Obamacare Delay Similar To Previous Medicare Delay Under George Bush

Republicans are obsessed with Obamacare delays. Some of the delays have been helpful to allow for orderly transition to the new rules. The latest, allowing people to complete the process if they started an application for insurance before the deadline, seems like common sense and basic fairness (which might be why Republicans have such a problem with it). NBC News pointed out that George  W. Bush also had a similar delay with the Medicare D program:

As Republicans complain about the Obama administration’s latest deadline extension for Americans to purchase health insurance, Democrats are countering with this reminder: The Bush administration did something similar in 2006.

Back then, as it was implementing the Medicare prescription-drug benefit Bush had signed into law, the GOP presidential administration announced it was waiving penalties for low-income seniors and those with disabilities who signed up late.

As one Knight Ridder report put it at the time:

The move follows a recent administration decision to allow the same impoverished beneficiaries to sign up for Medicare drug coverage until Dec. 31.

“In other words, you can apply after May 15th without penalty. And that’s important for low-income seniors to understand,” President Bush told a group of older Americans in Sun City Center, Fla., on Tuesday.

There’s one key difference between Bush’s Medicare prescription-drug benefit and Obama’s health-care law: Democrats didn’t try to scuttle the Medicare law’s implementation (especially since some of them had voted for it), while the same isn’t exactly true of GOP actions regarding the health-care law.

But the 2006 story is a reminder that when it comes to the implementation of complex new laws, both Democratic and Republican administration have changed the rules to encourage enrollment.

Republicans who complain about delays in the Affordable Care Act under Obama had no problem with a comparable delay under George Bush, showing once again that their positions are motivated by opposition to Obama and not any higher principles.

Are Many Conservatives Really Liberals?

Polls have generally showed self-identified conservatives outnumbering liberals, with a recent slight increase in the number of liberals. I have often speculated that this is largely due to the success the right wing noise machine has had in demonizing the word liberal. Americans come out more liberal than would be expected by these poll findings when we look at individual issues.

While the pendulum swings both ways, the trend has been toward more liberal policies over the years. Most people wouldn’t think of returning to the days of child labor. Medicare and Social Security are deeply entrenched, to the point that even when Republicans vote for ending Medicare as we know it they realize they have to hide what they are doing. Recent polls show increases in the number of people who support legalization of same-sex marriage and legalization of marijuana. A majority even supports the individual components of Obamacare when asked without identifying the policy as Obamacare.

John Sides reviewed a recent book to argue that many conservatives are really liberals:

In Ideology in America, Christopher Ellis and James Stimson describe a striking disjuncture. When identifying themselves in a word, Americans choose “conservative” far more than “liberal.” In fact they have done so for 70 years, and increasingly so since the early 1960s.

But when it comes to saying what the government should actually do, the public appears more liberal than conservative. Ellis and Stimson gathered 7,000 survey questions dating back to 1956 that asked some variant of whether the government should do more, less, or the same in lots of different policy areas.  On average, liberal responses were more common than conservative responses. This has been true in nearly every year since 1956, even as the relative liberalism of the public has trended up and down.  For decades now there has been a consistent discrepancy between what Ellis and Stimson call symbolic ideology (how we label ourselves) and operational ideology (what we really think about the size of government).

Looked at this way, almost 30 percent of Americans are “consistent liberals” — people who call themselves liberals and have liberal politics.  Only 15 percent are “consistent conservatives” — people who call themselves conservative and have conservative politics.  Nearly 30 percent are people who identify as conservative but actually express liberal views.  The United States appears to be a center-right nation in name only.

This raises the question: why are so many people identifying as conservative while simultaneously preferring more government?  For some conservatives, it is because they associate the label with religion, culture or lifestyle.  In essence, when they identify as “conservative,” they are thinking about conservatism in terms of family structure, raising children, or interpreting the Bible. Conservatism is about their personal lives, not their politics.

But other self-identified conservatives, though, are conservative in terms of neither religion and culture nor the size of government.  These are the truly “conflicted conservatives,” say Ellis and Stimson, who locate their origins in a different factor: how conservatives and liberals have traditionally talked about politics.  Conservatives, they argue, talk about politics in terms of symbols and the general value of “conservatism” — and news coverage, they find, usually frames the label “conservative” in positive terms.  Liberals talk about policy in terms of the goals it will serve — a cleaner environment, a stronger safety net, and so on — which are also good things for many people.  As a result, some people internalize both messages and end up calling themselves conservative but having liberal views on policy.

Ideology has two faces: the labels people choose and the actual content of their beliefs.  For liberals, these are mostly aligned.  For conservatives, they are not.  American conservatism means different things to different people.  For many, what it doesn’t mean is less government.

This idea that nearly 30 percent of self-identified conservative are really liberals would explain the increased support for liberal positions despite a majority identifying themselves as conservatives.

