VO Laos mark the 127th anniversary of International Labour Day (May Day), which falls on May 1 INTRO: International Labour Day is observed all over the world on May 1 to celebrate the social and economic achievements of workers and to mark the day, President of the Lao Federation of Trade Unions Khamla Lorlonsy said that, trade unions are doing their best to build understanding of the role of these bodies and to promote awareness of labour protection STORY: Speaking at the press conference to mark the International Labour Day, which falls on May 1, President of the Lao Federation of Trade Unions Khamla Lorlonsy said, trade unions are doing their best to build understanding of the role of these bodies and to promote awareness of labour protection. They are also encouraging domestic and foreign businesses to establish trade unions or workers' representative groups to protect the rights and interests of both employers and employees. Lao labourers have been urged to improve their education levels, technical knowledge and skills, and social sensibilities in order to fully participate in the country's socio-economic development and improving quality of life. He urged Lao labourers throughout the country to improve themselves to mark the 128th anniversary of International Labour Day which falls on May 1 every year. Khamla Lorlonsy highlighted the opportunities and challenges regarding labourers' development amidst scientific and technological progress, modernisation, and regional and international integration. He stated "Progress and integration is both an opportunity and challenge because despite the fact our workers and labourers have increased in number, on average their education, technical knowledge and skills remain low,". He also said that the enthusiasm of Lao labourers in developing their skills is limited. Moreover some of them just keep working without learning Party directions policies, and government laws, so as a consequence their sense of responsibility to the nation and organisational awareness is low. Many workers and labourers are not well protected enough, employed in unsafe workplaces with unregulated sanitation and hazardous conditions. Often they do not understand their rights or role in society, but simply keep working to maintain a meagre existence. Some business units do not respect the Labour Law and force workers to work unlimited overtime without appropriate compensation, while many have still not implemented the minimum wage rise the government announced at the start of 2012. Some businesses were cheating by including allowances and other benefits in their calculation of the total monthly payment of the minimum wage or have yet to fully implement the policy. In this regard, he represented the trade unions call on Party committees, trade unions at all levels, civil servants and trade union members to pay attention in regards to political ideology and social strata concept training for Lao workers. They should focus on educating them about the Party direction and government policy, laws and regulations, ethics, labour discipline, as well as ensuring there is sufficient employment available to them. He called on the authorities to enhance the protection of the rights and interests of Lao workers and labourers who are still disadvantaged and may be affected by the free flow of labour when the Asean Economic Community is established in 2015. He also called on all members of trade unions to be good role models, enhancing the discipline of trade union members working in government agencies, to prevent negative behaviours such as corruption, bribery, legal violations, inertia at work and absenteeism. In comparison with other neighbouring countries, the President of the Lao Federation of Trade Unions Khamla Lorlonsy noted, Laos is lagging behind regarding outstanding labour characteristics, while negative behaviours such as extravagance, cheating, greed, narcotic drugs, laziness, carelessness, and legal violations are common in the workplace. International Labour Day is observed all over the world on May 1 to celebrate the social and economic achievements of workers. The day has a historic significance, which dates back to May 1, 1886, when several labour unions all over the United States decided to go on strike. They demanded a workday of eight hours to be accepted as the standard. VO Deputy Minister of Industry and Commerce Madame Khemmany Pholsena appoints INTRO: Deputy Minister of Industry and Commerce Madame Khemmany Pholsena was appointed on Monday the 31st of March as minister replacing her predecessor Dr Nam Vinhaket, who will take a new post at the Government Office. STORY: Madame Khemmany Pholsena topped up as the third minister appointing in government restructure, within weeks, having been appointed to a ministerial post. Deputy Prime Minister in charge of economic affairs Somsavat Lengsavad was present at the appointment ceremony that took place at the ministry where he called for the ministry, led by the new minister, to do their best to overcome shortcomings and challenges that they face. In recent weeks, there have been significant reshuffles in many state bodies as Laos is struggling to overcome economic difficulties induced by the current budget tensions. A number of high-profile state officials have been reshuffled in moves that saw a provincial governor and ministers taking new posts with many departmental directors promoted to higher ranks. Earlier, governor of Xayaboury province Dr Lien Thikeo was appointed as new Minister of Finance replacing Phouphet Khamphounvong, who took a new post at the Government Office. Deputy Minister of Public Works and Transport Dr Bounchanh Sinthavong was appointed as minister replacing his predecessor Sommad Pholsena, who also took a new post at the Government Office. Deputy Governor of Xayaboury province, Mr Phongsavanh Sitthivong, was promoted to Governor of the province. Representative of Laos to the United Nations, Mr Saleumxay Kommasith, was announced as a new Deputy Minister of Foreign Affairs. The foreign ministry had already reshuffled several of its department director generals and office heads. Director General of the Public Works and Transport Institute, Ms Vilaykham Phosalath, was appointed as the new deputy minister of Public Works and Transport. Three director generals at the Finance Ministry were also promoted to deputy minister