INfocus - Role of tax evasion in Italy's economy (P.2)
Italy has been suffering the worst economic downturn in recent decades and it seems that tax evasion has played a huge role in the country's economic crisis. Italy's nominal gross domestic product (GDP) contracted by 2.4 percent in 2012, and at a similar annualized rate in the first half of 2013. According to Italy's national tax office, it is estimated that a total of 130 billion euros (177 billion dollars) is evaded every year in the country. The Bank of Italy has recently said that more than a quarter of the national economy eludes taxation due to underground and criminal economic activities that push up borrowing costs and discourage investment in the country's most vulnerable regions. A research by the National Association of small and medium enterprises Confcommercio argues that black economy (or tax evasion) subtracts more than 270 billion from the Italian GDP. The black economy in Italy is equal to 17.4% of the GDP in 2012-2013, which is higher than those of most advanced economies. The Confcommercio report explains that the black economy almost makes any policy action for the revival of the production system in Italy futile. That month there were 55,000 fewer people in work compared with the month before, and 448,000 fewer than in November 2012. Youth unemployment also hit its highest level on record 41.6 percent. Despite weak signs of economic recovery Italian businesses are not creating jobs as the country languishes in its longest post-war recession. The young are dispirited. One young woman said: "I am extremely worried about my future. I still haven't made up my mind on what I'm going to do, probably I'll go abroad". While a young male jobseeker lamented: "We invested all this time and money in our studies but now we find we have nothing." Prime Minister Enrico Letta has called the youth unemployment rate a national emergency. His party is about to unveil a "Jobs Act". PopEye is an interdisciplinary international circuit that connects students and young experts in the fields of Anthropology, Economy and Visual Arts in Italy and Belgium (mainly from Venice, Turin and Gand). A very special kind of research group comes out from this poliedric sum of competences, able to operate out of classical schemes. With its activities, the equipe aims to deeply analyze etnographical events by different views, with a special focus on the multisciplinary aspects of the research.
The first activity of the PopEye group will lead to a documentary about the Purna Kumbh Mela (litt. “complete” Kumbh Mela), one of the biggest and most important religious festivals all over the world.
This special experience is shared by millions of people and has attracted in the last years a huge number of tourists from western countries, fascinated by Indian tradition and by the peculiarity of the event. The equip will work in this framework: the fieldwork will be set in Allahabad and in other cities where the religious pilgrimage and the western tourism will be more remarkable. Aim of the research will be the production of a documentary of about 30-50 minutes of duration. The production and filming will least about 50 days (from January, 15th until early March 2013).

Vento è il diario di un viaggio lungo otto giorni, quelli necessari a cinque progettisti per attraversare l’Italia
in bicicletta seguendo il corso del fiume Po, da Torino a Venezia.
630 km per dimostrare la fattibilità di quella che potrebbe essere la ciclabile più lunga d’Italia e una delle più lunghe d’Europa, un progetto che significherebbe migliaia di nuovi posti di lavoro, green economy, sviluppo sostenibile, al costo di soli 2 km di autostrada.
Un viaggio dalle Alpi all’Adriatico attraverso quattro regioni e lungo tutta la Pianura Padana, che diventa
l’occasione per raccontare un pezzo d’Italia da una prospettiva inedita.
Un road movie su due ruote tra città d’arte, paesaggi e persone profondamente cambiati in questi ultimi 50 anni.
SYNOPSIS
Vento is the travel diary of the eight days it took five designers to cycle across Italy, following the course
of the river Po from Turin to Venice.
Completed for the first time, this 630-kilometre ride was intended to demonstrate the feasibility of creating
the longest bike path in Italy and one of the longest in Europe: a project that would mean thousands of jobs,
sustainable development and a boost for the green economy, all for the same price as two kilometers of motorway.
Their route took the cyclists along the Po Valley from the Alps to the Adriatic, crossing through four regions.
The film offers a new perspective on a piece of Italy, a road movie on two wheels through historic cities,
landscapes and people that have all changed dramatically over the last 50 years.