There are some limitations to this, largely due to problems with these labels. It seems to use a simplistic definition of liberals as being for more government and conservatives being for less, but that does not really explain the differences. There are many areas where I am for less government. There is nowhere that I support more government for the sake of more government.

I supported the Affordable Care Act because financing of health care is an area where the market has failed, as insurance companies found it more profitable to find ways to collect increased premiums while finding ways to avoid paying out claims. Conservatives opposed the Affordable Care Act based upon greatly-exaggerated arguments that it is more government (ignoring its similarities to health plans previously advocated by conservatives). Republicans widely supported an individual mandate to buy health insurance until this became part of the plan supported by Barack Obama (who ran against Hillary Clinton opposing the individual mandate). Similarly, conservatives previously supported ideas comparable to the health care exchanges.

On the other hand, conservatives support more big government when it comes to military spending, mandatory vaginal probes, and other intrusions into the private lives of individuals. Even Ron Paul, who voted no on virtually any spending by the federal government, would allow for far greater government restrictions on individual liberties if it came from the state or local level.

Republicans in office generally perform different than their rhetoric would, with big increases in the size of government under Ronald Reagan and George W. Bush. This has been described as being “ideologically conservative, but operationally liberal.” If we just go by their effects on the size of government, Reagan and Bush were the liberals while Barack Obama has been the most conservative president since Dwight Eisenhower. Part of this is because Republican rhetoric is incompatible with actually governing, leading Reagan and Bush to promote far more government spending than would be expected by their rhetoric. Many conservatives realize they didn’t get what they wanted from Bush, but continue to buy the myth of Ronald Reagan as a supporter of small government.

Another problem is a concentration on economic issues and the size of government, as misleading as those issues can be in assigning labels. How would they classify someone who wants to ban abortion, limit access to contraception, opposes same-sex marriage, and supports everyone carrying a concealed weapon, but doesn’t follow the entire Republican line on economic policy? I bet a lot of self-identified conservatives would have no real opposition to a modest tax increase on the wealthy and increasing some government economic regulations (especially if they don’t affect them personally) while holding a number of other conservative positions.

Today many are self-identified conservatives based upon social issues. This didn’t always identify conservatism. Barry Goldwater was a strong opponent of the religious right. He sure called it right in 1994:

Mark my word, if and when these preachers get control of the [Republican] party, and they’re sure trying to do so, it’s going to be a terrible damn problem. Frankly, these people frighten me. Politics and governing demand compromise. But these Christians believe they are acting in the name of God, so they can’t and won’t compromise. I know, I’ve tried to deal with them.

Or maybe they just like being members of the club.  They like to listen to people like Glenn Beck and agree with what they say. However Beck has previously described himself as “a rodeo clown” and conceded, “If you take what I say as gospel, you’re an idiot.”

Putin Goes To War

As is often the case, David Remnick provides excellent coverage of the events of the last few days in Ukraine. He shows not only what is going on in the Ukraine, but what good journalism should be. On Putin:

Vladimir Putin, the Russian President and autocrat, had a plan for the winter of 2014: to reassert his country’s power a generation after the collapse of the Soviet Union. He thought that he would achieve this by building an Olympic wonderland on the Black Sea for fifty-one billion dollars and putting on a dazzling television show. It turns out that he will finish the season in a more ruthless fashion, by invading a peninsula on the Black Sea and putting on quite a different show—a demonstration war that could splinter a sovereign country and turn very bloody, very quickly.

There’s more background information than is found in the typical article which concentrates more on up to the minute news than analysis, and then a return to Putin’s motives:

In a recent Letter from Sochi, I tried to describe Putin’s motivations: his resentment of Western triumphalism and American power, after 1991; his paranoia that Washington is somehow behind every event in the world that he finds threatening, including the recent events in Kiev; his confidence that the U.S. and Europe are nonetheless weak, unlikely to respond to his swagger because they need his help in Syria and Iran; his increasingly vivid nationalist-conservative ideology, which relies, not least, on the elevation of the Russian Orthodox Church, which had been so brutally suppressed during most of the Soviet period, as a quasi-state religion supplying the government with its moral force.

And this is how the war is likely to go:

I spoke with Georgy Kasianov, the head of the Academy of Science’s department of contemporary Ukrainian history and politics, in Kiev. “It’s a war,” he said. “The Russian troops are quite openly out on the streets [in Crimea], capturing public buildings and military outposts. And it’s likely all a part of a larger plan for other places: Odessa, Nikolayev, Kherson. And they’ll use the same technique. Some Russian-speaking citizens will appear, put up a Russian flag, and make appeals that they want help and referendums, and so on.” This is already happening in Donetsk and Kharkov.

“They are doing this like it is a commonplace,” Kasianov went on. “I can’t speak for four million people, but clearly everyone in Kiev is against this. But the Ukrainian leadership is absolutely helpless. The Army is not ready for this. And, after the violence in Kiev, the special forces are disoriented.”

