Recently, Jiang Jiemin, the former president of China National Petroleum Corp. (CNPC) was removed from office. Jiang is also head of the State-owned Assets Supervision and Administration Commission. Using his authority, he set up oil refinery projects, to help Bo Xilai gain achievement in governance. Chinese Communist Party (CCP) official media alleges that CNPC is a"tiger's nest". Analysts suggest that the Xi Jinping Administration's next actions against the CNPC will be to further undermine interests of the faction led by Jiang Zemin. They forecast that top-level CCP infighting will make the Party split apart more, and in a more overt way. On September 3, China's 21st Century Business Herald quoted sources. It says that Jiang Jiemin has inextricable ties with Bo Xilai. During Bo's tenure as Liaoning governor, Jiang focused CNPC business expansion in Liaoning. After Bo's reign over Chongqing, Jiang helped to boost Bo's job performance with the same tricks. Meanwhile, the Herald quoted an industry insider, who gave views on the questionable business practices of CNPC. He said that firstly, northern China has a serious and excessive refining capacity. Secondly, being less economically developed, the North heavily relies on crude oil. This oil is transported at high cost from the South. Thirdly, even CNPC oil refinery projects in Chongqing has had to import crude oil shipped from Burma. Sinopec, another China oil giant, has located its oil refinery plants more often in the southern coastal regions, which are more economical. Overseas Chinese media has reported on an important cause of Jiang Jiemin's fall. He has passed huge profits to Zhou Yongkang, former Politburo Standing Committee member. Jiang has worked under Zhou for many years. After he took the helm of the CNPC, he has curried favor with Zhou by abusing his power. On September 3, the CCP Central authorities announced the removal of Jiang Jiemin from office. The CCP-sponsored Guangming Daily calls the CNPC a "tiger's nest". It stated that from it would be pulled more"big tigers". Commentator Xia Xiaoqiang says this confirms the news intensively reported by overseas media. That is, the CCP has targeted Zhou Yongkang, the "big tiger". Recently, several CNPC executives have been taken down. New reports emerged that Zhou Yongkang and Zeng Qinghong have been warned, or they have been put under house arrest. What are the motives of the CCP axing the CNPC? What are its actions against the interest group led by Zhou Yongkang and Jiang Zemin? Xia Xiaoqiang: "All along, Jiang Zemin, Zeng Qinghong, Zhou Yongkang and the CCP princeling Chen Yuan, have seized huge amount of wealth through a network. This is composed of National Development Bank, the CNPC, Sinopec, and National Development & Reform Commission. Zhou Yongkang and Zeng Qinghong have been closely connected with the petroleum industry. The CNPC has helped conceal crucial criminal evidence for core figures of Jiang Zemin's faction." Xia Xiaoqiang says that Zhou Yongkang, Zeng Qinghong, and Jiang Zemin were all unseen backers of Bo Xilai's military coup plot. The CCP has purged these "big tigers" by way of investigating corruption inside the CNPC. This is a relatively safe practice, considering the CCP's political stability, according to Xia. Political observers think that since China opened up 30 years ago, the CCP has always justified its political legitimacy with economic development. Xia Xiaoqiang:"After taking office, Xi Jinping and Li Keqiang have constantly faced the economic collapse. This has seriously affected the CCP rule, so economic reform becomes one of its priorities." Xia Xiaoqiang indicates that the CCP one-party system is a hard knot for China's economic reform and growth. It is like a closed loop of death. Xia Xiaoqiang: "In particular, during his tenure, Jiang Zemin initiated a collective-corruption system. This has given birth to massive corruption in the CCP officialdom. Meanwhile, it has made China's economy incurably sick. State-owned enterprises have become almost private properties for the families of Jiang Zemin, Zeng Qinghong, and of Zhou Yongkang." According to Xia Xiaoqiang, the battle will continue between the two factions under Xi Jinping and Jiang Zemin. Xi, who is allied with Li Keqiang and Wang Qishan, will wage more fierce anti-corruption drives, as well as and reforms against Jiang's faction. At the same time, they will get more counter-attack. It will then be followed by a more overt splitting of the CCP, Xia Xiaoqiang forecasts. As the infighting escalates, Xia Xiaoqiang says that it is just a matter of time before the downfall of Zeng Qinghong and Jiang Zemin.- published: 05 Sep 2013

Media report that PetroChina, a HK listed subsidiary of the CNPC, was sued by an investor in the USA. PetroChina is accused of failure to make timely disclosure of information on being probed for corruption. This is against the U.S. Securities Act. PetroChina President, Zhou Jiping, and three other top executives are named in the lawsuit. The CNPC has recently been riddled with scandals, since its four executives were sacked last week. On September 4, another four senior managers of PetroChina were sued in the USA. Reportedly, an investor has filed a complaint against PetroChina in a Manhattan federal court. On August 25, the superior authorities informed PetroChina that its executives are being probed. This is related to serious disciplinary violation. Yet, PetroChina didn't disclose the information to investors until August 27. This practice was in violation of the US Securities Act. The investor alleged that on August 28, PetroChina stock dropped over 3.5% when news broke about the probe. The company lost 21.7 Billion yuan on the value of its H Shares and of Kunlun Energy shares. It is speculated that PetroChina may face queries by the US Securities and Exchange Commission(SEC). Reportedly, Daniel