Global oil prices are tanking, but OPEC is holding firm on not slashing production to buoy prices
Saudi Arabia will not cut oil production to boost depressed prices, a reversal in the Kingdom’s usual policy of moderating supply to control prices and sending a strong message about the Organization of the Petroleum Exporting Countries’ (OPEC) strategy for dealing with a slumped oil market.
Saudi Minister of Petroleum and Mineral Resources Ali al-Naimi told reporters on Sunday that even if non-OPEC countries cut production, Saudi Arabia will not follow them, Reuters reports. Other ministers, including from Kuwait and Iraq, repeated the Saudi minister’s insistence on retaining steady production levels.
A boom in U.S. shale gas production has flooded the global oil market and sent gas prices tanking.
The Wall Street Journal reports that Saudi Arabia’s refusal to cut oil production has led to speculation that the world’s top petroleum exporter could be seeking to knock gas prices even lower, testing U.S. shale gas producers resolve to keep pumping. Saudi Arabia has denied any such plot and American officials have reiterated that the U.S. maintains close and friendly relations with the Kingdom.
Delegations from Russia, Saudi Arabia, Mexico and Venezuela have met for the first time in such a format for talks in Vienna to discuss rapidly dropping oil prices. Could rapidly falling oil prices trigger a nightmare scenario for the commodity derivatives market? Saudi Arabia will not cut oil production to boost depressed prices, a reversal in the Kingdom’s usual policy of moderating supply to control prices and sending a strong message about the Organization of the Petroleum Exporting Countries’ (OPEC) strategy for dealing with a slumped oil market.
Saudi Minister of Petroleum and Mineral Resources Ali al-Naimi told reporters on Sunday that even if non-OPEC countries cut production, Saudi Arabia will not follow them, Reuters reports. That creates an extremely close relationship.
BBC Newsnight, Saudi representative to the UN Human Rights Council: We pay for our weapons with our own money, and this money goes into the British economy and other economies. And they create jobs, and they benefit the countries that sell us those weapons.
O'Halloran: We have seen moments when Saudi Arabia has broken out of that relationship. In the 1970s it took a very principled position against what it perceived as being too much Western support for Israel, with an oil embargo that affected the United States relatively heavily.

Richard Nixon: The two million barrels a day of oil we expected to import into the United States will no longer be available. We must therefore face up to a very stark fact. We are headed towards the most acute shortages of energy since World War II.
O'Halloran: If oil is all you have and you don't want to play ball with certain Western priorities then that relationship can get cut very quickly.

In fact, both the US and Saudi Arabia fought alongside each other during the Cold war, in Iran and against Saddam Hussein in Iraq, who was perceived as a threat to Saudi Arabia. Since then Saudi Arabia has been working with Western powers to combat violent Islamist extremists, providing resources and intelligence to one another.

O'Halloran: We have seen moments when Saudi Arabia has broken out of that relationship. In the 1970s it took a very principled position against what it perceived as being too much Western support for Israel, with an oil embargo that affected the United States relatively heavily.
Bobbie Mills: What's an oil embargo?
O'Halloran: They stopped exporting oil to the United States.
Richard Nixon: The two million barrels a day of oil we expected to import into the United States will no longer be available. We must therefore face up to a very stark fact. We are headed towards the most acute shortages of energy since World War II.
O'Halloran: If oil is all you have and you don't want to play ball with certain Western priorities then that relationship can get cut very quickly.
Text: The West's relationships with Saudi Arabia goes beyond oil. In fact, both the US and Saudi Arabia fought alongside each other during the Cold war, in Iran and against Saddam Hussein in Iraq, who was perceived as a threat to Saudi Arabia. Since then Saudi Arabia has been working with Western powers to combat violent Islamist extremists, providing resources and intelligence to one another.
Sarah Chayes: The United States sees Saudi Arabia as an ally in the fight against jihadism. Now that's really interesting logic, given that one could argue that Saudi Arabia played an incredibly important part in birthing global jihadism.
Text: ... most notoriously Al Qaeda, whose militants were used in the Cold War, alongside the US. While some say Western powers and Saudi Arabia are hypocritical, others call it necessary for security.
Jon Snow: Are we sure that they are not actually, certain elements of them, within the clerics and elsewhere the Wahhabi radicals, involved actually in fuelling the very people we're trying to defeat?
Prime Minister David Cameron: I will answer that very directly because I think you're answering a very important question. The reason we have the relationship is our own national security. I can think of one occasion since I've been Prime Minister, where a bomb that would have potentially blown up over Britain, was stopped because of intelligence we got from Saudi Arabia.