In conclusion (but read Remnick’s full article first):

Putin’s reaction exceeded our worst expectations. These next days and weeks in Ukraine are bound to be frightening, and worse. There is not only the threat of widening Russian military force. The new Ukrainian leadership is worse than weak. It is unstable. It faces the burden of legitimacy. Yanukovych was spectacularly corrupt, and he opened fire on his own people. He was also elected to his office and brought low by an uprising, not the ballot; he made that point on Friday, in a press conference in Rostov on Don, in Russia, saying that he had never really been deposed. Ukraine has already experienced revolutionary disappointment. The Orange Revolution, in 2004, failed to establish stable democratic institutions and economic justice. This is one reason that Yulia Tymoshenko, the former Prime Minister, newly released from prison, is not likely the future of Ukraine. How can Ukraine possibly move quickly to national elections, as it must to resolve the issue of legitimacy, while another country has troops on its territory?

Vladimir Ryzhkov, a liberal Russian politician who no longer holds office, said that the events were not only dangerous for Ukraine but ominous for Russia and the man behind them. “It’s quite likely that this will be fatal for the regime and catastrophic for Russia,” he told Slon.ru. “It just looks as if they have taken leave of their senses.”

There are, of course, other views worth reading.  Peter Baker explains why it will not be easy to make Russia pay, despite the rants from Republican politicians such as Marco Rubio who seek to find political advantage in the current international crisis.

Mr. Putin has already demonstrated that the cost to Moscow’s international reputation would not stop him. Having just hosted the Winter Olympics in Sochi, he must have realized he was all but throwing away seven years and $50 billion of effort to polish Russia’s image. He evidently calculated that any diplomatic damage did not outweigh what he sees as a threat to Russia’s historic interest in Ukraine, which was ruled by Moscow until the breakup of the Soviet Union in 1991.

Mr. Putin may stop short of outright annexation of Crimea, the largely Russian-speaking peninsula where Moscow still has a major military base, but instead justify a long-term troop presence by saying the troops are there to defend the local population from the new pro-Western government in Kiev. Following a tested Russian playbook, he could create a de facto enclave loyal to Moscow much like the republics of South Ossetia and Abkhazia that broke away from Georgia. On the other hand, the White House worries that the crisis could escalate and that all of Russian-speaking eastern Ukraine may try to split off.

Finding powerful levers to influence Mr. Putin’s decision-making will be a challenge for Mr. Obama and the European allies. Mr. Obama has seen repeatedly that warnings often do not discourage autocratic rulers from taking violent action, as when Syria crossed the president’s “red line” by using chemical weapons in its civil war.

Russia is an even tougher country to pressure, too formidable even in the post-Soviet age to rattle with stern lectures or shows of military force, and too rich in resources to squeeze economically in the short term. With a veto on the United Nations Security Council, it need not worry about the world body. And as the primary source of natural gas to much of Europe, it holds a trump card over many American allies.

The longer-term options might be more painful, but they require trade-offs as well. The administration could impose the same sort of banking sanctions that have choked Iran’s economy. And yet Europe, with its more substantial economic ties, could be reluctant to go along, and Mr. Obama may be leery of pulling the trigger on such a potent financial weapon, especially when he needs Russian cooperation on Syria and Iran.

“What can we do?” asked Fiona Hill, a Brookings Institution scholar who was the government’s top intelligence officer on Russia during the Georgia war when Mr. Putin deflected Western agitation. “We’ll talk about sanctions. We’ll talk about red lines. We’ll basically drive ourselves into a frenzy. And he’ll stand back and just watch it. He just knows that none of the rest of us want a war.”

Baker also compared Obama’s options to those which George Bush had when Russia went to war with Georgia in 2008. Bush eventually learned that he was wrong about his initial sense of Putin’s soul from looking into his eyes. If anyone still has any doubts, it is clear that Putin’s soul is that of an autocrat and KGB killer.

The Battle For Control Of Congress 2014

While the media is increasingly talking about the 2016 presidential election, we have a major election coming up for control of Congress later this year. At present it appears that it is unlikely for the Democrats to take control of the House, and they are now fighting to retain control of the Senate. Predictions that the Republicans will hold the House and possibly take the Senate are based upon historical trends and which Senate seats are up for reelection this year. Of course it is possible to see a break from past trends.

Among the trends causing people to predict this to be a good year for Republicans: minorities and young voters don’t vote as often in off-year elections, a president’s party generally does poorly in the sixth year of the president’s term, a president’s party does poorly when the president has low approval ratings, and a president’s party does poorly when the economy is having difficulties.

On top of this, the Democrats are defending Senate seats in several red states this year, giving the Republicans a chance to pick up some seats. Fortunately the situation is reversed in 2016 with more blue-state Republicans up for reelection. Based upon these fundamentals in a presidential election which is likely to already be more favorable to the party, a Democrat winning the White House should also see a pick up of several Senate seats.

