Colin Keating, former Permanent Representative of New Zealand to the UN and President of the Security Council for the month of April 1994, briefs the Security Council at its meeting on the 1994 genocide in Rwanda. He said, “This briefing provides a fitting opportunity, for me in my capacity as former President of the Council, to apologise for what we failed to do in 1994.”