Today, the world has too much oil -- thanks in part to America's shale oil boom. Crude oil prices crashed below $35 a barrel, and a gallon of gasoline is on the verge of falling below $2 per gallon.
In other words, there is no longer an oil scarcity that justifies keeping it at home.
"Restrictions on free trade of energy are a legacy of a bygone era that doesn't reflect the realities of today," said Jason Bordoff, a former energy adviser to President Obama who testified on Capitol Hill about the issue.
Lifting the oil export ban could encourage more domestic output in the long term as prices rebound from their recent lows. Increased U.S. oil activity should also help save some jobs in the energy industry.
The dramatic drop in oil prices has left the the energy and mining industry reeling from over 100,000 job cuts in the past year.
"This is a bit of a lifeline for U.S. producers," said Joe McMonigle, who served as chief of staff of the Energy Department under former President George W. Bush.
Not everyone in the energy industry supports lifting the export ban.
U.S. refiners want to keep it in place because they've benefited from being able to buy oil at the cheaper domestic price and then sell it at the higher global price.
The U.S. Energy Information Administration has analyzed the outcome and expects that refiners would cut jobs and suffer a loss of $22 billion in annual profits by 2025 if the ban is lifted.
Some lawmakers are looking to ease anger from refiners by offering tax credits to the industry, especially in the Northeast.
Environmental groups also want to keep the ban in place.
"Our climate and communities cannot afford the hazardous oil production that would come with lifting the crude oil export ban," a conservation group that includes the Sierra Club wrote in a recent letter to Congress.
Democrats pushed hard to win tax credits for renewable energy sources like wind and solar in exchange for lifting the oil export ban, in what they saw as a worthwhile trade-off, Democratic aides told CNN.

Despite plummeting oil prices and a glut in global supplies, members of the Organisation of the Petroleum Exporting Countries (OPEC), have decided to increase oil production levels despite growing disagreement among members over the strategy.
OPEC, which provides a third of global oil, recently decided to increase its collective output to 31.5 million barrels per day, despite crude oil prices dropping to a seven-year-low, now hovering around $40 a barrel.
Made up of Algeria, Angola, Ecuador, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, the United Arab Emirates and Venezuela; the oil cartel has been supplying an already over-supplied market with cheap oil - with all of its members now feeling the pinch.
But countries such as Venezuela have been the hardest hit. With 95 percent of its income from oil, Venezuela is witnessing its worst recession since the 1940s, and the economy is expected to shrink by 10 percent this year.
Venezuela wants OPEC to change its policy but influential players like Saudi Arabia are insisting on keeping production levels high, because they don't want to lose customers to non-OPEC producers like the United States.
US oil and shale gas production has been expanding in recent years, and with reduced domestic fuel demand - this could lead to less reliance on crude imports and a lifting its oil export ban.
Kim Zietlow, an economist at Humboldt University in Berlin, joins Counting the Cost to discuss OPEC's refusal to cut oil production and what this means for the future of the oil cartel.
Iran's return to the big stage
Iran is about to re-enter the world of oil markets after years of sanctions and isolation.
With the world's fourth-largest crude oil reserves and the second-largest reserves of natural gas, the Islamic Republic was pumping around 4.5 million barrels of oil a day ten years ago before international sanctions brought that right down to 2.8 million barrels.
When sanctions are lifted however, that could rise by a million barrels a day, depending on whether international companies decide to return and invest there.
Azadeh Meskarian, a solicitor with the Iran Department at Zaiwalla & Co, joins the programme to discuss Iran's return and the effects it will have on the oil market.

