fter seven years of continuous decline in the rating, the US has gone down to 12th place in the 2014 Index of Economic Freedom. The report says the US is the only country to show such a prolonged decline. The falling ranking was primarily caused by large reductions in property rights, freedom from corruption, and increasing government spending, says the study. Since President Obama first took office in 2009 the cost of meeting federal government regulations has increased by over $60 billion. Government spending is now over 40 percent of gross domestic product and the national debt has now ballooned to over 100 percent the size of the economy. Still the Obama administration continues to restrain entire sectors of the economy with regulation, including, finance, energy and health care. The Wall Street Journal and Washington's No. 1 think tank The Heritage Foundation, evaluates a nation's commitment to free enterprise by evaluating 10 categories, including fiscal soundness, government size and property rights and giving a score from 0 to 100. The higher up the scoreboard a county is, the higher is its economic growth, long-term prosperity and social progress The US scored 75.5. In comparison the leader Hong Kong scored 90.1, followed by Singapore, Australia, Switzerland and New Zealand. These are the only economic zones to earn the index's "economically free" designation. Toomas Hendrik Ilves on the ups and downs of the economy of the Republic of Estonia
Born in 1953. Toomas Hendrik Ilves obtained a Bachelor of Arts in psychology from Columbia University in 1976 and a Master of Arts in psychology from the University of Pennsylvania in 1978. From 1974 to 1979, Toomas Hendrik Ilves was a teacher and researcher at Columbia University in New York. Subsequently, he worked for a variety of educational institutions, such as the Open Education Center in Englewood, New Jersey, until he joined Radio Free Europe in Munich as a researcher and Head of the Estonian Desk in 1984. He started his diplomatic career in 1993 as Ambassador of the Republic of Estonia to the United States of America, Canada and Mexico. In 1996, he was appointed Minister of Foreign Affairs of the Republic of Estonia, a position he held until 2002 with a brief interruption in 1998, when he chaired the North Atlantic Institute. From 2002 to 2004, he acted as a member of parliament of the Republic of Estonia and thereupon, as a member of the European Parliament until 2006. Toomas Hendrik Ilves was elected President of the Republic of Estonia on 23 September 2006 and sworn into office on 9 October 2006. Toomas Hendrik Ilves was widely decorated and has served as a member of various management and advisory boards for civic groups, among others the Board of Trustees of the Estonian Academy of Arts in the years 2004 to 2006.- published: 25 Mar 2010

167 (single channel version for preview)
This work is one of a series commissioned for the Irish Pavilion at the 53rd Venice Biennale. It takes as its starting point Dublin as ‘the city Google chose’ for its EMEA* headquarters, and a recent statistic that the city is home to over 167 languages - what the Facebook corporation has described as a ‘multilingual pool’.
In this 2 channel video projection, a female protagonist performs a gestural response to a 1980 monologue by the influential neo-liberal economist, Milton Friedman, in which Friedman eulogises a humble pencil, describing how it exemplifies the harmonious potential of the free market economy to unite the peoples of the world through its manufacture and the operation of a global ‘impartial’ price system. Within the work, the protagonist continuously pares the pencil until all that remains is a ridiculous little stub. The actress for this work was selected through the process of audition as presented in the work 167 (Screen Tests).
The work was filmed on the top of Liberty Hall, Dublin’s tallest building and home to Ireland’s largest trade union. The performer was selected through an open audition process which took place in the building's theatre space against an ‘infinite white’ screen - see 167 (Screen Tests).

NEFCO video on carbon financing
NEFCO releases a video clip on carbon financing and the corporation's investments in renewable energy in Estonia. The video focuses at two projects, namely a wind park in Viru Nigula and a biogas project in Saaremaa in western Estonia. Both projects have been classified as so called Joint Implementation (JI) projects under the Kyoto protocol.
"We hope that the demo video will bring NEFCO closer to people and show potential investors what kind of projects we are financing. By showing concrete projects on the ground, we can also demonstrate what NEFCO is doing to combat climate change, said Communications Manager Mikael Sjövall.
Ash Sharma, Senior Investment Manager with responsibility for Carbon Financing said "These investments illustrate a range of benefits to the economy, environment and wider society. These include introduction of new technology, capital investment and skills to Estonia, reduced climate change impacts from power generation and improved energy security."
The carbon finance comes from the Baltic Sea Region Testing Ground Facility, one of the carbon funds managed by NEFCO. The JI component of the Viru Nigula project is co-financed with the Swedish Energy Agency.

Grabbing the void
The artists Erling T.V. Klingenberg and Adalsteinn Stefansson did this work specially for this box made in Riga, Latvia. The project is organized by EPAC-European Public Art Centre and recently the same style of boxes have been a platform for artists in Latvia, Estonia, Finland, Portugal, Spain, Poland, United Kingdom and now on Iceland (further info: http://www.epacpublic.eu/). Erling and Adalsteinn call this work “Grabbing the void”, - that is a known experience these years among the common public of the Western-world and beyond when dealing with the economy - where many things disappear into the whirlpool - that sucks everything to untraceable places. But the work can also be viewed from many other sides - at least four .
