. In the next phase, EU and local experts will be assessing the damage and then they will work on recovering and preventing future tragedies. Bosnia has one of the lowest gross domestic products in Europe and an unemployment rate of up to 44 percent. Almost no one has property insurance, meaning many residents lost virtually everything.