OPEC members have been meeting in Vienna with the oil producers’ organisation widely expected to do nothing to tackle one of the worst crude gluts in history.
Poorer members have been putting pressure on richer nations to cut overproduction that has sent prices crashing.
But the largest producer Saudi Arabia and its Gulf allies are expected to resist – despite a recent change in tone.
“We are going to show that we are ready to cooperate and work with those who seek stability in the market,” said the Saudi Arabian oil minister Ali al-Naimi.
The minister described as “baseless” reports that the Saudis might be ready to adapt policies and push for a global deal to curb supply.
The Saudis have previously said they would be prepared to consider a cut only if others did so too – notably OPEC members Iran and Iraq, and non-member Russia.

Saudi Arabia is a fighting an expensive war in Yemen against Shia Houthi rebels and they are also probably financing Islamic State thru back door channels.
The Saudi Royal Family also faces major threats from internal social disorder and a possible revolt. The Saudis have been lavishing their public with generous welfare programs and public health care and stuff like that. They've also been giving out many govt jobs -- Saudi has had to actually tap the bond markets and borrow money because of mounting budget deficits. Meaning they're borrowing money to pay for all this. Saudi has a lot of foreign currency reserves saved up but they are burning thru them fast. How long before they run out of money? Who knows but if they do cut back in oil production it'll simply cause the price to go back up and cause the frackers to come back from the dead - probably new companies but still the same people/operators.
OPEC is fucked. They screwed up in pricing oil too high for too long.

Saudi Arabia Increase Oil Prices
Saudi Arabia has been trying to pressure President Vladimir V. Putin of Russia to abandon his support for President Bashar al-Assad of Syria, using its dominance of the global oil markets at a time when the Russian government is reeling from the effects of plummeting oil prices.
Saudi Arabia and Russia have had numerous discussions over the past several months that have yet to produce a significant breakthrough, according to American and Saudi officials. It is unclear how explicitly Saudi officials have linked oil to the issue of Syria during the talks, but Saudi officials say — and they have told the United States — that they think they have some leverage over Mr. Putin because of their ability to reduce the supply of oil and possibly drive up prices.

In Saudi Arabia's oil-rich Eastern province a 3-year uprising has been raging, hidden from the world. With unprecedented access, this report explores the growing protest movement - the biggest in Saudi history.
In scenes reminiscent of Libya, Egypt and Bahrain, masked protesters fill the streets, fling rocks and chant "martyrdom is better than oppression" as police bullets fly. In the Shia-dominated Eastern region of Qatif, there has been growing resentment that despite "standing on top of oil fields that feed the world", local communities suffer poverty, sectarian discrimination and no political freedom. Figureheads of the protests have been added to government wanted lists, been arrested and several have been killed in dubious circumstances. Saudi filmmaker Safa Al Ahmad risks arrest and worse to get inside this troubled region. In secret meetings protesters share their accounts of the growing state violence against them and their families. One leader's disabled sister tells of how security forces "came while I was sleeping and threatened me with a gun". The movement insists it is nonetheless growing, but a few incidences of violence by protesters have alienated many locals and given the state justification for their crackdown. After protesters fire on security forces, police funerals are broadcast on public television and the rioters are officially labelled "terrorists". Both sides are now entrenched. "It is very dangerous for the future. The state just want to show the iron fist. The only reaction is apathy or violence."

The history of Saudi Arabia, as a state, began with its foundation in 1933 by Abdulaziz Al Saud, although the human history of the region that is now Saudi Arabia extends as far as 20,000 years ago. The region has twice in world history had a global impact. The first was in the 7th century when it became the cradle of Islam. The second was from the mid-20th century when the discovery of vast oil deposits propelled it into a key economic and geo-political role. At other times, the region existed in relative obscurity and isolation, although from the 7th century the cities of Mecca and Medina had the highest spiritual significance for the Muslim world, Mecca being the destination for the Hajj annual pilgrimage.
For much of its history most of the region has been controlled by a patchwork of tribal rulers. The Al Saud (the Saudi royal family) were originally minor tribal rulers in Najd in central Arabia. From the mid-18th century, imbued with the religious zeal of the Wahabbi Islamic movement, they became aggressively expansionist. Over the following 150 years, the extent of the Al Saud territory fluctuated. However, between 1902 and 1927, the Al Saud leader, Abdulaziz, carried out a series of wars of conquest which resulted in his creation of the Kingdom of Saudi Arabia in 1932.
