"I welcome today's signing of a cessation of hostilities agreement in South Sudan, which is a critical first step toward building a lasting peace," Obama said in a statement issued by the White House. The government led by South Sudanese President Salva Kiir and rebels loyal to former Vice President Riek Machar agreed earlier Thursday to end deadly fighting that has claimed thousands of lives and displaced a million people. Obama urged South Sudanese leaders to work to "fully and immediately" implement the agreement and start an inclusive political dialogue to address the underlying causes of the conflict. "In order to regain the trust of their people and the international community, South Sudan's leaders must demonstrate their sustained commitment to a peaceful resolution of the crisis," the US president said. The current conflict in South Sudan, the world's youngest country, broke out on Dec. 15 last year when Kiir's government said that soldiers loyal to Machar, who was dismissed last July, staged an attempted coup. Eleven pro-rebel leaders were detained by the government for their alleged role in the coup attempt. "The full participation of political detainees currently being held by the Government of South Sudan will be critical to those discussions and we will continue to work to expedite their release," Obama said. US Assistant Secretary for Africa Linda Thomas-Greenfield said earlier this month that the US found no evidence of coup and the violence in South Sudan erupted due to "a huge political rift" between Kiir and Machar. "There is clear evidence that targeted killings have taken place," the top US diplomat for Africa said at a Congressional hearing. Obama also reiterated the US position that individuals who have committed atrocities should be held accountable. "Those working for a more peaceful, democratic, unified South Sudan will continue to have a steady partner in the United States of America," he added. Central Somalia, suicide bombing kills at least 15, and a U.N. official calls for relief from fighting in Syria. I'm Vincent Bruce reporting from Washington. In the central Somali town of Beledweyne, a suicide bomber detonated explosives in a crowded restaurant Saturday. Earlier in the day, Beledweyne district commissioner Bashir Hussein Dhoor confirmed 15 people were killed and 34 injured. The militant group al-Shabab claimed responsibility for the attack. The group released a statement identifying the main target as troops from Ethiopia and Djibouti. Al-Shabab claims the blast killed more than 20 people, including 13 Ethiopian troops. The group claimed responsibility for September siege at a mall in Kenya that killed at least 67 people. The United Nations' top humanitarian official is urging both sides in the Syrian civil war to allow aid workers access to thousands of civilians trapped in one of several besieged suburbs ringing the capital of Damascus. Valerie Amos Saturday called for an "immediate pause in hostilities" to allow access for medical and other rescue personnel into area. Government troops laid siege to the mostly rebel-held town for months. Last week, more than 3,000 civilians, mostly women and children, were able to leave Moadhamiya in a deal brokered between government and opposition representatives. But the U.N. official said Saturday that "the same number or more remain trapped" in the community, which has been the frequent target of shelling and clashes. Meanwhile, world leaders continued to push for a peace conference in Geneva next month. Former Italian Prime Minister Silvio Berlusconi could be barred from holding public office after his conviction for tax fraud. French and Thai experts are helping rescue workers in Laos search for the remains of a passenger plane that crashed into the Mekong River Wednesday. All 49 people on board the Lao Airlines plane are presumed dead. As of Saturday, more than 30 bodies had been recovered. The teams from France's air accident agency and the Thai military were using sonar equipment Saturday to scan the river for the aircraft and remaining victims. President Obama Friday nominated a former Defense Department lawyer, Jeh Johnson, to be the next secretary of Homeland Security. Johnson played a major role in explaining Obama administration legal justifications on the use of unmanned drones and lethal targeted strikes and U.S. detention policies. If confirmed by the U.S. Senate, Johnson would become only the fourth Homeland Security secretary, replacing Janet Napolitano, who led the department through President Obama's first term. The report for the UN's sanctions committee calls for the restoration of an arms embargo on Somalia that was relaxed last year. It said a key advisor to Somalia's president has been involved in planning weapons deliveries to militants. Somalia's mission to the UN has questioned the report's validity. The confidential 14-page report was compiled by the UN's Somalia and Eritrea Monitoring Group, a panel of independent experts supervising compliance with the sanctions regime. It said the group had "identified a number of issues and concerns over current management of weapons and ammunition stockpiles" by Somalia's government. These, it said, "point to high-level and systematic abuses in weapons and ammunition management and distribution". The Security Council imposed the embargo on Somalia in 1992 as the country descended into two decades of unrest. Information gaps As stability returned to Somalia in 2012, it was hoped that last year's easing of sanctions on light weapons such as assault rifles and rocket-propelled grenades would enable an internationally-backed government to better arm its security forces against al-Shabab. Al-Qaeda-aligned Al-Shabab claimed responsibility for a car bomb attack on Thursday near the international airport in the Somali capital, Mogadishu. At least six people were killed. The new report outlines the difficulties faced by the monitors in gaining access to weapons stockpiles in Somalia and obtaining information about its growing arsenal. It said shipments of weapons from Uganda and Djibouti could not be accounted for. Many weapons were being diverted away from security forces and into the hands of militias loyal to powerful clans or for sale in private arms markets in Mogadishu, it added. Within these clans, one key adviser to the president has been involved in planning weapons deliveries to al-Shabab, the report said. "Given the gaps in information... it is impossible to quantify what the scale of diversion of weapons stocks has been," it said. "However, the Monitoring Group has obtained other pieces of qualitative evidence that point towards systematic abuses by the (Somali army)." It recommend the restoration of the full arms embargo, or at least stricter rules. The Somali mission to the UN said the report contained "very serious allegations" which will "cause damage to the legitimacy of the government." A woman has been arrested in Somalia's capital after she alleged in a video interview posted online that she had been raped at gunpoint by colleagues. The journalist who interviewed the 19-year-old has also been detained in Mogadishu, but the two men accused of rape have not been arrested. Earlier this year, another alleged rape victim and the reporter she had spoken to were sentenced to a year in prison for "offending state institutions". They were later released on appeal. The UN has called for a "proper investigation" into the current case. Somalia's UN-backed government said it could not get involved in the judicial process and justice must take its course. The alleged victim is herself a journalist who works for the Kasmo Voice of Women radio station in Mogadishu. Fatuma Abdulkadir Hassan told a journalist at the privately owned Shabelle Media Network that she had been raped at gunpoint by colleagues who worked at the state-owned radio station. One of the journalists contacted her by phone and asked if she could help him without making it clear how - and a car was sent to her house to collect her, she said. She alleges it dropped her off at a house where she found the two journalists. "One of the men threatened me with a pistol, and took me to the bedroom by force... both of them raped me several times, destroying my pride and dignity," the AFP news agency quotes Ms Hassan as saying in the interview, which was videoed and posted online by Shabelle and has since been picked up by several Somali news websites. The men kept her at the house the whole night, only releasing her the following morning, she said. Police arrested Ms Hassan, the Shabelle journalist Mohamed Bashir Hashi who conducted the interview, and the manager of Shabelle. The manager has since been released on bail; the other two remain in custody. Government spokesman Abdirahman Omar Osman denied that the arrest of the journalist was an attack on the media. "Journalists perform a critical role and we want them to be able to work without fear or favour," he said. "A free press is at the heart of every democracy and is guaranteed under our new constitution." Shabelle's radio station was forced off air last month when the authorities took possession of its headquarters, saying the building belonged to the government. But the company's online operations have not been affected. Human rights groups say rape and sexual abuse is a growing problem in Somalia where more than two decades of conflict have seen clan-based warlords, rival politicians and Islamist militants battle for control of the country.- published: 21 Nov 2013
