It is being touted as a way to raise citizens above the poverty line, yet has not been fully implemented in any country. Last year, Cyprus announced plans to introduce a Guaranteed Minimum Income to all citizens by June 2014, while members of four major parties in Canada support introducing basic income policies. Basic income is not a new concept, however. It has been advocated as a solution to poverty since the beginning of the 16th century. A petition to the European Union has gathered more than 285,000 signatures and additional petitions are being created on sites like Avaaz in order to reach 1 million supporters. -- quote basicincome2013.eu -- "In the long run the objective is to offer to each person in the EU the unconditional right as an individual, to having his/her material needs met to ensure a life of dignity as stated by the EU treaties, and to empower participation in society supported by the introduction of the UBI. On social media, the idea of basic income as a replacement to what many say are cumbersome and less flexible welfare programs, is gathering steam.
