The New Eastern Europe: Transitioning to a Market Economy - Hungary, Czech Republic & Poland (1993)
Andrew Nagorski (born 3 May 1947), an award-winning journalist, is Vice President and Director of Public Policy at the EastWest Institute. Prior to that, as a senior editor at Newsweek magazine, he served in a variety of news reporting positions throughout the world. In addition, Nagorski is an author of both fiction and non-fiction books. He formerly served as senior editor of the international division of the magazine. Born in Edinburgh, Scotland of Polish parents (who shortly after his birth emigrated to the United States), he attended school overseas while his father was in the United States Foreign Service. He earned a B.A. magna cum laude and Phi Beta Kappa from Amherst College in 1969 and studied at the University of Cracow. Nagorski taught social studies at Wayland High School in Massachusetts before joining Newsweek. After joining Newsweek International in 1973 as an associate editor, he was its assistant managing editor from 1977 to 1978. From 1978 to 1980, Nagorski was the Hong Kong-based Asian regional editor for Newsweek International and then as Hong Kong Bureau Chief. From 1990 to 1994, he served as Newsweek's Warsaw bureau chief, and he has served two tours of duty as Newsweek's Moscow bureau chief, first in the early 1980s and then from 1995 to 1996. In 1982, he gained international notoriety when the Soviet government, angry about his enterprising reporting, expelled him from the country. After spending the next two and a half years as Rome bureau chief, he became Bonn bureau chief. As Berlin bureau chief from 1996 to 1999, Nagorski provided in-depth reporting about Germany's efforts to overcome the legacy of division, the immigration debate, and German-Jewish relations. From Berlin, Nagorski also covered Central Europe, taking advantage of his long experience in the region and his knowledge of Polish, Russian, German and French. Nagorski was in New York as a senior editor for Newsweek from January 2000 till 2008, after serving as a foreign correspondent and bureau chief for Newsweek in Hong Kong, Moscow, Rome, Bonn, Warsaw and Berlin. Nagorski developed the editorial cooperation between Newsweek International and its network of foreign language editions and other joint venture partners. The most recent additions have been Newsweek Russia, which was launched in June 2004, and Newsweek Polska. Nagorski is now at the EastWest Institute as Vice President and Director of Public Policy. Nagorski also continues to write reviews and commentaries for Newsweek International. He has been honored three times by the Overseas Press Club for his reporting. Nagorski is the author of the non-fiction books Reluctant Farewell: An American Reporter's Candid Look Inside the Soviet Union (New Republic/Henry Holt, 1985), The Birth of Freedom: Shaping Lives and Societies in the New Eastern Europe (Simon & Schuster, 1993) and The Greatest Battle: Stalin, Hitler and the Desperate Struggle for Moscow That Changed the Course of World War II, (Simon & Schuster, 2007). The Greatest Battle was named a 2007 Los Angeles Times Book Prize Finalist and "one of the best books of 2007" by the Washington Post". Hitlerland: American Eyewitnesses to the Nazi Rise to Power was released March 13, 2012. His first novel, Last Stop Vienna, about a young German who joins the early Nazi movement and then is propelled into a confrontation with Hitler, was published by Simon & Schuster in January 2003. Called a "fast-moving, riveting debut novel" by Publishers Weekly, it has appeared on the Washington Post's bestseller list. In 1988, Nagorski took a one-year leave of absence to serve as a senior associate at the Carnegie Endowment for International Peace think tank in Washington, D.C.[3] In recent years, he has also served as an adjunct professor at the Bard College Center for Globalization and International Affairs, teaching a course on international affairs writing. Orban banks on Hungary's 'fairy tale' economy for re-election
Sun, Mar 30 2014 CDT by Geza Molnar Budapest (AFP) As Hungarian Prime Minister Viktor Orban runs for re-election next weekendhe has been trumpeting an economy that appears to be doing rather well -- at first glance. The central European former communist country emerged from recession last year, with output expanding a healthy 1.2 percent and forecast to grow by 2.0 percent in 2014. Unemployment, at 8.9 percent, is at a five-year low while inflation -- in 2012 one of the highest in the European Union -- has slowed to levels not seen for more than four decades. This has enabled the central bank to keep cutting interest rates, whereas in some other emerging economies including South Africa and Turkey borrowing costs have begun to rise. Sweeping to power in 2010 after eight years of