Last week was dominated by news out of the EU and US. The euro remained stuck in its bearish trend, despite news that Greece reached a deal with its creditors to extend a much needed bailout package for another four months. Meanwhile, testimony from Fed Chair Janet Yellen gave the dollar a moderate boost while a speech by ECB President Draghi did little to boost investor confidence in the EU economy. Finally, oil prices saw a moderate uptick towards the end of the week amid an increase in demand.
This week, investors will be focusing on a variety of data from the EU, US, UK and Australia. Manufacturing data out of the UK and US on Monday is set to create market volatility. Tuesday’s Australian cash rate and RBA statement are likely to impact AUD pairs, while Thursday’s EU minimum bid rate and ECB press conference may lead to additional euro losses. Finally, all eyes will be on Friday’s US non-farm employment claims, which are expected to come in slightly below last month’s.

The mechanism to move the market towards a 'target rate' (whichever specific rate is used) is generally to lend money or borrow money in theoretically unlimited quantities, until the targeted market rate is sufficiently close to the target. Central banks may do so by lending money to and borrowing money from (taking deposits from) a limited number of qualified banks, or by purchasing and selling bonds. As an example of how this functions, the Bank of Canada sets a target overnight rate, and a band of plus or minus 0.25%. Qualified banks borrow from each other within this band, but never above or below, because the central bank will always lend to them at the top of the band, and take deposits at the bottom of the band; in principle, the capacity to borrow and lend at the extremes of the band are unlimited.[19] Other central banks use similar mechanisms.
It is also notable that the target rates are generally short-term rates. The actual rate that borrowers and lenders receive on the market will depend on (perceived) credit risk, maturity and other factors. For example, a central bank might set a target rate for overnight lending of 4.5%, but rates for (equivalent risk) five-year bonds might be 5%, 4.75%, or, in cases of inverted yield curves, even below the short-term rate. Through open market operations, a central bank influences the money supply in an economy. Each time it buys securities (such as a government bond or treasury bill), it in effect creates money. The central bank exchanges money for the security, increasing the money supply while lowering the supply of the specific security. Buying or selling securities ("direct operations") to achieve an interest rate target in the interbank market .

Deposit rate, generally consisting of interest on reserves and sometimes also interest on excess reserves (-0.20% in the Eurozone[21]) – the rates parties receive for deposits at the central bank.
These rates directly affect the rates in the money market, the market for short term loans.
Through open market operations, a central bank influences the money supply in an economy. Each time it buys securities (such as a government bond or treasury bill), it in effect creates money. The central bank exchanges money for the security, increasing the money supply while lowering the supply of the specific security. Conversely, selling of securities by the central bank reduces the money supply.
Open market operations usually take the form of:
Buying or selling securities ("direct operations") to achieve an interest rate target in the interbank market .
Temporary lending of money for collateral securities ("Reverse Operations" or "repurchase operations", otherwise known as the "repo" market). These operations are carried out on a regular basis, where fixed maturity loans (of one week and one month for the ECB) are auctioned off.
Foreign exchange operations such as foreign exchange swaps.
All of these interventions can also influence the foreign exchange market and thus the exchange rate. For example the People's Bank of China and the Bank of Japan have on occasion bought several hundred billions of U.S. Treasuries, presumably in order to stop the decline of the U.S. dollar versus the renminbi and the yen.
All banks are required to hold a certain percentage of their assets as capital, a rate which may be established by the central bank or the banking supervisor. For international banks, including the 55 member central banks of the Bank for International Settlements, the threshold is 8% (see the Basel Capital Accords) of risk-adjusted assets, whereby certain assets (such as government bonds) are considered to have lower risk and are either partially or fully excluded from total assets for the purposes of calculating capital adequacy. Partly due to concerns about asset inflation and repurchase agreements, capital requirements may be considered more effective than reserve requirements in preventing indefinite lending: when at the threshold, a bank cannot extend another loan without acquiring further capital on its balance sheet.
Historically, bank reserves have formed only a small fraction of deposits, a system called fractional reserve banking. Banks would hold only a small percentage of their assets in the form of cash reserves as insurance against bank runs. Over time this process has been regulated and insured by central banks. Such legal reserve requirements were introduced in the 19th century as an attempt to reduce the risk of banks overextending themselves and suffering from bank runs, as this could lead to knock-on effects on other overextended banks. As the early 20th century gold standard was undermined by inflation and the late 20th century fiat dollar hegemony evolved, and as banks proliferated and engaged in more complex transactions and were able to profit from dealings globally on a moment's notice, these practices became mandatory, if only to ensure that there was some limit on the ballooning of money supply. Such limits have become harder to enforce. The People's Bank of China retains (and uses) more powers over reserves because the yuan that it manages is a non-convertible currency.

