VO Laos mark the 127th anniversary of International Labour Day (May Day), which falls on May 1 INTRO: International Labour Day is observed all over the world on May 1 to celebrate the social and economic achievements of workers and to mark the day, President of the Lao Federation of Trade Unions Khamla Lorlonsy said that, trade unions are doing their best to build understanding of the role of these bodies and to promote awareness of labour protection STORY: Speaking at the press conference to mark the International Labour Day, which falls on May 1, President of the Lao Federation of Trade Unions Khamla Lorlonsy said, trade unions are doing their best to build understanding of the role of these bodies and to promote awareness of labour protection. They are also encouraging domestic and foreign businesses to establish trade unions or workers' representative groups to protect the rights and interests of both employers and employees. Lao labourers have been urged to improve their education levels, technical knowledge and skills, and social sensibilities in order to fully participate in the country's socio-economic development and improving quality of life. He urged Lao labourers throughout the country to improve themselves to mark the 128th anniversary of International Labour Day which falls on May 1 every year. Khamla Lorlonsy highlighted the opportunities and challenges regarding labourers' development amidst scientific and technological progress, modernisation, and regional and international integration. He stated "Progress and integration is both an opportunity and challenge because despite the fact our workers and labourers have increased in number, on average their education, technical knowledge and skills remain low,". He also said that the enthusiasm of Lao labourers in developing their skills is limited. Moreover some of them just keep working without learning Party directions policies, and government laws, so as a consequence their sense of responsibility to the nation and organisational awareness is low. Many workers and labourers are not well protected enough, employed in unsafe workplaces with unregulated sanitation and hazardous conditions. Often they do not understand their rights or role in society, but simply keep working to maintain a meagre existence. Some business units do not respect the Labour Law and force workers to work unlimited overtime without appropriate compensation, while many have still not implemented the minimum wage rise the government announced at the start of 2012. Some businesses were cheating by including allowances and other benefits in their calculation of the total monthly payment of the minimum wage or have yet to fully implement the policy. In this regard, he represented the trade unions call on Party committees, trade unions at all levels, civil servants and trade union members to pay attention in regards to political ideology and social strata concept training for Lao workers. They should focus on educating them about the Party direction and government policy, laws and regulations, ethics, labour discipline, as well as ensuring there is sufficient employment available to them. He called on the authorities to enhance the protection of the rights and interests of Lao workers and labourers who are still disadvantaged and may be affected by the free flow of labour when the Asean Economic Community is established in 2015. He also called on all members of trade unions to be good role models, enhancing the discipline of trade union members working in government agencies, to prevent negative behaviours such as corruption, bribery, legal violations, inertia at work and absenteeism. In comparison with other neighbouring countries, the President of the Lao Federation of Trade Unions Khamla Lorlonsy noted, Laos is lagging behind regarding outstanding labour characteristics, while negative behaviours such as extravagance, cheating, greed, narcotic drugs, laziness, carelessness, and legal violations are common in the workplace. International Labour Day is observed all over the world on May 1 to celebrate the social and economic achievements of workers. The day has a historic significance, which dates back to May 1, 1886, when several labour unions all over the United States decided to go on strike. They demanded a workday of eight hours to be accepted as the standard. VO The price of rice in Xieng Khuang province will not surge above its current price this year despite Beerlao deal INTRO: The price of rice in Xieng Khuang province will not surge above its current price this year despite one of the country's biggest processing industries planning to buy hundreds of tonnes of grain from the province to produce beer STORY: The Lao Brewery Company signed a contract in the middle of last month committing to purchase around 800 tonnes of milled Khao Kai Noy rice from the province and its neighbour, Huaphan province, to produce Beerlao. Located in the north of the country, Xieng Khuang is a mountainous province with limited rice fields. However it does have a strong food production industry that supplies the rest of the country with a number of goods, including rice and meat. According to the provincial Industry and Commerce Department official, the current price for the best grade of rice sold in the provincial market was 8,000 kip per kilogram. Over the past two years, the price of rice has been between 6,000-8,000 kip per kilogram depending on its grade. It is estimated that the price of rice will not climb higher than that this year, despite the deal with the brewery company. There have been concerns that the massive purchase will impact the price in the market and the amount of rice left over for export but the provicial official said there would be no impact because farmers would be able to supply enough to meet demand. The processing industry buying crops and turning them into other products will boost the province's agricultural production because the market will expand and farmers will make higher profits. The province produces about 120,000 tonnes of rice every year, which is enough for local consumption, supplying the processing industry and export. The province exports, on average, 5,000 tonnes of sticky rice to Vietnam each year. Xieng Khuang shares a border with Vietnam. Rice is the main source of food for Lao people. The price of rice will begin rising as wet season crops are planted in June and continue until those crops are harvested in September. STORY: Madame Khemmany Pholsena topped up as the third minister appointing in government restructure, within weeks, having been appointed to a ministerial post. Deputy Prime Minister in charge of economic affairs Somsavat Lengsavad was present at the appointment ceremony that took place at the ministry where he called for the ministry, led by the new minister, to do their best to overcome shortcomings and challenges that they face. In recent weeks, there have been significant reshuffles in many state bodies as Laos is struggling to overcome economic difficulties induced by the current budget tensions. A number of high-profile state officials have been reshuffled in moves that saw a provincial governor and ministers taking new posts with many departmental directors promoted to higher ranks. Earlier, governor of Xayaboury province Dr Lien Thikeo was appointed as new Minister of Finance replacing Phouphet Khamphounvong, who took a new post at the Government Office. Deputy Minister of Public Works and Transport Dr Bounchanh Sinthavong was appointed as minister replacing his predecessor Sommad Pholsena, who also took a new post at the Government Office. Deputy Governor of Xayaboury province, Mr Phongsavanh Sitthivong, was promoted to Governor of the province. Representative of Laos to the United Nations, Mr Saleumxay Kommasith, was announced as a new Deputy Minister of Foreign Affairs. The foreign ministry had already reshuffled several of its department director generals and office heads. Director General of the Public Works and Transport Institute, Ms Vilaykham Phosalath, was appointed as the new deputy minister of Public Works and Transport. Three director generals at the Finance Ministry were also promoted to deputy minister positions, bringing the total to four.
