Firefighters were called to the scene of the accident, which unfolded on the stairway of local government building.
Using hydraulic spreading pliers, firefighters expanded the gap in the balustrade and shielded the boy's head from falling debris.

The heaviest rainstorm since 2010 lashed Hezhang County in southwest China's Guizhou Province from Monday evening to Tuesday morning, causing a heavy flood. No casualties were reported.
Sixteen townships with some 150 villages and 38,000 residents suffered losses to various degrees, with the total loss estimated to exceed 100 million yuan.
Precipitation reached 142 millimeters in Caishen Township, a record high since monitoring started in 2010. It exceeded 100 millimeters in five other townships.
The river traversing Caishen flooded, inundating nearby roads, factories and homes.
Floodwater formed a small lake in the low-lying Chengguan Town.
A third-level flood alert has been issued and more than 700 people have been evacuated. Local authorities are repairing roads and utilities, and some damaged county and town roads have been restored.
Actual losses are still being counted.

Three people are dead and two remain buried after a landslide in southwest China's Guizhou Province, rescuers said Wednesday.
Around 2 a.m. Wednesday, five people were found buried in debris after a landslide occurred around 10 p.m. Tuesday in Zhushi Township of Hezhang County, said the county government.
Three of the victims died in the hospital due to injuries, and two others remain hospitalized.
More than 600 rescuers are still searching for two other people who remain trapped in the debris

Firefighters were called to the scene of the accident, which unfolded on the stairway of local government building.
Using hydraulic spreading pliers, firefighters expanded the gap in the balustrade and shielded the boy's head from falling debris.

The heaviest rainstorm since 2010 lashed Hezhang County in southwest China's Guizhou Province from Monday evening to Tuesday morning, causing a heavy flood. No casualties were reported.
Sixteen townships with some 150 villages and 38,000 residents suffered losses to various degrees, with the total loss estimated to exceed 100 million yuan.
Precipitation reached 142 millimeters in Caishen Township, a record high since monitoring started in 2010. It exceeded 100 millimeters in five other townships.
The river traversing Caishen flooded, inundating nearby roads, factories and homes.
Floodwater formed a small lake in the low-lying Chengguan Town.
A third-level flood alert has been issued and more than 700 people have been evacuated. Local authorities are repairing roads and utilities, and some damaged county and town roads have been restored.
Actual losses are still being counted.

Three people are dead and two remain buried after a landslide in southwest China's Guizhou Province, rescuers said Wednesday.
Around 2 a.m. Wednesday, five people were found buried in debris after a landslide occurred around 10 p.m. Tuesday in Zhushi Township of Hezhang County, said the county government.
Three of the victims died in the hospital due to injuries, and two others remain hospitalized.
More than 600 rescuers are still searching for two other people who remain trapped in the debris