Socialist rule that saw Hungary become the most indebted country in central Europe, Orban declared a war on debt. He has brought the budget deficit to under the three-percent EU limit, and set about rebuilding the country's manufacturing sector. "If we continue like this, by the end of the 2018 election cycle, it seems a realistic target for us to become the most industrialised country in Europe," Orban, 50, said in a recent interview. Next Sunday, April 6, Hungarian voters will have their say at a general election. - Flip side - But what Orban's economy minister called the "fairy tale" also has a darker side that the rosy headline numbers fail to tell, experts say. The economy has been boosted, like others in the region, by improving global conditions, including in the eurozone, and in particular by a bounteous agricultural harvest last year. The underlying performance is in fact not strong, since Hungary "lacks the resources to achieve dynamic growth", economist Eva Varhegyi from the Financial Research institute told AFP. Apart from certain German automakers like Audi and Daimler with factories in Hungary, Orban has failed to attract enough foreign investors, critics say. At 16 percent of GDP, "the level of investments is insufficient to maintain the current level of production and is far from the 25 percent needed ... longer-term," said Sandor Jobbagy, an analyst at CIB in Budapest. Orban, leading in polls ahead of the elections, has also spooked investors with special levies on sectors such as telecoms and in particular banks, which has helped him bring down the deficit. Hungary's debt level also remains the highest in the region despite a nationalisation of private pension funds. Nationalist rhetoric -- like wanting to "defend Hungarian families from the monopolies, the cartels and the bureaucrats" of the EU -- has also not helped endear him to foreign companies. Inflation, meanwhile, is only so tame because Orban's right-wing government last year ordered utility firms, many foreign-owned, to slash gas and electricity bills by 20 percent. Posters trumpeting the cuts -- the latest will take place just before the election -- are plastered over Budapest's billboards, trams and buses ahead of the vote. "For people like me every little saving counts, I can't understand how anyone could not like that," pensioner Katalin Hamori, 65, told AFP. But this vote-winner contrasts with other policies like a hike in value-added tax (VAT) to 27 percent, the highest in the EU, and a new 16-percent flat tax that many experts say hits the poorest hardest. According to a March report by the OECD, disposable income is among the lowest of OECD members, with 30.6 percent of Hungarians reporting they are unable to buy food, compared with an OECD average of 13.2 percent. The drop in unemployment, meanwhile, is thanks to another controversial liberal policy, "workfare", making people work for welfare benefits, often in menial tasks like sweeping the streets.- published: 30 Mar 2014

TIMESCAPE – Construction Works as Art

The headquarters of Collegium Hungaricum Berlin (.CHB), designed by the Hungarian, Peter Schweger, is situated in Dorotheenstrasse, between Berlin’s historical Museum Island, Humboldt University and Gorki Theater. Towering on an empty plot, .CHB has been isolated since its opening in 2008, but from 2011, it will have a new neighbour: Dorothea’s Place. The upmarket residential building is being built on the plot between 14 Dorotheenstrasse and 12 Bauhofstrasse and financed by the German investment company Artprojekt Entwicklung und Marketing GmbH. Artprojekt seeks to evoke the spirit of the 17th century Electress Dorothea of Brandenburg, one of the greatest patrons of the quartier, called Dorotheenstadt.
.CHB the new neighbour with timescape, a long term multimedia art project, a digitally created large scale projection. Based on the German policy of >Kunst am Bau< (Percent for Art), timescape connects several fields of art, culture, society and economy, as well as different historical eras. The term ›Kunst am Bau‹ means that a certain percentage of a budget for a building plan is to be used for art projects. The piece of art may be placed in the interior or exterior of the building, or presented as public art. The creators of timescape extended the idea of >Kunst am Bau< and turned the actual construction works into art. Using the building’s highly developed technical apparatus, three experienced multimedia artists created a multimedia projection and sound installation. During the projection, .CHB assumes the role of a living organismus that absorbs the world around it, but also provides an insight into its inner life. The communicative architecture and equipment used as a public screening of its sleek, modern building make .CHB one of Berlins most important sites for public art.