The Republican Party has been working in other ways to pick up votes. They have made voter suppression a major part of their electoral strategy, along with continuing the Southern Strategy based upon racism and now xenophobia. On the other hand, their history of racism may backfire with the increase in minority voters, possibly turning some southern states blue in the near future. We saw this first in Virginia and to a lesser degree in North Carolina. In the future this could extend to Georgia, Texas, and additional states.

Republicans have an advantage in keeping control of the House as so many House districts are gerrymandered to protect the incumbent. In addition, Democrats tend to be more concentrated in urban areas, meaning that even if more people vote for Democrats than Republicans, the Republicans will win more seats by small margins while Democrats will win a smaller number with bigger majorities. More people voted for Democrats than Republicans in Congressional races in 2012 but the Republicans retained control of the House. It would probably take at least  a seven percent margin of victory for Democrats to take control of the House. Republican representation in the Senate is also exaggerated compared to their level of support due to lesser populated Republican states having the same number of Senators as more populated Democratic states.

There are some things which could throw off the fundamentals this year, but we cannot count on voters suddenly no longer being fooled by the GOP line. At present the Republicans receive far too many votes from low-information white voters. Over time the number of younger voters who receive their fake news from Jon Stewart will overtake the older voters who receive their fake news from Fox.

While Obama’s approval rating is low, Congress has an even lower approval rating. Typically in such situations people like their own Congressman even if they disapprove of Congress. This year polls show that many people also think their own Congressman should be thrown out. Based upon this, I wouldn’t be surprised if more incumbents than usual get upset, but that might not necessarily help the Democrats over Republicans. In addition, more people see the Republicans as being more responsible for gridlock, in contrast to a common false media narrative of treating each party as being equally responsible. Maybe they will surprise the pundits and throw the Republicans out.

Another factor influencing whether predictions based upon the fundamentals must occur is that any competent Democratic strategist is aware of every point here, and the party is doing far more than they did in 2010 to try to change this. They are working to increase turnout among Democratic voters this year. They  have a technological edge both in regards to get out the vote efforts and fund raising. It even appears that the same problems which are placing Republicans at a disadvantage with younger voters is also impacting their ability to recruit young tech savvy political operatives. Besides using their technological advantages over Republicans in getting out the vote efforts, they can  motivate Democratic voters with fear of the consequences of the Republicans taking control of the Senate. Tea Party extremism has led to an end to talk of a grand bargain. Democratic compromises on entitlement programs might have discouraged some voters on the left from turning out for Democrats.

I think Democrats will do better if they can successfully explain the advantages of their policies as opposed to Republican policies. Democratic economic policies turned around the economic collapse caused by Republican economic policies, even if the Republicans have managed to slow recovery with their obstructionist moves, decided upon from the start of Obama’s term. The deficit rolled up by George Bush has dropped considerably since Obama took office. The CBO  projects a deficit of $514 billion in 2014, representing three percent of the Gross Domestic Product. This is near the average level for the past forty years, and a vast improvement from 2009 when the deficit was at 10.1 percent of GDP.

Despite early IT problems, which the Obama administration does deserve criticism for, the Affordable Care Act has turned into a tremendous success on a policy level, both in terms of health care reform and its benefits for the economy. Both the Medicare Advantage plans under George Bush and the original Medicare program had early implementation problems which took a couple of years to solve. Of course Republicans will continue to spread unsubstantiated scare stories and it is possible Obama might never received the credit he deserves. Health care premiums will be remain high on the individual market as they were high before Obamacare. Insurance companies will continue to use restricted panels of physicians and hospitals as they did before Obamacare, leaving room for Republicans to blame the Affordable Care Act for problems unrelated to the law.

Other factors could come into play. The Tea Party might oust electable Republicans and replace them with extremist candidates which the Democrats can more easily beat. While doubtful, the Tea Party might force Congressional Republicans into a situation analogous to the government shut-down before the election which reduces public support for Republicans. While it is doubtful it will really alter that many votes, even the changes in the late night comedians could help the Democrats over the Republicans.

The easy prediction is now that the Republicans will keep control of the House and control of the Senate is up for grabs. Depending upon whether the factors discussed above alter the usual fundamentals, we still might wind up seeing the pundits talking about all the reasons they knew we would have a different outcome after the results are known.

More Republican Misinformation On Medicare To Scare Seniors

There they go again. Republicans are again trying to scare seniors by spreading misinformation about Medicare. They have been making the same false claims for the past few years. From Politico:

Republican Rep. Tom Rooney of Florida took aim today at Obamacare’s impact on older Americans, saying that seniors across the country are paying “more money for fewer choices, less access and far less peace of mind.”

In the GOP’s weekly address, Rooney castigated President Barack Obama’s very public pledge that Americans of all ages would be able to keep their doctors under the health law. Since the fall, the president has had to backtrack on that statement, acknowledging that the law was forcing changes in insurance plans that meant some people were losing their physicians.

