A Low-Carbon Economy (LCE), Low-Fossil-Fuel Economy (LFFE) or Decarbonised Economy is an economy that has a minimal output of greenhouse gas (GHG) emissions into the environment biosphere, but specifically refers to the greenhouse gas carbon dioxide. GHG emissions due to anthropogenic (human) activity are increasingly either causing climate change (global warming) or making climate change worse. Scientists are concerned about the negative impacts of climate change on humanity in the foreseeable future.

Globally implemented LCEs, therefore, are proposed, by those having drawn this conclusion, as a means to avoid catastrophic climate change, and as a precursor to the more advanced, zero-carbon society and renewable energy economy.

Nations may seek to become low-carbon or decarbonised economies as a part of a national climate change mitigation strategy. A comprehensive strategy to mitigate, if that is possible, climate change is carbon neutrality and geoengineering.

The aim of a LCE is to integrate all aspects of itself from its manufacturing, agriculture, transportation, and power-generation, etc. around technologies that produce energy and materials with little GHG emission, and, thus, around populations, buildings, machines, and devices that use those energies and materials efficiently, and, dispose of or recycle its wastes so as to have a minimal output of GHGs. Furthermore, it has been proposed that to make the transition to an LCE economically viable we would have to attribute a cost(per unit output) to GHGs through means such as emissions trading and/or a carbon tax.

Michael Cathel Fallon (born 14 May 1952, Scotland) is a British Conservative Party politician. He is the Member of Parliament for Sevenoaks, and as of September 2010 the deputy Chairman of the Conservative Party.

Michael Fallon is the son of a surgeon. He was educated at Craigflower School in Dunfermline, at Epsom College and at the University of St Andrews, where he obtained a MA in classics and ancient history in 1974.

After graduation he joined the Conservative Research Department, working first for Lord Carrington in the House of Lords until 1977 and then as European Desk Officer until 1979. In 1979 he became research assistant to Baroness Elles.

In July 1982 he was chosen as Conservative candidate for Darlington and fought the Darlington by-election on 24 March 1983 following the death of Ted Fletcher, the Labour MP. Although he lost to Labour's Ossie O'Brien by some 2,412 votes, just 77 days later he defeated O'Brien by 3,438 votes in the June 1983 election. He remained the MP there until the 1992 General Election when he was defeated by Labour's Alan Milburn by a margin of 2,798 votes.

David Keith McCurdy (born March 30, 1950) is a U.S. lawyer, politician, conservative Democrat, and a former Oklahoma Congressman from Oklahoma's 4th congressional district. He is president of the American Gas Association.

McCurdy was born in the town of Canadian, Texas, in Hemphill County. He received an undergraduate degree from the University of Oklahoma in 1972 and a law degree there in 1975. He studied international economics at the University of Edinburgh in Scotland as a Rotary International Graduate Fellow.

McCurdy served in the United States Air Force Reserve, attaining the rank of major and serving as a Judge Advocate General (JAG).

He was an Assistant Attorney General for the State of Oklahoma from 1975 to 1977.

McCurdy served for seven terms, from 1981 to 1995. In 1980 he ran for Oklahoma's 4th congressional district seat in Congress, succeeding sixteen-term congressman Tom Steed of Shawnee. He trailed Oklahoma House Majority Leader James B. Townsend, also from Shawnee, in the Democratic primary 40% to 34%, then won 51.2% of the vote in the runoff election. McCurdy defeated Townsend with campaign commercials espousing prayer in public and support for a Christ statue in the Wichita mountains, near Lawton.

José Goldemberg (born in Santo Ângelo, May 27, 1928), a Brazilian physicist, university educator, scientific leader and research scientist, is a leading expert on energy end environment issues.

Professor José Goldemberg earned his Ph.D. in Physical Science from the University of São Paulo where he served as rector and full professor from 1986-89. From 1983-86 he directed the Energy Company of the State of São Paulo. From 1990-92 he served the federal government in various capacities: as the Secretary of State for Science and Technology he modernized the information systems; as interim Secretary of the Environment he administered Brazil's participation in the 1992 Earth Summit in Rio de Janeiro; and as Minister of Education he prepared the proposal to Congress resulted in autonomy for federal universities. He has authored many technical papers and books on nuclear physics, environment, and energy and has served as president of the Brazilian Association for the Advancement of Science. José Goldemberg also served as Chairman of the Editorial Board (1998–2000) and a lead author of the UNDP World Energy Assessment.