The core structure of timescape is based on the three dimensions of time. The project connects the past, present and the future of the two plots in the heart of Berlin. Thus, the project creates a historical continuity with a complex network of associations.
In the dimension of the past, a simple white line draws out the silhouettes of the two former buildings – Herzsche Villa (former headquarters of .CHB) and Knobelsdorff Palace. These graphic outlines serve as picture frames for archive photographs of the quartier and the old palaces destroyed during the 2nd world war. The dimension of ”today” includes regularly updated video documentation of the construction works shown as scenes from a 20s burlesque film. In addition, documentary photos of the current programmes of .CHB are presented. In the future dimension, the white line forms the silhouettes of the future Dorothea’s Place, complete with a colourful digital animation.
Timescape encapsulates several genres of projection art, such as mapping architecture, video art and experimental sound art.
Members of the creative team: The projection artists Dávid Szauder (Hungary) and Lucy Benson (Australia), are joined by Servando Barreiro, a sound artist from Spain.
Dávid Szauder (head of the creative team) works with generative structures of audiovisual art. Szauder has worked before with .CHB, as in the case of ”German Unity at Balaton” in 2010, or ”Cinema Total” in 2009. The Australian-born Lucy Benson’s latest projects include projections for the concerts of the famous American singer, Katy Perry, or for grand-scale events of the multinational company Windows. Servando Barreiro works as a VJ (video jockey), sound artist and projection artist. He has had exhibitions in Madrid, Santiago and Rome. Forthermore, he participated in transmediale festival Berlin in 2010.

Speech by Sir Andrew Green
My subject tonight is immigration and the impact of the EU. Now both these topics, both immigration and the EU are matters of very considerable concern to the electorate and yet strangely they are very seldom discussed on their merits. Indeed immigration is seldom discussed at all for fear I think of being branded as either a xenophobe or a racist or both.
Well as the Chairman said, having spent my career in the Foreign Service I am not in the least bit concerned about either of those charges.
I’m going to speak for about 20 minutes and then take questions to cover the points of most interest to you. I suggest that if we are to carry conviction on European matters and immigration matters then we must be clear where they overlap and reinforce and where they don’t, so I will try to disentangle those two subjects a little. I’m going to start by sketching out the scale and nature of the immigration problem that our country now faces, then I’ll go on to outline the European aspects and I’ll conclude by suggesting a constructive way forward.
But first of all the problem. We are not opposed to immigration and still less to immigrants, but we do think the number has got out of hand, we do think that the Government have lost control of the borders; I would have thought that that was obvious. Immigration on a modest scale is a natural part of an open economy and we favour that. We don’t favour what is going on now but it is a surprisingly new problem.
As you can see from this, this is the net immigration into England and actually there was no immigration until the early 80s, it was emigration, a net outflow of people. But it wasn’t until 1997 that the numbers started to rise very sharply indeed and they rose as a result of action and inaction by the Government. So talk of a nation of immigrants is frankly claptrap. The foreign immigration is now running at about a third of a million a year or 900 a day, that’s net. So in total there have been roughly three million net immigration into Britain in the last ten years, that’s the ones we know about, there are also of course illegal immigrants of the order of maybe three quarters of a million. So perhaps it’s not surprising that public concern has mounted over that time.
Quite intriguing, a lot of concern in 79/80, when I think Mrs Thatcher raised it as an election issue, when during the years of Conservative Government as it happens, virtually no interest and people felt that it was a matter that was being dealt with satisfactorily and surprise surprise from 1997 it started to shoot up. And of course that point is the financial crisis of last autumn and now immigration is second equal with crime. I think something like economy is top with 65%, immigration and crime about 30% and then you get down to trivial matters like health and education which are 15%.
So what’s the impact of all this? Well the impact on the population is frankly enormous. This shows you the impact on England, almost all immigration is to England by the way, about 95% of foreign immigration and on the Government’s own figures our population will increase by ten million in the next 20 years and 70% of that will be a result of immigration.