“Here’s the reality,” Rooney said as he blamed Obamacare for “deep cuts” made to the popular Medicare Advantage program that serves low-income seniors, among others. “Constituents tell me they can no longer see the primary care physicians they have been going to for 10 and every 20 years,” he said. “One woman told me that four of her specialists have already been dropped from her plan.”

The truth is that Obamacare is helping, not hurting, seniors.

Medicare Advantage Plans were set up by George Bush as a way to reward insurance companies for all their contributions to the Republican Party. The initial law establishing the plans provided tremendous subsidies for insurance companies. The idea as initially argued by conservatives was that private insurance companies could provide health care more economically than the big bloated government Medicare program. Instead the government pays private insurance companies substantially more to treat Medicare patients than it costs to care for the same patients in the government plan. Any true Republican should think that private insurance companies should not need this corporate welfare.

The Affordable Care Act is paid for partially by reducing this corporate welfare, saving the tax payers about $136 billion over ten years. Private insurance companies will still receive plenty of money to care for seniors. Why should they need more money than it costs to treat them in the government program?

Medicare Advantage plans have been using limited panels for several years to try to save money. The Affordable Care Act does not change that, except now the insurance plans blame Obamacare for what they would do even if Obamacare did not exist.

The Affordable Care Act has helped seniors in many ways. It makes Medicare more sound financially. The donut holes in the drug benefit are being phased out, saving seniors money on their prescriptions. Preventative studies which previously were not covered are now covered by Medicare, saving seniors yet more money.

It is particularly absurd to expect seniors to turn to the Republicans when they have already voted for a plan which would end Medicare as we know it and force those on Medicare in the future to pay more out of their own pockets for health care coverage.

Chris Christie Distorts Democratic Views On Income Inequality

As Chris Christie’s popularity has fallen following recent scandals, his popularity has picked up to a degree on the far right now that they see him as a “victim” of the liberal media. There’s almost nothing the far right loves better than to see themselves as victims.

In return Christie is pandering to the Tea Party  and far right, using their tactic of distorting the views of the left. I was listening to an excerpt of a speech by Chris Christie over XM earlier. While I cannot find a full transcript, this report from The Guardian provides the gist of what I objected to:

“You want income equality? That’s mediocrity,” said Christie, in an apparent attempt to bolster his conservative credentials during a discussion at the Economic Club of Chicago on Wednesday. “Everybody can have an equal mediocre salary. That’s what we can afford.”

He argued that by pursuing income equality, left-leaning Democrats such as Senator Elizabeth Warren of Massachusetts and New York City’s Mayor Bill de Blasio misjudged the American spirit, which he defined as: “How do I get a little more?”

“I don’t think the American people want income equality. What they want is income opportunity,” said Christie, who also used the talk to heap praise on former president George W Bush. He added: “I grew up in an America that said life isn’t fair – but opportunity is.”

He is making two major errors here. First, Democrats do not believe everyone should have equal incomes. When speaking of income inequality they are speaking of the unprecedented concentration of wealth by the top one tenth of one percent and how this is damaging to the middle class and the economy. Secondly, they object to the system being rigged for the benefit of the top one tenth of one percent and it is the Democrats who support greater opportunity.

It is also interesting that Christie thinks it would help himself to bring up George Bush.

The article concludes:

What Bridgegate has laid bare is the skill and audacity with which Christie constructed his public image. “It’s almost like people were in a trance,” Buono told me. Christie may have been misunderstood for so long because his transactionalism diverted from the standard New Jersey model. He wasn’t out to line his own pockets, or build a business empire. He wasn’t even seeking to advance a partisan agenda. And yet it was transactionalism all the same. Christie used a corrupt system to expand his own power and burnish his own image, and he did it so artfully that he nearly came within striking distance of the White House. When he got cozy with Democratic bosses, people only saw a man willing to work across the aisle. When he bullied his opponents, they only saw a truth-teller. It was one of the most effective optical illusions in American politics—until it wasn’t.

White House Postpones Employer Mandate For Medium Sized Employers

Republicans have been trying to blame everything on the Affordable Care Act including long standing health care issues, unemployment, the poor performance of Denver in the Super Bowl, and Justin Beiber’s recent antics. Okay, I’m exaggerating a little, but to blame Obamacare for any of these problems is untrue. I’ve already discussed the false claims from conservatives that the Congressional Budget Office shows that Obamacare will increase unemployment when it will actually do the reverse and decrease unemployment.

Unemployment is a serious problem but the attempts to tie it to the Affordable Care Act do not hold up. In addition to the information released by the Congressional Budget Office, the argument that employers are not hiring due to the mandate to provide insurance coverage also fails to hold up. The argument fails to take into account the subsidies which will help employers provide the coverage, along with the fact that the employer mandate had not been scheduled to start until 2015. The White House has today announced a further delay in the employer mandate until 2016 for employers with 50 to 99 employees. (The mandate does not affect employers with under 50 employees).