Lincoln Davenport Chafee (/ˈtʃeɪfiː/; born March 26, 1953) is an American politician from Rhode Island who has served as the Mayor of Warwick (1993–1999), a U.S. Senator (1999–2007) and as the 74th Governor of Rhode Island (2011–2015)
Born in Providence, Chafee is the son of Republican politician John Chafee, who served as the 66th Governor of Rhode Island (1963–1969), the United States Secretary of the Navy (1969–1972) and a U.S. Senator (1976–1999). Lincoln Chafee was educated at Providence Country Day School and Phillips Academy, before graduating with a degree in Classics from Brown University. He then moved to Bozeman, Montana, studying to become a farrier at Montana State University, then working at harness racetracks in the United States and Canada.
Chafee returned to Rhode Island and entered politics as a Republican in 1985 as a delegate to the Rhode Island Constitutional Convention. A year later, he was elected to the Warwick City Council, where he served until his election as Warwick's mayor in 1992. When his father died in 1999, Governor Lincoln Almond appointed the younger Chafee to his father's seat in the U.S. Senate. He won the 2000 election to a full term, defeating Democrat Robert Weygand by 57% to 41%.
A liberal Republican, Chafee was frequently ranked as the least conservative Senate Republican, and to the left of some conservative Democrats. He opposed eliminating the estate tax, voted to increase the top federal income tax rate, voted against allowing drilling in Arctic National Wildlife Refuge, supported an increased minimum wage and was the only Republican Senator to vote against authorizing the use of force in Iraq. Chafee is pro-choice, supports same-sex marriage, affirmative action, gun control and federal funding for embryonic stem cell research and opposes the death penalty and a Flag Desecration Amendment to the United States Constitution.
Chafee did not vote for President George W. Bush in the 2004 presidential election, instead casting a write-in vote for Bush's father George H. W. Bush. Chafee ran for re-election to the Senate in 2006 and was challenged from the right in the Republican primary by Cranston Mayor Steve Laffey. Chafee was supported by the Republican establishment, including President Bush's wife Laura, as the most electable candidate in the heavily blue state and was opposed by several conservative organizations. Chafee defeated Laffey by 54% to 46% but was defeated in the general election by Democrat Sheldon Whitehouse, the former Attorney General of Rhode Island, by 54% to 46%.
Chafee left office in January 2007 and then left the Republican Party to become an Independent in September of that year. He was a supporter of Democrat Barack Obama's 2008 presidential campaign and was a Distinguished Visiting Fellow at Brown University's Watson Institute for International Studies. Chafee ran for Governor of Rhode Island in the 2010 election and defeated Republican John Robitaille, Democrat Frank T. Caprio and Moderate Party nominee Ken Block with 36% of the vote, becoming the first Independent to serve as Governor of Rhode Island since John Collins in 1790.[2] Chafee was a co-chair of Obama's 2012 re-election campaign and in May 2013, he announced he was switching his registration to the Democratic Party.

Gloria Estela La Riva (born August 13, 1954, in Albuquerque, New Mexico) is an American politician associated most recently with the Party for Socialism and Liberation and in California with the Peace and Freedom Party, and previously with the Workers World Party. She was the PSL's 2008 presidential candidate,[1] and was also vying for the nomination of the Peace and Freedom Party in California, but lost the bid to Ralph Nader.[2] La Riva launched her presidential campaign in January 2008, with Eugene Puryear running for vice president.

The 2012 State of the Union Address was a speech given by President Barack Obama, on Tuesday, January 24, 2012, in the chamber of the United States House of Representatives.
In his speech, he focused on education reform, repairing America's infrastructure with money not used on the Iraq War, and creating new energy sources in America.

During his state of the Union Address President Obama mentioned the completed US withdrawal from Iraq, the return of some US troops from Afghanistan and the accomplishments against the Taliban and al-Qaeda including the deaths of Osama bin Laden and Anwar al-Awlaki. Obama underscored Americas commitment to Israel, Americas determination to prevent Iran from getting a nuclear weapon and explained during his Arab Spring section the US position regarding the uprising in Syria by saying: "while it is ultimately up to the people of the region to decide their fate, we will advocate for those values that have served our own country so well. We will stand against violence and intimidation.
We will stand for the rights and dignity of all human beings -- men and women; Christians, Muslims, and Jews. We will support policies that lead to strong and stable democracies and open markets, because tyranny is no match for liberty."
The president discussed the economic situation in America before and after his Inauguration and said with respect to the Income inequality in the United States and the 2012 presidential election: "We can either settle for a country where a shrinking number of people do really well, while a growing number of Americans barely get by. Or we can restore an economy where everyone gets a fair shot, everyone does their fair share, and everyone plays by the same set of rules."
Obama reiterated his call for Congress to extend the payroll tax cut through the end of the year, a benefit to working-class families, urged Congress in his speech to make college more affordable and warned colleges and universities that they risk losing federal funding if they do not keep tuition costs down.[
The President called upon Congress to deny tax breaks to companies that outsource and provide a tax credit to companies that bring jobs back into the United States. He also called for better job training and education and proposed to use one half of the savings from the completed Iraq War and the winding down Afghanistan War for public-works projects and the other half for deficit reduction. Obama pushed Congress to make it easier for Americans to refinance their homes if their interest rates are above market rates, by using revenue from the administration's proposed fee on banks to help finance the initiative.
During the speech, Obama announced the creation of a Unit on Mortgage Origination and Securitization Abuses, which will operate as part of the Financial Fraud Enforcement Task Force, to investigate misconduct that contributed to the subprime mortgage crisis. The unit will be headed by New York Attorney General Eric Schneiderman.
The president also proposed a new trade enforcement unit that would add to the number of government investigators pursuing unfair trade practices and that would be responsible for filing lawsuits against foreign countries, namely China.
Obama also renewed his call for the institution of the Buffett Rule, whereby people making more than $1 million a year would pay a minimum effective tax rate of at least 30 percent in income taxes, and to let the high-end Bush-era tax cuts expire.
With respect to the Buffet Rule The New York Times reported: "Mr. Obama would like the new tax to replace the alternative minimum tax, which was created decades ago to make sure that the richest taxpayers with plentiful deductions and credits did not avoid income taxes, but which now affects millions of Americans who are considered upper middle class."
With respect to Obama's energy policy the NYT wrote that the President will seek an "expansion of domestic energy supplies, both from traditional fuels like oil and natural gas and from cleaner sources like wind and the sun. He singled out the rapid growth of domestic natural gas production through the technique known as hydraulic fracturing, or fracking.", while the Washington Post wrote that Obama would open up new federal land to develop wind farms and solar energy plants to reduce the nation's reliance on foreign oil.