Roules, a partner at the US law firm Squire Sanders, commented. "I expect the SEC to respond to the Chinese investigation by asking PetroChina more questions." Ye Ke, Public Policy expert, USA: "The recent plummet of PetroChina stock mirrors the company's internal mess. It also reflects the psychology of investors. Lots of large Chinese state-owned enterprises, including PetroChina, have actually had very poor performance. They have gained profits through monopolies, by keeping information private, or by counterfeiting. Openness on financial disclosure can reveal the inside story." So far, prices of PetroChina shares have somewhat stabilized. Yet, its shares value, in the past four trading days, has evaporated 38 Billion yuan. Ye Ke: "China's enterprises, especially the SOEs, are heavily subject to political influence. Their development has never relied on business success, but their political stance and resources. Any major political change can severely hammer the enterprises, and PetroChina is a good example." Financial expert, Zheng Zuoshi, commented in an article. He writes, "usually in a country, large enterprises are winners, after years of market competition. So in the tide of crisis, large enterprises are the backbones of the industries. However it's easy to see that China's central SOEs have the lowest efficiency." Li Shanjian, commentator: "Chinese SOEs' going public is interesting in itself. Why? In a market economy, shareholders control the assets of a listed company, which works for the shareholder. But Chinese SOEs are totally different. They are completely controlled by the Communist authorities, so where do their profits end up? And where does the capital come from? It's an opaque black box as a whole." China's 21st Century Business Herald reports that three PetroChina subsidiaries have become deeply entangled in the corruption scandal. The list includes Kunlun Energy, Wison Engineering, and Star Cable. Zhou Bin is rumored to be the big boss behind Wison Engineering. He is the son of Zhou Yongkang, former Politburo Standing Committee member. On September 2, Wison Engineering stock plummeted 16.5% before trading was suspended. The suspension still continues. Several top executives from Star Cable, one of the largest suppliers for CNPC, have also run into troubles. On September 23, He Yuying, Deputy Managing Director of Star Cable, reportedly said died after jumping off a building. Her death attracted media attention back towards the CNPC corruption incident. Some media reported that Xi Jinping hopes to show that he is capable of taking control bydealing with the CNPC case. He Yuying had close links with CNPC. On September 23, at 11pm, He Yuying died after jumping off a building in Wuhou District, Chengdu. The police haven´t announced results of an investigation into the death. Star Cable announced the death, but didn´t provide any reasons. He Yuying was born in 1968, and later graduated from University. She served as a branch General Manager at Star Cable. She was a Deputy General Manager, in charge of sales and marketing. Xing Tianxing, current affairs commentator:"In a company, many specific things will go through the sales department. I think if He Yuying is suspected of involvement in a crime, she would actually be an important witness. She suddenly died after jumping off a building, so it is likely that Star Cable is involved in the CNPC case." Sources indicated that Star Cable´s largest customer was CNPC. In the first six months of 2013, Star Cable´s sales turnover from the CNPC reached 185 million yuan ($30 million). Star Cable is the largest supplier for CNPC, and media referred to Star Cable as a parasitic company on CNPC. Top executives of CNPC were repeatedly exposed for their involvement in corruption. However, Star Cable´s Chairman Li Guangyuan, Managing Director Shen Ludong and Financial Officer Yang Ping disappeared. He Yuying´s death has brought more mystery around Star Cable. Observers have focused their attention on the CNPC again. The New York Times said that pursuing graft cases in the oil industry is one of Xi Jinping´s biggest tests. How far and high is he willing to go to clean up the political elite? Ding Xueliang, a Professor at the Hong Kong University of Science and Technology has studied corruption in China. Ding said,"What´s going on can be called, 'shaking the mountain to scare the tiger'. it is also about Xi consolidating control over the key parts of the system." Ding analyzed that Xi Jinping used these incidents to warn Zhou Yongkang. They are in the process of collecting all the evidence of people close to Zhou. If Zhou doesn´t keep himself disciplined, Xi can do more. Lan Shu, current affairs commentator:"Although Jiang Zemin and Zhou Yongkang have retired, they still maintain many allies in the regime. Those allies became their representatives, and this is the true reason Xi is fighting corruption. If Xi dares not to catch Zhou Yongkang, all corrupt officials will still understand that the important thing is not whether one is corrupt or not, but whom you follow." Zheng Yongnian, the Director of the East Asian Institute at National University of Singapore commented. Zheng said that Xi Jinping must do something to show that he has command over those interest groups. He needs to show that they are not independent kingdoms, otherwise, no one will follow him. In late August, CNPC top executives Wang Yongchun, Li Hualin, Ran Xinquan and Wang Daofu were put under investigation. They were removed from their position for serious violation of discipline. Jiang Jiemin, Director of the Assets Supervision and Administration Commission, was arrested for corruption. Rumors suggest that following the downfall of former Chongqing Party Secretary Bo Xilai, Zhou Yongkang, a former Standing Committee member, will be the next "big tiger" that Xi Jinping will seek to remove.