Derek Thompson has more on the myth that Obama has been killing jobs or is responsible for an increase in part-time employment.

Paul Krugman looked more at the unemployed, and how the right wing is impervious to evidence regarding government action.

Steve Benen explains once again what the “insurance trap” means and why freeing people from having to keep their current job to maintain their insurance is a feature, not a bug, of Obamacare. Face it, if the conservatives don’t understand this yet, they are (intentionally) never going to understand.

Update: Sarah Kliff has a good rundown of the additional changes announced today including relaxing the requirements for employees covered by large companies. The most important change is probably that volunteers won’t be counted as full-time employees. There had been some speculation that volunteers such as volunteer firefighters would be covered by the  mandate, making it more expensive to use such volunteers. She also makes the valid point that, as the majority of companies offer insurance, the postponement of the employer mandate won’t affect very many people.

The conservative reaction has been to denounce this as a dictatorial action from Obama. If these people are so concerned about potential abuse of Executive power, where were they during the Bush years when Republicans backed the Unitary Executive theory which would greatly expand the power of the President (or during the Busy years, the Vice President)?

Update II: Two more thoughts on the conservative spin:

Strange that they are complaining so much about a delay in the employer mandate when they have been predicting such dire consequences of the mandate.

The reason much of this, right or wrong, is being done by executive order is that the system is broken. We know whose fault that is. Congress has voted, at last count, 47 times to repeal the Affordable Care Act but the Republicans are not willing to work on fine tuning the law as would normally be done after such a huge law was passed.

Democratic Strategy For 2014: Get Out The Vote But Don’t Ignore The Message

This should be a bad year for Democrats if we go by historical trends. The party holding the presidency typically loses Congressional seats in their sixth year. It makes matters worse when their are economic problems, even if many people do realize that they are primarily due to a combination of problems created by the Bush administration and problems perpetuated by Republican actions to hinder economic recovery in Congress.

Making matters worse, the Democrats have to defend Senate seats in red states, including states where incumbent Democrats are not running for reelection. Democrats do worse in off year elections, when young voters and minorities are less likely to vote compared to presidential elections. Republicans also have a huge advantage in a system where small Republican states receive as many Senators as far larger Democratic states. Their advantage extends to the house. Between gerrymandering and the higher concentration of Democrats in cities. Republican will still control Congress unless Democrats receive about seven percent more votes.

On top of this, Republicans see voter suppression as a valid electoral strategy.

Democrats did much better in 2008 and 2012 than in 2010. They also expect to do much better in 2016, including picking up several Senate seats due to the playing field being reversed with Republicans being forced to defend Senate seats in blue states. The Democrats see the solution as making 2014 more like 2012. Their strategy:

The Democrats’ plan to hold on to their narrow Senate majority goes by the name “Bannock Street project.” It runs through 10 states, includes a $60 million investment and requires more than 4,000 paid staff members. And the effort will need all of that — and perhaps more — to achieve its goal, which is nothing short of changing the character of the electorate in a midterm cycle.

The Democratic Senatorial Campaign Committee is preparing its largest and most data-driven ground game yet, relying on an aggressive combination of voter registration, get-out-the-vote and persuasion efforts.

They hope to make the 2014 midterm election more closely resemble a presidential election year, when more traditional Democratic constituencies — single women, minorities and young voters — turn out to vote in higher numbers, said Guy Cecil, the committee’s executive director.

A campaign based upon getting out the vote isn’t terribly exciting, but it is a realization that this is how elections are won in this polarized era. There aren’t very many swing voters, but there can be huge differences between which party does better in getting their supporters out to vote.

Besides, a high tech get out the vote campaign and an old fashioned campaign to try to sway voters are not mutually exclusive. I do hope that the Democrats also think about better ways to get out their message as the Republicans often win by doing a better job here. Sure the Republican message is pure lies, claiming to be the party of small government while supporting increased government intrusion in the lives of individuals, and primarily using big government to redistribute wealth to the top one tenth of one percent.

Democrats need a coherent message, but they often fail because they are afraid of alienating some voters by saying what they believe in. I suspect that this cowardice turns off even more voters, along with reducing the motivation of their supporters to turn out. Once again, a campaign based upon promoting ideas and one based upon voter turnout are not mutually exclusive. They can be complimentary.

Rather than shying away from social issues, Democrats need to campaign as the party which supports keeping government out of our personal lives and out of the bedroom.

Rather than running away from the Affordable Car e Act, Democrats need to stress its benefits. Beyond all the millions who are assisted by the ability to obtain affordable health coverage, there are the two million people who are freed from the “insurance trap” which forces them to work in jobs they do not otherwise want or need in order to obtain health insurance. As the non-partisan Congressional Budget Office has shown, the Affordable Care Act will help reduce unemployment, decease the deficit, and strengthen the economy. Besides, we saw what happened to the Democrats when they tried running away from Obamacare in 2010.