positions, bringing the total to four. INTRO: The bank released its Lao PDR Economic Monitor in Vientiane on Tuesday the 4th of March, showing that, Economic growth in Laos will slow down this year as one of the largest mining operations in the country has halted gold production STORY: According to a report from the World Bank, economic growth in Laos is projected to moderate at 7.2 percent in 2014 after experiencing growth of at least eight percent over the past two years. The report titled Managing Risks for Macroeconomic Stability says one of the main causes of the slower economic growth is that the resource sector is expected to provide a smaller direct contribution to growth. World Bank Country Manager Keiko Miwa said, "We encourage the government to increase efforts to tighten fiscal and monetary policies so as to safeguard the economic achievements of recent years". An official from the Bank of the Lao PDR who attended the meeting said that the foreign reserve of Laos was still high, noting that it is still able to secure imports of goods and services for at least five months. Sepon mine, one of the largest mining operations in Laos, opted to cease gold production at the end of last year, forcing it to lay off 400 workers. A Lao economist from the National Economic Research Institute agreed with the World Bank's projection that the Lao economy will see slower growth but said it would not be as low as 7.2 percent. He said that the state owned economic research institute was preparing to unveil its own Lao economic monitor over the next few weeks. The World Bank's report says another cause of the slowdown is that numerous major investment projects are still under construction and are not expected to bring in revenue until further down the track. Despite lower gold production however, the output of copper production in Laos will continue to increase. Production output in the services, food processing and beverage sectors is expected to continue to grow this year with support from domestic demand. The report also looks at the 2013/2014 budget plan and finds that it indicates a slightly narrower deficit compared with the previous fiscal year. However cuts in civil service benefits will be offset by new recruitment as well as a further increase in salaries paid to civil servants for two consecutive years. The report says, It is important to review the pace of the public wage bill increase going forward. The report also notes that the government has discussed some revenue administration measures to help address the issue. In addition to revenue measures, there is a need for prudent medium-term expenditure planning and execution by the government. The reports also notes that foreign exchange reserves in 2013 fell to their lowest level in a decade in terms of import coverage, with only 1.3 months of goods and service imports. This trend was fuelled by the widening current account deficit, driven by resource sector investment as well as strong domestic demand and accommodative fiscal and monetary policies.- published: 17 Mar 2014

A dam which Laos plans to build across the Mekong River could wipe out critically endangered dolphins in downstream Cambodia, Phnom Penh - A dam which Laos plans to build across the Mekong River could wipe out critically endangered dolphins in downstream Cambodia, the World Wildlife Fund (WWF) warned Thursday. If built, the controversial Don Sahong dam in southern Laos would be just a kilometre upstream of the main stretch of water favoured by the rare freshwater Irrawaddy dolphin, WWF said in a statement. With an estimated 85 adults, Cambodia hosts one of the largest populations of the species - which is recognisable by its bulging forehead and distinctive blunt beak. Conservationists have called for the suspension of the hydropower scheme, saying any restriction of the waterway will curb the number of fish swimming downstream and cut off the dolphins' main food source. "If the Don Sahong dam is built, it will lead to the extinction of Mekong (Irrawaddy) dolphins," Chhith Sam Ath, WWF-Cambodia's country director, told reporters. "Dolphins are very important for Cambodia. They attract tourists, they are a national treasure." The dolphins face several other threats from the dam, the conservation group added, explaining explosives used in its construction could damage their highly sensitive hearing which they use to navigate. The likely worsening in water quality, an increase in boats using the river and wider habitat degradation would further pressure the population, WWF said in a statement. Landlocked communist Laos agreed in January to hold further consultations with neighbouring countries before it starts building the dam. Apart from the threat to the dolphins, wider fears for the livelihoods of tens of thousands of downstream fishermen and warnings of major environmental damage have also been raised. WWF has urged Cambodian Prime Minister Hun Sen to call for a moratorium on the dam at the Mekong River Commission's summit in April. The Cambodian government in 2012 approved a dolphin protection zone in a 180-kilometre-long (110 mile) river stretch from eastern Kratie to the border with Laos. VO The New Finance Minister announces INTRO: The Government has appointed, Lien Thikeo, former Governor of Xayabury Province as new Finance Minister replacing Phouphet Khamphounvong who will take a new post as Minister to the Government Office. STORY: A ceremony for announcing new Finance Minister was held at the Ministry of Finance in the presence of Deputy Prime Minister Somsavat Lengsavad. The appointment of Lien was pursuant to decree of President Choummaly Sayasone on 3 March. When The Deputy Prime Minister Somsavat Lengsavad called on Minister of Finance and senior officials to work harder. He said, we must actively implemented the resolution of the ninth Party Congress and the seventh five-year socio-economic development plan based on four breakthroughs, three directives of the Party and political ideology education for officials and also to improve financial system in line with the current conditions Phouphet Khamphounvong expressed his congratulations to Lien Thikeo and expressed his belief that he would do his utmost to improve financial system. Phongsavanh Sitthavong has been appointed new Xayabury Governor replacing Lien Thikeo, who had been in the post for eight years.- published: 18 Mar 2014
