Syrian Crisis in Kurdistan Region of Iraq
In the camps in the Kurdistan region of Iraq, Syrian women fleeing violence in their native country live in fear. Many young women are forced into marriage by their families where domestic abuse is common. The United Nations Development Programme in partnership with the Directorate of Combatting Violence Against Women is working in the camps to train Syrian women about their legal rights and provide pyscho-social counseling. The trauma of fleeing a brutal conflict and then facing more violence is almost too much to bear. Iraq's military and some tribal leaders have struck a deal to drive out al-Qaeda-linked fighters in Anbar amid continued clashes and shelling in the predominantly Sunni Arab western province. Pro-government Sunni tribes have asked the Iraqi military to withdraw from Anbar, and together with local police tribal fighters have begun to retake checkpoints and other vital government installations. Fallujah and parts of the Anbar provincial capital, Ramadi, farther west have been outside government control for days - the first time al-Qaeda-linked fighters have exercised such open control in major Iraqi cities since the height of the insurgency that followed the US-led invasion of 2003. The violence in Anbar, which began on December 30 with the removal of a Sunni Arab anti-government protest camp, has killed more than 250 people - the worst unrest to hit the province in years. Al Jazeera's Imran Khan reported quoting local tribal sources on Wednesday that an interim deal had been reached with a view to defeating the Islamic State in Iraq and the Levant (ISIL). "The arrangement calls for the Iraqi army to withdraw from the outskirts of Fallujah and Ramadi and to move to the outskirts of Anbar," he said. "Pro-government tribes in conjunction with local police have begun to retake police checkposts on the edge of Fallujah. The police force is much less of an issue for the Sunni Arab tribes as police officers have been recruited from the tribes themselves. "Many Sunni leaders are suspicious of the Iraqi army's presence as they see it a tool of the Maliki government. Tribal leaders have called on ISIL fighters to leave Fallujah to avert a full-scale assault on the city by pro-government Sunni tribes." The developments come amid an announcement by the Iraqi Red Crescent that more than 13,000 families have fled Fallujah in the past few days. "Most of them are now living in schools, public buildings or with relatives," Mohammed al-Khuzaie, a Red Crescent official, said in a statement on Wednesday. Khuzaie said Red Crescent had provided humanitarian assistance to more than 8,000 families in the past three days across Anbar. 'Critical situation' Separately, the top UN official in Iraq said that a "critical humanitarian situation" was developing in Anbar. Nickolay Mladenov said on Wednesday the humanitarian situation in the province was likely to worsen as military operations to rout the fighters continue around Fallujah and Ramadi. He said stocks of food, water and medicine in Fallujah were beginning to run out, and that more than 5,000 families had fled to neighboruing provinces to escape the fighting. Life inside Fallujah appeared to be returning to some semblance of normalcy on Wednesday, though the situation remained tense. A dispute over oil exports has erupted between Iraq s federal government and the autonomous Iraqi Kurdistan region after it signed a deal with a foreign oil company without consent from Baghdad. With an oil output of three million barrels per day in July Iraq has finally overtaken Iran as the second largest oil producer in OPEC Organization of Petroleum Exporting Countries according to the International Energy Agency. However with the hundreds of billions of U.S. dollars in earnings comes a series of problems for Iraq among which the dispute over oil exportation and exploration between Baghdad and the autonomous Kurdish region is a growing concern. French oil giant Total S.A. said on July 31 that it signed a deal with the Kurdish authorities to obtain a 35 percent share of two oil-exploration areas in the Iraqi Kurdistan region which further deteriorated the already stressed relations between the autonomous region and central government. Baghdad claimed immediately after the deal that any contract signed between Kurdish authorities and foreign energy companies would be illegal and invalid without the approval of federal government. Pro-government analysts insist that oil should be one-hundred-percent controlled by the federal government and Kurdistan s act is a challenge both to the authority of the government and to the country s federation system. The word Crisis is not enough to describe the current situation as it concerns Iraq s state system. Is Iraq still a federal state Kurdistan s act makes Iraq look like a league of states. It is separatism for sure said Saad Al Muttabi member of the State of Law Coalition. The Kurdish authorities had signed oil deals with foreign energy companies before. Early in 2003 the autonomous region signed a number of exploration agreements with several Western energy companies. To cope with this problem Baghdad launched talks about the draft of Oil and Gas Law in 2007 which however has not been approved so far due to wide divergences in oil exploration and allocation. The failure of issuing Oil and Gas Law has long been used by the Kurdish authorities as their defense for exploring oil on their own. The autonomous Kurdish region exports oil in accordance with the regional law. The problem is with the federal government in Baghdad they don t even have an oil and gas law. It s impossible for us to stop our development because of this and wait for the federal government to legislate such a law said Sabah Akrawi member of the Kurdistan Democratic Party. Iraqi Kurdistan has become a region with a great amount of autonomy. It now has its own political system and armed forces. Analysts point out that the region s growing autonomous power is taking it out of Baghdad s control which has been proven by the oil crisis.
