Fighting is raging between al Qaeda-backed militants and Iraq's security forces for control of two key cities in the embattled Anbar province, even as a deal was in place with Sunni tribesmen to fight alongside Iraqi police against the militant group. The renewed violence in the Sunni province has raised concern about the stability of the government amid dueling claims by the terror group and security forces over who was in control of Falluja and Ramadi. The Iraqi civil war never really ended it just went off the boil for a while. Last year, the heat was turned back to high, with the number of civilian deaths from political violence doubling to roughly 8,000 people over the previous year, the highest civilian death toll since at least 2008. Security forces backed by tanks on battled militants in Iraq's Anbar province, where fighting has displaced thousands and sparked warnings of rights abuses and a worsening humanitarian crisis. Some of the most significant fighting appeared to be in Falluja, where the U.S. military fought one of the bloodiest battles of the Iraq war, with militants planting al Qaeda flags on buildings. Gunmen calling themselves the Islamic State of Iraq and Levant, formerly known as al Qaeda in Iraq, took to a stage before thousands of Sunnis following Friday prayers in Falluja. "We call you to join us in our fight against the government of Nuri al-Maliki," one of the gunman said through a bullhorn. Authorities say gunmen have attacked an Iraqi army barracks north of Baghdad, killing 12 soldiers meaning that the militant attacks are spreading beyond Anbar. Human rights activists have condemned abuses by both government troops and insurgents in Iraq's Anbar province. "Apparently unlawful methods of fighting by all sides have caused civilian casualties," Human Rights Watch said in a report. The rights group criticised Iraqi forces and militants for carrying out attacks in residential areas. It comes as troops prepare to launch a major assault against al-Qaeda-linked militants in the city of Falluja. Heavy Fighting And Firefight In Kirkuk Iraq as several Gunmen related to Al-Qaida raided a mall located in Kirkuk province in Iraq. Civilian hostages were also taken. As the clashes continued, gunmen, some of them wearing suicide vests, stormed the adjacent mall, took shoppers hostage and moved up the five-storey complex to the roof, from where they opened fire on security personnel who attempted to enter. The gunfight lasted several hours and one armed militant was captured alive during the operation. Kirkuk has a mixed population of Arabs, Kurds and Turkmen. Thats why the local Iraqi Security Forces had help from a Kurdish Anti Terror Unit. Kirkuk lies at the centre of a swathe of territory stretching from Iraq's eastern border with Iran to its western frontier with Syria that Kurdish leaders want to incorporate into their autonomous region in the north over strenuous objections from the central government in Baghdad. Militants often exploit poor communication between the Iraqi army and Kurdish security forces to carry out attacks in the city. At least 19 people have been killed and 70 wounded after the siege on the Iraqi mall in the northern city of Kirkuk, as well as an attack on an intelligence HQ. Security forces have rescued 11 hostages, ending the mall siege. Officials have blamed the upsurge in violence to a resurgent Al-Qaeda emboldened by the civil war in neighbouring Syria, but the government has itself faced criticism for not doing enough to address the concerns of Iraq's disaffected Sunni Arab minority ahead of April elections. Despite a near-ubiquitous security force presence in major cities nationwide, attacks have hit targets ranging from cafes and football grounds to military checkpoints and government vehicles, with more than 6,200 people killed so far. Iraqi security forces and local tribesmen have started a sweeping operation against al-Qaeda-linked militants in the volatile province of Anbar. Gunmen from the Bu-Assaf and Bu-Ali tribes have entered the city of Ramadi to help government forces to clear the city of militants. Reports coming out of the restive province suggest that al-Qaed-linked militants are in control of parts of the city of Fallujah. Witnesses say heavily-armed militants are patrolling the streets of the flashpoint city's east-- chanting slogans in support of al-Qaeda and the Islamic State of Iraq and the Levant. Some reports suggest that a major militant leader Hassan Abu Dagdash has been killed in clashes with Iraqi forces. The western province of Anbar has been gripped by deadly violence since Monday after Iraqi police and army forces dismantled an anti-government protest camp in Ramadi. Around 100 Iranian refugees were housed at the refugee camp north of Baghdad. They were exiled from Iran after fighting a guerrilla campaign against the US installed Mohammad Rezā Shāh Pahlavī and the clerics who followed him. Saddam Hussein gave them shelter, however, Nouri al-Malaki's government has been trying to remove them for the last year. The National Council of Resistance of Iran claims the refugees were massacred by Iraq's security forces and have called the incident a war crime. Despite a video emerging, that appears to show soldiers entering the camp with machine guns, the Iraqi government has denied any involvement, saying the residents died during a night of infighting. Originally published on December 16, 2013 Iraqi security forces regained control of the city council building in Tikrit after it was temporarily occupied by armed assailants on Monday. The attack began when militants detonated a car bomb near the building. They blew up the gate and gained access. Then, they occupied the building and held 40 council employees as hostages. Security forces arrived at the scene later, surrounded the building and launched a counterattack. A spokesman of Iraq's Counter-Terrorism Service told AFP that all hostages were freed, one suicide bomber was killed and two assailants blew themselves up. The government ordered all government employees in the city to go home for the day. According to AFP, the death toll amounted to six people. Apart from the three assailants, one city councillor and two policemen were among the casualties. No group immediately claimed responsibility for the attack, but it is believed that Al Qaeda-linked Sunni Muslim militants were behind the assault. A total of 54 people were killed in violence across Iraq on Monday, according to Reuters, as Al Qaeda-linked Sunni Muslim militants stepped up attacks on mostly Shiite targets in advance of a major Shiite religious festival next week. Also on Monday, militants assaulted a police station in Baiji, killing at least four policemen. In the northern city of Mosul, assailants intercepted a bus carrying Shi'ite pilgrims to the shrine city of Karbala, and gunned down 12 passengers. Sunni militants consider Shi'ites as people who have abandoned their faith. Attacks stepped up On Monday tensions in Anbar were heightened when security forces broke up a Sunni anti-government protest camp in Ramadi. As well as the breaking up of the protest camp, the arrest of a Sunni MP at the weekend raised tensions. Ten people died when the government moved against the camp in Ramadi on Monday. In April, a raid by security forces on a similar protest camp in the northern town of Hawija left 44 civilians and one policeman dead. The move by the authorities came after Mr Maliki said the protest camp had "turned into a headquarters for the leadership of al-Qaeda". Extremist Sunni militants linked to al-Qaeda subsequently stepped up attacks across the country, while Shia groups began deadly reprisals. A suicide car bomb in the town of Baladruz killed at least 13 people on Thursday, according to local officials. The bomb went off outside a car showroom in the town, which is 73km (45 miles) north-east of the capital Baghdad. In Baghdad itself, a bomb killed four in the mainly Shia district of Shaab, while at least four civilians and two soldiers were killed in two separate attacks in the town of Latifiya, south of the capital. The UN says 2013 was the deadliest year in Iraq since 2008, with at least 7,818 civilians and 1,050 members of the security forces killed in violent attacks. Iraqi security forces preparing for a major attack on Fallujah to retake the city from al-Qaeda linked militants. A security official says Special Forces have conducted operations in the city. The army has also been deployed around Fallujah ahead of the operation to provide residents with a safe passage. Earlier, a senior military commander said it will take Iraqi forces up to three days to fully dislodge al-Qaeda linked militants from the two cities in the western Anbar province. Iraqi security forces have been combating al-Qaeda linked insurgents in the western Anbar province in recent days.
