US secures 10-year deal for Djibouti base
The United States has secured a ten-year lease for a key military base in Djibouti that it relies on to launch "counter-terrorism" missions, including drone strikes, in Yemen and the Horn of Africa. US President Barack Obama and his Djibouti counterpart Ismail Omar Guelleh announced the renewed lease on Camp Lemonnier on Monday as they met at the White House, pledging to counter al-Qaeda and al-Shabab fighters in the region. Under the agreement, the Washington would pay $63m annually for a ten-year lease, with an option to extend the arrangement for another decade, administration officials said. The new deal represents a major increase in rent, as the US reportedly pays $38m a year under the current lease. "Camp Lemonnier is extraordinarily important to our work throughout the Horn of Africa but also throughout the region. We very much appreciate the hospitality that Djiboutians provide," Obama said. "Overall, this is a critical facility that we maintain in Djibouti, we could not do it without the president's co-operation, we're grateful for him agreeing for a long-term presence there." Djibouti, a tiny nation of less than one million people, has become essential to US operations in Africa and the Middle East. Camp Lemonnier houses conventional forces, as well as special forces and aerial drones flown over Yemen and Somalia. 'Strategic partnership' Guelleh said his East African country and the US were linked in a "strategic partnership" to deal with "the fight against terrorism, piracy and human trafficking in our region." Obama also promised more US assistance and equipment for Djibouti's forces, including for troops deploying to the African Union mission in Somalia. More US development aid for Djibouti's economy, including help improving the country's electricity network, was also pledged. After al-Qaeda's attacks on US soil on September 11, 2001, the US presence has steadily increased. US officials, anxious to maintain a low-profile for its military in Africa, tend to disclose few details about operations at the base. The Pentagon reportedly has informed Congress of plans for a dramatic expansion of its facilities in Djibouti, proposing more than $1bn in construction projects.- published: 06 May 2014

"I welcome today's signing of a cessation of hostilities agreement in South Sudan, which is a critical first step toward building a lasting peace," Obama said in a statement issued by the White House. The government led by South Sudanese President Salva Kiir and rebels loyal to former Vice President Riek Machar agreed earlier Thursday to end deadly fighting that has claimed thousands of lives and displaced a million people. Obama urged South Sudanese leaders to work to "fully and immediately" implement the agreement and start an inclusive political dialogue to address the underlying causes of the conflict. "In order to regain the trust of their people and the international community, South Sudan's leaders must demonstrate their sustained commitment to a peaceful resolution of the crisis," the US president said. The current conflict in South Sudan, the world's youngest country, broke out on Dec. 15 last year when Kiir's government said that soldiers loyal to Machar, who was dismissed last July, staged an attempted coup. Eleven pro-rebel leaders were detained by the government for their alleged role in the coup attempt. "The full participation of political detainees currently being held by the Government of South Sudan will be critical to those discussions and we will continue to work to expedite their release," Obama said. US Assistant Secretary for Africa Linda Thomas-Greenfield said earlier this month that the US found no evidence of coup and the violence in South Sudan erupted due to "a huge political rift" between Kiir and Machar. "There is clear evidence that targeted killings have taken place," the top US diplomat for Africa said at a Congressional hearing. Obama also reiterated the US position that individuals who have committed atrocities should be held accountable. "Those working for a more peaceful, democratic, unified South Sudan will continue to have a steady partner in the United States of America," he added. The target was described by the official as a "senior leader" affiliated with al Qaeda and Al-Shabaab, al Qaeda's affiliate in Somalia. The United States has not yet been able to determine whether the target was killed, the official said. Last October, the elite U.S. Navy SEAL Team Six aborted a pre-dawn raid in southern Somalia to capture Al-Shabaab leader Ikrima after an intense firefight prevented them from reliably taking him alive, a senior U.S. official told CNN at the time. In a second raid that same weekend, members of the U.S. Army Delta Force captured Abu Anas al Libi, an al Qaeda operative wanted for his alleged role in the deadly 1998 bombings of two U.S. embassies in Africa, during an operation in the Libyan capital of Tripoli. The U.S. military official said Sunday's strike involved missiles. No U.S. troops were on the ground. Al-Shabaab, designated a terrorist organization by the United States, has a relationship with al Qaeda that goes back several years. In 2012, the two groups effectively merged, said CNN national security analyst Peter Bergen. Al-Shabaab hopes to turn Somalia into a fundamentalist Islamic state but has launched attacks in other countries as well. In 2010, Al-Shabaab claimed responsibility for two suicide bombings in Kampala, Uganda, amid crowds of soccer fans watching televised screenings of the World Cup final. The bombings left 74 people dead. The group said at the time the attacks were retaliation for Ugandan participation in the African Union Mission in Somalia, known as AMISOM. One AMISOM goal is to support Somali government forces in cracking down on Al-Shabaab. Al-Shabaab has also mounted many smaller attacks against targets in Kenya, hurling hand grenades into nightclubs, restaurants and schools. The group has also kidnapped tourists and aid workers. The group claimed responsibility for the September siege of the Westgate mall in Nairobi on September 21 that killed at least 67 people. Al-Shabaab said the attack was retaliation for Kenya's involvement in the African Union effort against the group. In recent months, Al-Shabaab's haven in south-central Somalia has been increasingly squeezed as Kenyan forces fight the group from the south and African Union forces come down from Mogadishu, the Somali capital. Somalia diverting arms to al Shabab, UN report claims - 15 February 2014
A UN report has warned that "systematic abuses" by Somalia's government have allowed weapons to be diverted to warlords and al Shabab militants. The report for the UN's sanctions committee calls for the restoration of an arms embargo on Somalia that was relaxed last year. It said a key advisor to Somalia's president has been involved in planning weapons deliveries to militants. Somalia's mission to the UN has questioned the report's validity. The confidential 14-page report was compiled by the UN's Somalia and Eritrea Monitoring Group, a panel of independent experts supervising compliance with the sanctions regime. It said the group had "identified a number of issues and concerns over current management of weapons and ammunition stockpiles" by Somalia's government. These, it said, "point to high-level and systematic abuses in weapons and ammunition management and distribution". The Security Council imposed the embargo on Somalia in 1992 as the country descended into two decades of unrest. Information gaps As stability returned to Somalia in 2012, it was hoped that last year's easing of sanctions on light weapons such as assault rifles and rocket-propelled grenades would enable an internationally-backed government to better arm its security forces against al-Shabab. Al-Qaeda-aligned Al-Shabab claimed responsibility for a car bomb attack on Thursday near the international airport in the Somali capital, Mogadishu. At least six people were killed. The new report outlines the difficulties faced by the monitors in gaining access to weapons stockpiles in Somalia and obtaining information about its growing arsenal. It said shipments of weapons from Uganda and Djibouti could not be accounted for. Many weapons were being diverted away from security forces and into the hands of militias loyal to powerful clans or for sale in private arms markets in Mogadishu, it added. Within these clans, one key adviser to the president has been involved in planning weapons deliveries to al-Shabab, the report said. "Given the gaps in information... it is impossible to quantify what the scale of diversion of weapons stocks has been," it said. "However, the Monitoring Group has obtained other pieces of qualitative evidence that point towards systematic abuses by the (Somali army)." Vladimir Putin has condemned remarks by Prince Charles reportedly comparing his actions to those of the Nazis, saying his words were "not what monarchs do". The prince's reported comments were "unacceptable" and "wrong", the Russian president said. Prince Charles is said to have compared Russia's actions in Ukraine with the Nazi occupation of Europe.