In recent years Democrats have taken national security away from Republicans as an issue. If the Republicans want to run on their debunked conspiracy theories about Benghazi, it might be time for Democrats to remind voters of the very real failings of Republicans on 9/11, from ignoring warnings before the attack to invading the wrong country in retaliation. We saw how that turned out. It is also time for Democrats to take additional issues from the Republicans.

Challenge voters who support Republicans based upon misinformation. If they are concerned about the deficit, point out how much the deficit has dropped under Obama (as it previously dropped under Bill Clinton). Repeatedly we see polls in which voters support liberal positions but identify themselves as conservatives. They say the oppose Obamacare but also support most of the individual components of the Affordable Care Act. The only way to fight the misinformation spread by Fox is for Democrats to clearly say what they believe in and defend their positions.

Democrats are planning to run on income inequality. That is fine, but they better make sure that they make it clear that the reason is that the extreme concentration of wealth in the hands of the top one tenth of one percent is a major cause of crippling the economy and keeping down the middle class. Failure to make this connection just plays into Republican memes.

The 2014 State Of The Union Address

The State of the Union address (transcript here) was rather modest, considering the limitations Obama faces in dealing with Congressional Republicans who have had the policy of opposing Obama’s agenda on political grounds since the day he took office. The few policy proposals had already been released, such as an executive order regarding the minimum wage at companies receiving government contacts. There were a few moments during the speech worth noting. He began with what was basically a defense of his record on the economy:

The lowest unemployment rate in over five years. A rebounding housing market. A manufacturing sector that’s adding jobs for the first time since the 1990s. More oil produced at home than we buy from the rest of the world – the first time that’s happened in nearly twenty years. Our deficits – cut by more than half. And for the first time in over a decade, business leaders around the world have declared that China is no longer the world’s number one place to invest; America is.

That’s why I believe this can be a breakthrough year for America.

Of course, in what is essentially a disproof of trickle-down economics, he recognized that problems remain:

Today, after four years of economic growth, corporate profits and stock prices have rarely been higher, and those at the top have never done better. But average wages have barely budged. Inequality has deepened. Upward mobility has stalled. The cold, hard fact is that even in the midst of recovery, too many Americans are working more than ever just to get by; let alone to get ahead. And too many still aren’t working at all.

This sure makes the right wing claims that Obama is a socialist sound ridiculous. Plus there is his support for small business:

Let’s do more to help the entrepreneurs and small business owners who create most new jobs in America. Over the past five years, my administration has made more loans to small business owners than any other.

While it may or may not be wise, I always wish that Democrats would do more to directly take on the absurd positions held by many Republicans. Unfortunately I’m not sure that showing Republican denial of science would be politically successful in a country with such vast scientific illiteracy. At least we did get this:

But the debate is settled. Climate change is a fact.

He is right about climate change, but the debate is only settled in terms of the scientific knowledge. Climate change is a fact. So is evolution. And the earth is round. Try to convince the Republicans.

Obama also defended his record on health care:

Already, because of the Affordable Care Act, more than three million Americans under age 26 have gained coverage under their parents’ plans.

More than nine million Americans have signed up for private health insurance or Medicaid coverage.

And here’s another number: zero. Because of this law, no American can ever again be dropped or denied coverage for a preexisting condition like asthma, back pain, or cancer. No woman can ever be charged more just because she’s a woman. And we did all this while adding years to Medicare’s finances, keeping Medicare premiums flat, and lowering prescription costs for millions of seniors.

Obama said little about the problems caused by Republican obstructionism, but did mention the “forty-something votes to repeal a law that’s already helping millions of Americans.” I believe the exact number is forty-seven votes to repeal the Affordable Care Act.

Among the lines which got the most attention of the night, when discussing equal pay for equal work:

It is time to do away with workplace policies that belong in a “Mad Men” episode.

The official Republican response was rather empty, and there were also two Tea Party responses. The bulk of the opposition I saw to Obama on line (and in an op-ed by Ted Cruz)  has been to the use of executive orders, ignoring how much fewer he has used than his predecessors. Where were all the conservatives now complaining about Executive power during the Bush years, when Bush went far further than Obama is contemplating?  I doubt their complaints will receive much sympathy from swing voters (the few who exist). As I pointed out recently, voters are realizing that the Republicans are responsible for gridlock, even if the media often overlooks this in their efforts at appearing objective by treating both parties equally when they are not mirror images of each other.

All in all, the address was liberal but hardly ground-breaking. The Monkey Cage has compared every SOTU address since 1986 based upon ideology. This year’s speech was placed around the middle of previous addresses from Obama and Bill Clinton. What I really found interesting about this chart was how far the Republicans moved to the right under Bush. State of the Union addresses are hardly an exact measurement of the ideology of a president, but it is interesting that Ronald Reagan and George H. W. Bush are far closer to the two Democratic presidents compared to George W. Bush. George W. Bush Started out comparable to the previous Republican presidents in his first speech, then moved significantly to the right. Maybe this was the result of 9/11.

If nothing else, I was happy that it wasn’t Mitt Romney giving the speech. I’m imagining Mitt Romney spending the evening going up and down in his car elevator. I couldn’t resist staring with the above picture which captures John Boehner, even if he isn’t orange enough. I did feel that his green tie did clash with his orange face.

The Democratic Advantage In The Electoral College

If a professional newspaper columnist who has to get a column out on a regular schedule does not want to write about Chris Christie or NSA Surveillance this weekend, there are a number of topics which one can always pull up. Dan Baltz went with a look at the Republican Party’s uphill path in the electoral college. There’s nothing new here, but this is worth considering when looking ahead towards 2016. Baltz looked at the earlier Republican advantage in presidential elections, later switching to favor the Democrats:

What happened? States whose loyalties were divided in the first era moved to become part of the Democrats’ base — a transition that began with Bill Clinton’s two campaigns and continued through 2012. That list includes California, the biggest electoral prize in the country, with 55 votes, but also others that have long been considered contested battlegrounds, including Illinois, Michigan, New Jersey and Pennsylvania.

All 16 states that went for the GOP in the past six elections remain solidly in the Republican column. The same is true of most of the states that voted GOP in four or five of the past six. But that leaves the Republicans far short of the 270 electoral votes needed to win the White House.

Over the past six elections, Republicans have averaged just 211 electoral votes and have not won more than 286 since 1988. Democrats averaged 327 electoral votes for those six elections, and their lowest total, even in losing, was 251 in 2004. Given the current alignment, the Republicans must find states that have been voting Democratic and convert them to their column in 2016.

A further look at key states shows advantages for the Democrats. Looking ahead, it is far more likely that red states which are becoming more diverse might shift Democratic than for many of the states which have been voting Democratic to change. The Republicans cannot even count on the South long term, already losing Virginia and with others at risk. It will probably take longer than 2016, but if increases in minority voters in Texas should make that state flip, or even become a battle ground, the Republicans will not have a single large state they can count on.

The Democratic edge in recent years would be even more one-sided if not for Republicans winning the electoral votes of Florida in 2000. It is clear that a majority of Florida voters intended to vote Democratic, with some confused by the butterfly ballots. Retrospective newspaper recounts showed that Gore would have won if he had obtained a state-wide recount. Without the benefits of incumbency, Republicans also probably would not have won in 2004. Even with their short-term advantages, Kerry could have won in the electoral college, while losing the popular vote, if there were more voting machines in the larger cities of Ohio.

Nothing is for certain. John Sides took the opposing viewpoint. He failed to provide a compelling argument as to why many states will flip. It is certainly possible that if economic conditions remain bad that the Democrats could suffer. As the fault is shared by Republicans who created the crash and then blocked recovery, it is questionable whether blue states will turn against Democrats any more in 2016 than in 2012, especially with a change in presidential candidates.

Sides is correct in pointing out how hard it has been for a party to win the White House three elections in a row in modern times, but in looking at modern American presidents we are dealing with a very small sample. We now have a unique situation where the Republicans are under the control of extremists while the Democrats have taken firm control of the center along with moderate left. Republican views have become too extreme for their candidates to have a serious chance of winning in many northern states. There are just not enough low-information white males, the primary source of votes for Republicans, for them to flip these states.  While I would hope for a more knowledgeable electorate, changes in information-sources will also be important. Over time, voters who get their fake news from Fox will increasingly be replaced by those who get their fake news from Jon Stewart.

Looking at potential candidates also makes it unlikely that the Republicans will change current trends in the electoral college. Many Republicans had hoped Chris Christie might be able to alter the current red/blue electoral map. It was already hard for him to win the nomination in the Republican Party even before he became damaged by scandal. On the other hand, Hillary Clinton is likely to do better than Obama in some of the larger industrial states which the Republicans need to flip. The same low-information white males who might vote against Clinton due to her gender already have been voting against Obama because of his race.

Things are not entirely hopeless for the Republicans, at least not yet. While the Democrats have a strong advantage in presidential elections, the structure of Congressional elections gives Republicans an advantage relative to their overall support in the country. With small states having the same two Senators as large states, Republican representation in the Senate is far greater than if the Senate was representative of the country. Republican advantage in the House has been even greater, due to both gerrymandering and the concentration of Democrats in urban areas. As a consequence, Democrats win a smaller number of districts by larger margins and Democrats must beat Republicans by seven percent or more to retake control. Unless there is a huge shift in the generic ballot, as happened only briefly last fall, Republicans are likely to retain control of the House even if more people continue to vote for Democrats than Republicans.
